REGULAR VILLAGE BOARD MEETING
October 11, 2016
1. CALL TO ORDER- 7:16 p.m.
Present: Mayor Craig B.Johnson, Trustees Nancy J. Czarnik, Patton L. Feichter, Jeffrey C.

2. PLEDGE OF ALLEGIANCE

3.APPROVAL OF MINUTES OF September 27, 2016- Motion to approve the Minutes
of the Regular Village Board Meeting held on September 27, 2016 as submitted and
dispense with the reading.

4. MAYOR&BOARD OF TRUSTEES' REPORT- Mayor Johnson attended the following
meetings and events:
September 30 - Elk Grove High School Homecoming Game.
October 4 - SOC Meeting- SOC is still waiting for all the rotation plan data to come in. JDA
is reviewing information about the noise impact. Final reports should be ready in
November.
October 10 - Made in Elk Grove Manufacturing Expo.
October 11 - Interview with second grade students at Ridge Family Center for Learning.
The vacancy rate in the Industrial Park has dropped even further. The vacancy is at 4.4%.
Trustee Prochno announced that October is Breast Cancer Awareness Month. The Elk
Grove Firefighters will be wearing pink shirts in support of breast cancer research and
awareness.
The Fire Department will be hosting their annual Open House on Sunday, October 16, 2016
at the Biesterfield Fire Station from 1:00 p.m. to 4:00 p.m. The Police Department will be
participating with a K-9 demonstration.
This Saturday, October 1S, 2016, is the last Farmer's Market of the season. Trick-or-
treating will take place at the Market from 7:30 a.m. to 1:00 p.m.
The home at 288 Parkchester Road will be having their annual Halloween show. Shows
will take place on Thursday, Friday and Saturday evenings at 7:00 p.m. and 8:00 p.m.
The Elk Grove Lioness Club and the Elk Grove Park District are teaming up to hold a
Halloween decorating contest for residents. The themes being judged are scariest, family-
friendly, most creative and creepiest. Judging will take place on Friday, October 28, 2016
between 7:30 p.m. and 9:30 p.m.
Trustee Feichter.Trustee Petri and Trustee Lissner attended the manufacturing day at Arc-
Tronics, Inc. last Friday. The presenters were very knowledgeable. Elk Grove resident,
Michael Goeringer, is the President of the company. The company manufactures very high
tech items for the government and private industries. Trustee Petri represented the Mayor
and gave a speech at the event.

The Friends of Cycling in Elk Grove Village participated in the National Bike Challenge. This
is the second year they have participated. Organizations around the country try to bike as
many miles as they can between May and September. The Friends of Cycling came in
second place in the State this year. The whole State of Illinois had 54 cyclists who biked a
total of 57,873 miles.
Trustee Feichter attended the 102nd birthday party for Thelma Rogalla at Alexian Village
today.
Trustee Czarnik reported the Frank J. Czarnik Memorial Golf Outing that took place on
Saturday, October 1, 2016,was a great success. Proceeds from the outing will provide six
one thousand dollar scholarships to Elk Grove students.
The Kenneth Young Center is hosting their annual fashion show on Saturday, November 12,
2016 at Belvedere Banquets. The event will take place from 11:00 a.m. to 3:00 p.m.
Trustee Petri stated he and Village Manager Rummel attended the SWANCC meeting at the
Glenview Transfer Station on October 5, 2016. The building is in fairly good shape but does
need some work.
As of Friday, all of the street lights in the Village were working. There were three reported
out today. Trustee Petri asked that if you see a street light out to please call and report it to
Public Works. Once reported, the light will be fixed within seven days unless a power line
has been damaged and more repairs are needed.
Several street lights have been painted and more will be worked on next week. Some have
been sanded and painted and some will be sandblasted on site and then painted. Both
methods will be compared to see which method is better and then the rest will be done in
that manner. The paint being used is guaranteed not to fade for ten years. Peeling will
depend on the process being used and also whether residents tape signs to the posts. Tape
pulls the paint off of the posts. Each light post costs approximately$750 to refurbish.
There are eleven hundred light poles in the Village.
5.ACCOUNTS PAYABLE WARRANT - Motion to authorize payment of invoices as
shown on the September 30, 2016 Accounts Payable Warrant in the amount of
$1,699,953.49.

6. CONSENT AGENDA
a. Authorization to award a purchase contract through the National Joint Powers Alliance
(NJPA) Joint Purchasing Cooperative to Multiquip Inc. of Carson, CA for the purchase of
one (1) Multiquip 70 kVA generator and trailer in the amount of$49,611 from the Water
& Sewer Fund.
b. Authorization to increase the Capital Replacement Fund in the amount of$63,850.
c. Adopt Ordinance No. 3463 entitled, "AN ORDINANCE OF THE VILLAGE OF ELK
GROVE VILLAGE, ILLLINOIS AUTHORIZING CERTAIN ADVANCES FROM THE
VILLAGE REVENUE FUNDS TO THE BUSSE/ELMHURST TIF ALLOCATION
FUND TO PAY FOR ELIGIBLE TAX INCREMENT COSTS"

d. Adopt Resolution No. 30-16 entitled, "A RESOLUTION DETERMINING THE
APPROPRIATENESS FOR CLASS 6B STATUS PURSUANT TO THE COOK

17, 2013 FOR CERTAIN REAL ESTATE LOCATED AT 1300 PRATT

e. Adopt Resolution No. 31-16 entitled, "A RESOLUTION AUTHORIZING THE MAYOR
TO SIGN AND DIRECTING THE VILLAGE CLERK TO ATTEST A JOINT
DEFENSE AND CONFIDENTIALITY AGREEMENT"
f. Adopt Resolution No. 32-16, entitled, "A RESOLUTION AUTHORIZING THE MAYOR
AND VILLAGE CLERK TO SIGN A SUPPLEMENTAL STATEMENT OF WORK
BETWEEN THE VILLAGE OF ELK GROVE VILLAGE AND MUNICIPAL GIS
PARTNERS, INCORPORATED"
g. Adopt the following Resolutions:

Mayor Johnson asked if there were any questions or comments about the Consent Agenda.

7. REGULAR AGENDA- No items on the Regular Agenda.
8. PLAN COMMISSION -Village Manager Rummel
PC Docket 16-2 - A Public Hearing for a Special Use Permit for the installation of a
wireless telecommunications facility which would include a seventy foot (70) monopole
and supporting equipment on the property located at 190 Gordon Street.
The Village Board and staff had discussed a recommendation previously received from the
Plan Commission to allow for a monopole at 190 Gordon Street. The monopole discussion
was then transferred to the JPZ Committee. The JPZ Committee had additional
conversations with the proposed constructor of the monopole and reached an agreement
for a 120-foot monopole with a 5-foot lightening rod and internal mounted antennae rays.
Trustee Lissner, Chairman of the JPZ Committee added that the Petitioner agreed upon a
canister pole design with interior antennae's, subject to obtaining the required building
permits. It was also agreed that the exterior of the monopole shall be unpainted galvanized
steel,with the exception of the top portion of the tower,which may be painted white to
resist heat absorption and it will have to be repainted every seven years for maintenance
requirements. Trustee Lissner stated, if the Village Board agrees,he would like to direct
the Village Attorney to prepare the necessary documents.

Mayor Johnson advised the Petitioner that the Special Use Ordinance will be formally
adopted at the next Village Board meeting. The Petitioner does not need to be present that
evening.
9. ZONING BOARD OF APPEALS -Village Manager Rummel
ZBA Docket 16-6 - A Public Hearing for a variation from the Elk Grove Village Zoning
Ordinance as it pertains to permitted heights for fences in commercial zoning districts for
the property located at 955 Beisner Road.

The Zoning Board of Appeals gave a unanimous recommendation to allow the construction
of an eight-foot fence at the Amita Rehabilitation Center that backs up to Beisner Road. The
adjacent homeowners are in favor of the fence. The Petitioner was present in the audience.
Mayor Johnson stated there are some areas in the Village that are allowed to have eight-
foot fences. Those areas are usually along roadways, highways, and special circumstances
such as this.
Motion to direct the Village Attorney to prepare the necessary documents.

Mayor Johnson advised the Petitioner that the variance will be formally adopted at the next
Village Board meeting. The Petitioner does not need to be present that evening.
10. HEALTH &COMMUNITY SERVICES - Trustee Czarnik- There will be a Community
Blood Drive on Saturday, November 5, 2016 from 8:00 a.m. to 12:00 p.m. in the lower level
of the Zettek Municipal Building.
11. RECYCLING&WASTE COMMITTEE - Trustee Feichter- Fall leaf collection has begun.
Collection dates are available in the Village Newsletter and on the Village website. Leaves
should be placed about a foot away from the curb and no cars should be parked on the
street the day of collection.
12.YOUTH COMMITTEE -Trustee Franke - No Report
13. BUSINESS LEADERS FORUMS - Trustees Lissner/Petri - Trustee Petri,Trustee Lissner
and Josh Grodzin had a meeting at 1115 Lively Boulevard on September 28, 2016. It was a
very interesting company. They supply automotive parts to companies and they also work
on cars. There were several older vehicles on site, including a 1914 Duesenberg and
several newer sports vehicles.
Trustee Lissner added that the company name is Chicago Parts &Sound and they are
located on Lively. They sell a line of batteries that are made by another manufacturer but
they have named the battery"Lively." The companies that Trustee Lissner, Trustee Petri
and Josh Grodzin have visited usually have a few suggestions for the Village,which are very
helpful. The meetings are very enjoyable and informative.
14. CABLE TELEVISION COMMITTEE - Trustees Lissner/Petri - No Report
15. INFORMATION COMMITTEE -Trustee Prochno - No Report
16. PARADE COMMITTEE - Trustee Czarnik- The next Hometown Parade will take place
on Saturday, June 17, 2017. The next meeting of the Parade Committee is on November 7,
2017 at 5:30 p.m.
17. PERSONNEL COMMITTEE -Trustee Franke - No Report
18.JUDICIARY, PLANNING AND ZONING COMMITTEE - Trustee Lissner-The
telecommunication facilities item on the Agenda is going to remain open. There may be
some minor changes made to the existing Ordinance. Trustee Lissner thanked the Plan
Commission and Village staff for the work they did to move the process forward for the
Special Use at 190 Gordon Street.
19. CAPITAL IMPROVEMENTS COMMITTEE-Trustee Petri - No Report
20.AIRPORT UPDATE - This item was discussed under the Mayor's Report.
21. MID-SUMMER CLASSICS CONCERT SERIES UPDATE - Mayor Johnson - The Mayor
hopes to announce next year's line-up in the near future.
22. SPECIAL EVENTS COMMITTEE - Mayor Johnson- The next special event is the Tree
Lighting Ceremony which will take place the day after Thanksgiving. The Buckingham's
will be performing at 4:30 p.m. and the Tree Lighting will take place at 5:30 p.m. followed
by fireworks and the arrival of Santa Claus.
