MINUTES
REGULAR VILLAGE BOARD MEETING
September 13, 2016
1. CALL TO ORDER- 7:19 p.m.
Present: Mayor Craig B. Johnson, Trustees Nancy J. Czarnik, Patton L. Feichter,Jeffrey C.

2. PLEDGE OF ALLEGIANCE

3.APPROVAL OF MINUTES OF AUGUST 16, 2016- Motion to approve the Minutes of
the Regular Village Board Meeting held on August 16, 2016 as submitted and
dispense with the reading.

4. MAYOR&BOARD OF TRUSTEES' REPORT - Mayor Johnson attended the following
meetings and events:
August 25, 2016 - Tollway Board Meeting
August 30, 2016 - Ribbon Cutting at Best Western Hotel at 100 Busse Road.
September 11, 2016- 9/11 Ceremony at the VFW Hall in recognition of the 15th
Anniversary of 9/11 and all first responders.
Mayor Johnson advised he has received phone calls from Mike Withers, President of Jewel
about the vacant Caputo's location. Mr.Withers assured the Mayor that Jewel is willing to
work with anyone that is interested in the location, including another grocery store. The
Village has been in contact with other grocery stores and are very hopeful that the location
will be occupied very soon. Jewel likes being in Elk Grove and they want to be a good
member of the community.
The Kelly Miller Circus is in town for a Lions Club fundraiser. The Mayor was contacted by
a resident who is against circuses and the use of animals for entertainment. The resident
asked Mayor Johnson to please look into not allowing the circus in Elk Grove. At this time,
there is no reason to not allow the circus in the Village as long as they meet all State and
Federal requirements. The resident is going to provide Mayor Johnson with some
information about the circus for future consideration.
School District 59 has decided to postpone a public hearing for the construction of a new
administration building on Leicester Road until the end of this year or early next year.
Residents will be updated when information is received from the School District.
This year was the last Relay for Life event to take place at Elk Grove High School. The event
was held for the past twenty years and raised over two million dollars.
The Village's 60th Anniversary Oktoberfest will be taking place on September 23 and 24,
2016 from 6:00 p.m. to 11:00 p.m. at Rotary Green on Lions Drive.
The 4th Annual Made in Elk Grove Manufacturing&Tech Expo will be held at Elk Grove
High School on Monday, October 10, 2016. Three students from Elk Grove High School,
Johathan Faughn, Peter Barts, and Campbell Kraemer will be recognized at the Expo for
winning gold medals at the National Skills-USA Championship in the Automated
Manufacturing Technology Division held in Louisville, Kentucky in June.

Oath of Office- Mayor Johnson administered the Oath of Office to Stephen Scholten, Fire &
Police Commissioner. Mr. Scholten has been a resident of Elk Grove Village all his life.
Mayor Johnson thanked him for volunteering to serve on the Fire & Police Commission.
Trustee Lissner attended a Joint Action Water Agency (JAWA) meeting on August 24, 2016.
The water usage in the Village was up 4.83% in July compared to July last year. It is
interesting because water usage has been declining over the past several years. JAWA is
waiting for a reply from Chicago regarding a contract renewal. Mayor Johnson confirmed
that the new water tax Chicago is going to be implementing to cover the city's pensions was
not going to effect the Village water rates. Trustee Lissner confirmed that was his
understanding.
Trustee Lissner advised that information about Village solicitors along with their pictures
is available on the Village website and also on EGTV programing at 2:00 p.m. and 6:00 p.m.
The Village conducts background investigations on the individual solicitors but are not able
to look into the businesses. It has been highlighted on the Village website that the Village
does not endorse or support the businesses that are soliciting.
Trustee Feichter attended the 9/11 ceremony at the VFW on Sunday. Following the 9/11
ceremony,Trustee Feichter attended the Eagle Scout Ceremony for Sean Lehning at Fox
Run Golf Links. Trustee Feichter attended the antique car rally at Christus Victor Church
that day also.
Trustee Czarnik commented the 9/11 ceremony at the VFW was lovely and very well
attended. Trustee Czarnik also attended the antique car rally at Christus Victor Church.
The annual Frank J. Czarnik Memorial Scholarship Golf Outing will be taking place on
Saturday, October 1, 2016 at Fox Run Golf Links. The outing is a four-man scramble which
begins at 8:00 a.m. Information can be found on the website at www.czarnikgolf.com.
Proceeds from the outing are used to grant six one thousand dollar scholarships to Elk
Grove students next June.
Trustee Franke announced the 60th Anniversary Oktoberfest will be taking place on
September 23 and 24, 2016 from 6:00 p.m. to 11:00 p.m. at Rotary Green. The event will
take place rain or shine. German food, beer and music will be available. There is a twenty
percent discount for tickets purchased prior to the event. Tickets can be purchased on the
Village website at www.elkgrove.org/oktoberfest. Admission to the event is free.
Trustee Petri stated he and Village Manager Rummel will be attending the Solid Waste
Agency meeting and the Northwest Municipal Conference meeting tomorrow.
Trustee Prochno attended the Touch A Truck event hosted by the Park District on Saturday
morning. It's a great event for families with children.
The Farmer's Market takes place every Saturday morning in the Village Hall parking lot
from 7:30 a.m. to 1:00 p.m. Coffee with the Mayor and Board will take place at the Farmer's
Market on September 24, 2016 from 9:00 a.m. to 11:00 a.m.
Trustee Prochno attended the 9/11 Ceremony at the VFW and the antique car rally at
Christus Victor Church. Trustee Prochno was asked to be a judge at the car rally. All of the
cars were very nice and well maintained, making it very difficult to judge them.
In the past the Jaycees have hosted a Halloween decorating contest and a Christmas
decorating contest. The Jaycees have disbanded and are no longer hosting the contests.
The Lioness Club will be hosting both contests this year. The Halloween decorating contest
will be conducted through the Park District and the Christmas decorating contest will be
conducted through the Village.

5.ACCOUNTS PAYABLE WARRANT - Motion to authorize payment of invoices as
shown on the August 31, 2016 Accounts Payable Warrant in the amount of
$3,445,035.61.

6. CONSENT AGENDA
a. Concur with prior authorization of a request from Christus Victor Lutheran Church,
located at 1045 S. Arlington Heights Road, to waive the FY 2016-17 business license fees
associated with their annual Rally Day event in the amount of$175.
b. Authorization of a request to hold a Public Hearing before the Plan Commission to
consider the petition submitted by Final Automotive Finishes for a Special Use at 1390
Louis Avenue.
c. Authorization to award a purchase contract through the National Joint Powers Alliance
(NJPA) Joint Purchasing Cooperative to Altec Industries, Inc. of Birmingham, AL for the
purchase of one (1) Altec Model TA60 Articulating Telescopic Aerial Device in the
amount of$191,257 from the Capital Replacement Fund.
d. Concur with prior authorization of a request from the Elk Grove Village Lions Club,
located at 1645 Von Braun Trail,to waive the FY 2016-17 business license and permit
fees associated with the Kelly Miller Circus in the amount of$175.
e. Authorization to award a purchase contract through the Illinois Department of Central
Management Services to Cargill Incorporated Salt Division of North Olmsted, OH for the
delivery of 3,600 tons of bulk rock salt at $65.71 per ton in the amount of$236,556.
f. Authorization of the following:
• To increase the FY 2016-17 Capital Projects Fund in the amount of$300,000; and
• To increase the FY 2016-17 Busse/Elmhurst Tax Increment Financing Fund in the
amount of$250,000.
g. Adopt Ordinance No. 3462 entitled, "AN ORDINANCE AMENDING TITLE 2,
CHAPTER 14, PARADE COMMITTEE, OF THE VILLAGE CODE OF THE
VILLAGE OF ELK GROVE VILLAGE"
Mayor Johnson asked if there were any questions or comments about the Consent Agenda.

7. REGULAR AGENDA- No items on the Regular Agenda.
8. PLAN COMMISSION -Village Manager Rummel -PC Docket 16-2 - A Public Hearing for a
Special Use Permit for the installation of a wireless telecommunications facility which would
include a seventy foot (70') monopole and supporting equipment on the property located at 190
Gordon Street.
A public hearing was held before the Plan Commission on August 22, 2016. Mayor Johnson
advised the Petitioner that the Village Board was going to remand the request for a Special Use
Permit to the Judiciary, Planning & Zoning Committee (JPZ). Trustee Lissner advised the JPZ
Committee will be meeting on Friday, September 23, 2016 at 9:00 a.m. in the Chernick

Conference room to discuss telecommunication facilities. The Petitioner is welcome to attend
the meeting. Mayor Johnson stated the Village Board concurs with most of what the Plan
Commission recommended but would like to look further at the aesthetics of the tower and the
stealth style pole and the ramifications they may present in the future to the business park. The
Petitioner should contact Maggie Jablonski with any questions. The Mayor advised the
Petitioner that the goal is for the Village Board to address their request at the September 27, 2016
Village Board meeting.
9. ZONING BOARD OF APPEALS- Village Manager Rummel - No items to be considered
from the Zoning Board of Appeals.
10. HEALTH &COMMUNITY SERVICES - Trustee Czarnik- Health &Community Services
is looking for Community Spirit Award recipients. Acknowledge a good deed by
nominating someone. Forms are available at Village Hall, the Library, the Pavilion, and on
the Village website.
11. RECYCLING&WASTE COMMITTEE - Trustee Feichter- The September Village
Newsletter has valuable information in it about recycling. Information about where and
when televisions and hazardous waste can be recycled. Plastic grocery bags should not be
recycled. They should be brought to the store for recycling or put in the garbage. They
cause damage to recycling center equipment.
12.YOUTH COMMITTEE -Trustee Franke- No Report
13. BUSINESS LEADER FORUMS - Trustees Lissner/Petri -A Business Leaders Forum
meeting was held on August 25, 2016 at the Holiday Inn. Subsequent to that meeting,
Trustee Petri, Trustee Lissner and Josh Grodzin had a meeting with Century Signs on
August 26, 2016 and a meeting with the Sheraton Hotel on September 9, 2016. The Village
and the businesses both obtain valuable information from the meetings. The Sheraton is
doing a lot of remodeling to several areas of the hotel.
14. CABLE TELEVISION COMMITTEE - Trustees Lissner/Petri - Information will be
distributed to the Village Board in the near future about the renewal of the franchise
agreement.
15. INFORMATION COMMITTEE - Trustee Prochno - No Report
16. PARADE COMMITTEE - Trustee Czarnik- The first planning meeting for the 2017
Hometown Parade was held yesterday. New ideas and themes were discussed. The Parade
will be held on Saturday, June 17, 2017. The next meeting of the Parade Committee will be
held on Monday, October 3, 2016 at 5:30 p.m.
17. PERSONNEL COMMITTEE -Trustee Franke - No Report
18.JUDICIARY, PLANNING AND ZONING COMMITTEE -Trustee Lissner- The JPZ
Committee will be meeting on Friday, September 23, 2016 at 9:00 a.m. in the Chernick
Conference Room to discuss telecommunication facilities.
19. CAPITAL IMPROVEMENTS COMMITTEE -Trustee Petri - Several projects are taking
place, many of them are finishing up. Oakton Street is milled down and should hopefully be
paved sometime this week or early next week. Biesterfield Road from Rohlwing to
Meacham is being worked on. The Arthur Avenue work is near completion.
20.AIRPORT UPDATE-The first rotation of the Fly Quiet Program is not yet completed.
Data should be received after the rotation is completed. SOC will meet to discuss the data
once it is received.
21. MID-SUMMER CLASSICS CONCERT SERIES UPDATE - Mayor Johnson-The line-up
for next year is being worked on and should hopefully be announced in the near future.
22. SPECIAL EVENTS COMMITTEE - Mayor Johnson-The next special event is the
Oktoberfest on September 23 and 24, 2016. The Buckinghams will be performing at this
years'Tree Lighting Ceremony, followed by fireworks and the arrival of Santa.
