MINUTES
REGULAR VILLAGE BOARD MEETING
September 27, 2016
1. CALL TO ORDER- 7:13 p.m.

2. PLEDGE OF ALLEGIANCE

3.APPROVAL OF MINUTES OF September 13, 2016- Motion to approve the Minutes
of the Regular Village Board Meeting held on August 16, 2016 as submitted and
dispense with the reading.

4. MAYOR&BOARD OF TRUSTEES' REPORT - Mayor Johnson attended the following
meetings and events:
September 15 - Elevator Safety Review Board Meeting.
September 19 - Shinnyo-en USA 15th Anniversary celebration.
September 22 - Tollway Board Meeting- Chicago has agreed to sell property to the
Tollway for the northern connection of the Elgin O'Hare and the ring road around O'Hare
Airport.
September 24- Coffee with the Mayor and Board at the Farmer's Market- discussion took
place about vacant store fronts and Village street lights.
Elk Grove Village has won a significant amount of awards. Awards are posted and can be
viewed on the Village website.
Mayor Johnson stated the Oktoberfest was a great event. The Village Board will consider
holding it annually.
Mayor Johnson asked that Item b. be removed from the Regular Agenda and voted on. The
item is to approve a historic five-year Collective Bargaining Agreement with the Public
Works Union. This is the first time that a five-year Agreement is being signed.
Motion to approve Resolution No. 29-16 authorizing the Mayor and Village Manager
to execute a Collective Bargaining Agreement between the Village of Elk Grove
Village and the International Union of Operating Engineers, Local 150.

Public Works Union Stewards John Wesa, Greg Bator and Jeffry Reynolds joined Mayor
Johnson and Village Manager Rummel for the ceremonial signing of the Agreement. The
Union Stewards expressed they are very happy to have worked together with the Village to
agree to a five-year Agreement. Mayor Johnson thanked Trustee Petri and Trustee Feichter
for representing the Village Board during negotiations.

Awards - Fire Chief Mikel joined Mayor Johnson at the podium. Chief Mikel presented an
Elk Grove Fire Department Lifesaving Award to resident Nicole Marcheschi for providing
bystander CPR to a neighbor's Father on Walnut Lane. Ms. Marcheschi is a nurse at
Lutheran General Hospital and her efforts played a significant role in keeping the patient
alive until paramedics arrived at the scene.
Police Chief Schmidt joined Mayor Johnson at the podium. Chief Schmidt presented Officer
George Moujouros with an Elk Grove Police Department Lifesaving Award. Officer
Moujouros provided lifesaving CPR on a 2 1/2 week old infant. The infant was unresponsive
and turning blue when Officer Moujouros arrived on the scene. He performed CPR on the
infant until paramedics arrived. The infant survived and is doing well.
Trustee Prochno - On September 17, 2016 "Izzy's 5th Annual Lemonade Stand" took place
from noon to 6:00 p.m. at Prince of Peace Church. Izzy chooses a charity each year and
raises funds by conducting a lemonade stand. The charity she chose this year is Fetching
Tails Foundation.
Trustee Prochno attended Pioneer Days at the Park District on September 18, 2016.
The Farmer's Market takes place every Saturday morning from 7:30 a.m.to 1:00 p.m. This
Saturday, October 1, 2016 a murder mystery will be taking place at the Farmer's Market
from 10:00 a.m. to 11:30 a.m. The person who solves the mystery will win $50 in Market
Bucks to spend at the Farmer's Market. The last Farmer's Market will take place on
Saturday, October 15, 2016.
The VFW will be hosting an Oktoberfest on Saturday, October 8, 2016 from 5:00 p.m. to
8:30 p.m.
The Lioness Club will be sponsoring a Halloween Decorating Contest through the Park
District this year. Judging will take place on Friday, October 28, 2016 between 7:30 p.m.
and 9:30 p.m. The themes that will be judged are the scariest, most creative, creepiest and
family-friendly.
Trustee Feichter reported the Friends of Cycling in Elk Grove hosted their 2nd Annual Night
Ride in Busse Woods. It was a very successful event. There were 191 registered bikers.
Meet Chicago Northwest recently found out they are going to be receiving a grant from the
State this year for over one million dollars. The hotel occupancy rate in the northwest area
is down about 5 1h%. A contract was recently signed for a two-year agreement to host a
convention for five thousand Irish dancers.
Trustee Czarnik attended the 15th Anniversary celebration at the Shinnyo-en Temple.
Trustee Czarnik congratulated Shinnyo-en and thanked them for all they do to help the
community.
The first Farmer's Market Coffee with the Mayor and Board produced a great turn out and
some lively discussion.
The Park District Foundation is sponsoring a Murder Mystery on October 8, 2016 at the
Garden Terrace.
The Frank J. Czarnik Memorial Golf Outing is Saturday, October 1, 2016 at Fox Run Golf
Links. Information is available at www.czarnikgolf.com. Proceeds from the outing are used
to grant six one thousand dollar scholarships to Elk Grove students next June.
Trustee Petri reported the final 60th Anniversary meeting was held on September 19, 2016.
Trustee Lissner commended the Board and staff for the work they did on the 60th
Anniversary events. The last event will be the Tree Lighting.

Trustee Franke was happy with the great turnout for the Oktoberfest. There were a few
glitches but overall the event was a big success. Trustee Franke thanked Village staff for all
of their hard work and the Rotary and VFW for volunteering at the event.
5.ACCOUNTS PAYABLE WARRANT - Motion to authorize payment of invoices as
shown on the September 27, 2016 Accounts Payable Warrant in the amount of
$597,116.15.

6. CONSENT AGENDA
a. Authorization to hold the Regular Village Board Meetings at 7:00 p.m. in 2017 on the
second and fourth Tuesday of the month with the following exceptions:
• March- add March 21, 2017 Budget Meeting for budget purposes at 6:00 p.m.;
• June - hold one Regular Village Board Meeting to convene on June 20, 2017;
• July- hold one Regular Village Board Meeting to convene at 5:00 p.m. on July
18, 2017;
• August - hold one Regular Village Board Meeting to convene on August 15,
2017;
• November- hold one Regular Village Board Meeting to convene on November
14, 2017;
• December - hold one Regular Village Board Meeting to convene on December 12,
2017.
b. Authorization of a request from WINGS, 1265 Oakton Street, to waive permit fees in the
amount of$35 for a one-day sale event to occur on October 22, 2016.
c. Authorization of a request from the Prince of Peace United Methodist Church, located at
1400 Arlington Heights Road, to waive FY 2016-17 business license fees in the amount of
$100.
d. Authorization of a request from Elk Grove Park District to waive permit fees in the amount
of$1,116 for the following:
• Apron replacement and parking lot maintenance at Al Hattendorf Center, located at
225 East Elk Grove Boulevard, in the amount of$564;
• Parking lot maintenance at the Pavilion, located at 1000 Wellington Avenue, in the
amount of$417;
• Sidewalk replacement at Roosevelt Park, located at 241 Wellington Avenue, in the
amount of$45;
• Sidewalk replacement at Audubon Park, located at 300 East Elk Grove Boulevard,
in the amount of$45; and
• Sidewalk replacement at Appleseed Park, located at 400 Ridge Ridge Avenue, in
the amount of$45.
e. Authorization of a request from Alexian Brothers Medical Center, 800 Biesterfield Road,
to waive building permit fees in the amount of$2,683 to replace the emergency room roof.
f. Authorization of a request from the Alexian Brothers Medical Center to waive building and
engineering permit fees in the amount of$40,467 to renovate the interior of the facility,
install a new patio, and reconfigure the parking lot at 801 Gloucester Drive.
g. Authorization of a request from Queen of the Rosary Parish to waive fees for a temporary
Class A Liquor License and a Food Caterer's License in the amount of$3,000 for the
Parents Club Fall Fest on Sunday, October 18, 2016 at 750 Elk Grove Boulevard.
h. Concur with prior Village Board authorization to waive the formal bidding process and
award a professional service contract to Standard Industrial & Automotive Equipment of
Hanover Park, IL to perform emergency repairs to the Village's in ground truck lift in the
amount of$63,850 from the Capital Replacement Fund.

i. Authorization to award a construction contract to the lowest responsive and responsible
bidder Martam Construction, Inc. of Elgin, IL for the Ditch Improvements -Northwest
Point/Lee Street/King Street project in the amount of$188,607.00 from the Water&
Sewer Fund.
j. Adopt Resolution No. 28-16 entitled, "A RESOLUTION AUTHORIZING THE MAYOR
AND VILLAGE CLERK TO EXECUTE A DITCH MAINTENANCE AND ACCESS
AGREEMENT BETWEEN THE VILLAGE OF ELK GROVE VILLAGE AND DCT
2200 ARTHUR LLC"
Mayor Johnson asked if there were any questions or comments about the Consent Agenda.

Mayor Johnson stated he would like to highlight item i. It is for a one hundred ninety-
thousand-dollar contract for ditch improvements. The Village has done approximately
sixty million dollars of improvements in the Village since the recession started. The Village
is very proud of the improvements that have been made. The work done in the Village has
provided many labor jobs.
7. REGULAR AGENDA
a. Authorization to approve sign variations for the Amita Health buildings located at 701
&800 Biesterfield Road, 935 &955 Beisner Road and 901 Martha Avenue.
Douglas Merritt from Icon Identity Solutions, addressed the Village Board on behalf of
Alexian Brothers/Amita Health. Mr. Merritt gave a brief explanation of how the new
signage will help the public locate where they need to go when visiting the hospital
campus. In addition to the building names,they will each be assigned a building number.
Motion to approve sign variations for the Amita Health buildings located at 701 &
800 Biesterfield Road, 935 &955 Beisner Road and 901 Martha Avenue.

8. PLAN COMMISSION - Village Manager Rummel
a. PC Docket 16-2 - A Public Hearing for a Special Use Permit for the installation of a
wireless telecommunications facility which would include a seventy foot (70') monopole
and supporting equipment on the property located at 190 Gordon Street. (PH 8-22-2016)
This item will be reported on by the Judiciary, Planning & Zoning Board Committee.
b. Consider the petition of Dipper Ventures, LLC for a resubdivision of 1400 Devon Avenue
from three (3) lots to two (2) lots.
The Plan Commission considered the resubdivision and their recommendation to the Village
Board is to approve the resubdivision from three lots to two lots. The Petitioner was present in
the audience. Typically, this type of resubdivision would go to the JPZ Committee, but the
Chairman has suggested it be placed on the next Village Board Agenda for approval. Mayor
Johnson asked if there were any questions or comments. There were none.
Motion to direct the Village Attorney to prepare the necessary documents.

Mayor Johnson advised the Petitioner that the Resubdivision will be formally adopted at
the next Village Board meeting. The Petitioner does not need to attend the meeting.

9. ZONING BOARD OF APPEALS -Village Manager Rummel
a. ZBA Docket 16-5 - A Public Hearing for a variation from the Elk Grove Village Zoning
Ordinance as it pertains to detached accessory structures and the use of yards for vehicles
in residential zoning districts for the property located at 1210 Diane Lane. (PH 8-11-2016)
The Petitioner originally requested to build an oversized garage on the property along with
the addition of concrete to allow parking on the side of the garage. The Zoning Board
recommended to deny the variation request. Subsequently the homeowner has come back
and asked if the Village Board would consider construction of a garage that meets the
Zoning Code requirements and allow the Zoning Board to rule on parking along the side of
the garage. The recommendation from Village staff is to return the item to the Zoning
Board of Appeals to consider the request for parking alongside the garage. The parking
would require a variation and the request is with the understanding that the garage would
meet Village Code. If the recommendation is approved by the Village Board, all of the
homeowners that were originally sent notification will be notified again so that they can
present testimony to the Zoning Board.
Motion to return the variation request for 1210 Diane Lane to the Zoning Board of
Appeals.

10. HEALTH &COMMUNITY SERVICES - Trustee Czarnik- "The Caring Place" is a
community respite program offered at Christus Victor Church on Mondays,Wednesdays
and Thursdays from 9:30 a.m. to 3:00 p.m. This is a socialization program for adults
organized and supervised by trained and caring staff.
11. RECYCLING&WASTE COMMITTEE - Trustee Feichter- No Report
12.YOUTH COMMITTEE - Trustee Franke - No Report
13. BUSINESS LEADER FORUMS -Trustees Lissner/Petri - There is a meeting tomorrow
at 10:00 a.m. at 1150 Lively Boulevard. Trustee Petri, Trustee Lissner and Josh Grodzin
will be attending as part of the Ambassador Program.
14. CABLE TELEVISION COMMITTEE - Trustees Lissner/Petri -Trustee Lissner advised of
some problems that he is having with his Comcast X1 box. When watching a recorded
show and trying to fast forward through a commercial, the programming skips right to the
end of the show. It is happening with certain boxes. If anyone is having the same problem,
contact Comcast and hopefully there will be a fix for it soon.
15. INFORMATION COMMITTEE - Trustee Prochno - No Report
16. PARADE COMMITTEE - Trustee Czarnik- The 2017 Hometown Parade will take place
on Saturday, June 17, 2017 at 2:00 p.m. The next Parade Committee meeting will take place
on Monday, October 3, 2016 at 5:30 p.m.
17. PERSONNEL COMMITTEE -Trustee Franke - No Report
18.JUDICIARY, PLANNING AND ZONING COMMITTEE - Trustee Lissner-A meeting was
held on Friday, September 23, 2016 at 9:00 a.m. to discuss the petition submitted for a
telecommunications facility at 190 Gordon Street. The Petitioner listened to the concerns
of the Committee and staff, and they have agreed to discuss and review what was
presented to them and will contact the Village in the near future.
19. CAPITAL IMPROVEMENTS COMMITTEE - Trustee Petri - No Report
20.AIRPORT UPDATE - The Flight Rotation Plan is moving along. The Suburban O'Hare
Commission (SOC) will be meeting on Tuesday, October 4, 2016 at 8:00 a.m.
21. MID-SUMMER CLASSICS CONCERT SERIES UPDATE - Mayor Johnson - Next years'
line-up is being worked on but there is no announcement at this time.
22. SPECIAL EVENTS COMMITTEE - Mayor Johnson - The next special event is the Tree
Lighting Ceremony taking place on the day after Thanksgiving. The Buckinghams will be
performing that evening, followed by fireworks and the arrival of Santa.

24. REPORT FROM VILLAGE MANAGER-Village Manager Rummel thanked the Village
Board for the wonderful Anniversary events that have been held for the Villages' 40th 50th
and 60th Anniversaries.
2 5. REPORT FROM VILLAGE CLERK-The last day to register to vote at the Village Clerk's
Office is October 11, 2016. Voter registration will be available at Early Voting and on
Election Day. Early Voting will be taking place at Village Hall from October 24, 2016 to
November 7, 2016. Hours will be posted on the Village website. Mail ballots can be
requested through November 3, 2016.
