HomeMy WebLinkAboutBOARD OF HEALTH - 02/07/1989 - Minutes Village of Elk Grove Village Board of Health February 7, 1989 The regular meeting of the Elk Grove Board of Health was called to order at 7:40 p.m. in the lunchroom of the Village Hall . Board Members Present Board Members Absent Pat McHale, Chairman Ray Dean Pat Bourke Dr. Labinsky Patrick Briggs Ray DePalma Dr. Kelly Staff Members Present Jim Rubly Dave Dopp Nancy Yiannias The minutes of the January 3, 1989 Board of Health Meeting were approved. I . Old Business A. Senior Impact Study The final draft of the addendum to the Senior Impact Study was reviewed by the Board of Health. The draft was reviewed by the Board which made minor changes . Pat Bourke moved that the final draft with its amendments be accepted and distributed to the Village Board. The motion was seconded and passed unanimously. B. Recycling Program Update Plans to initiate recycling at townhomes and quads for late spring. Further plans will be made for a program at apartments and condos and should be initiated in the Fall . Two grant proposals will be submitted to the Illinois Department of Energy & Natural Resources (February and June) . The current program is going very well with about an 80% participation rate. C. Budget 1989-90 The proposed Health Department Budget was $163,170 before being revised by the Village Manager's Office. The only major change was a request for a permanent part-time Housing/Health Inspector to replace the summer inspector. The number of inspections has increased substantially from last year and this increase in staff is needed. The Board of Health will be notified of the review by the Village Board. Dave Dopp suggested that the Health Department ask for a list of licensing fees that require Health Department inspections . This will be ready by the next meeting. D. Suburban Primary Health Care Update The agency is having a problem recruiting physicians in the Northwest suburbs . The current contract is not acceptable to physicians and must be altered to be more palatable. The only areas where it has been moderately used is the North suburbs . II. Routine Reports A. Coordinator' s Report The January Blood Drive generated 104 donations . The next drive will be held on April 29th. 33 children were given 58 shots at the January 17th clinic. The 1988 Compendium Report showed the Health Department made 8,391 inspections in 1988. This is an increase over the last two years . In 1986 6,540 inspections were made and 5,066 inspections were made in 1987. New Business Mental Health Crisis Dave Dopp questioned the problems the Illinois Department of Mental Health is having about receiving federal funds. Mental patients released from State Hospitals were placed in nursing home facilities . These patients were supposed to be placed in the community with support programs in place to follow up their progress . These programs were not and still are not in place. 13,000 patients are currently in nursing homes and must be released. The state is in violation of the Omnibus Budget Reconciliation Act. Judd Stone of the local mental health center is extremely concerned about this situation because patients will be "dumped" into the Community with no support services . He is forming a 30-agency consortium to discuss solutions to this upcoming problem. The Illinois Department of Mental Health is not coming up with monies or solutions for the situation.
