HomeMy WebLinkAboutFIRE & POLICE COMMISSION - 07/26/2016 - Fire & Police Commission MINUTES OF THE REGULAR MEETING OF THE BOARD OF FIRE AND POLICE COMMISSIONERS OF THE VILLAGE OF ELK GROVE VILLAGE HELD ON JULY 26,2016 Chairman E. Butch Ehrke called the meeting to order at 5:00 p.m. in the Charles J. Zettek Building, 901 Wellington Avenue,Elk Grove Village, and noted for the record that the following members were present: Chairman E. Butch Ehrke, Secretary Michael Kontek and Commissioner Dion Zinnel. Guests and staff present: Chief Steve Schmidt,Fire Chief Richard Mikel,Lauren Linares,Michelle Jin and Debbie Weber. Secretary Kontek moved that the minutes of the June 21, 2016 meeting be approved as submitted and that the Board dispense with the reading thereof. Commissioner Zinnel seconded the motion. It was voted upon by acclamation whereupon Chairman Ehrke declared the motion carried. PRESENTATION AND APPROVAL OF INVOICES 1. Invoice 5310 from Theodore Polygraph in the amount of$450.00 for polygraph examinations for police candidates(PC50, PC52, PC54). 2. Invoice 5318 from Theodore Polygraph in the amount of$150.00 for polygraph examination for police candidate (PC55). 3. Invoice 2105 from Conrad Polygraph in the amount of$160.00 for polygraph examination for fire candidate(FC 16). 4. Invoice 614115 from Advocate Occupational Health in the amount of$478.00 for medical evaluation for fire candidate(PC46). 5. Invoice 000031724 from Stanard&Associates in the amount of$395.00 for psychological evaluation for fire candidate(FC14). 6. Invoice 616299 from Advocate Occupational Health in the amount of$415.00 for medical evaluation for fire candidate(FC 14). Commissioner Zinnel moved that the Board authorize the disbursement of funds for payment. Secretary Kontek seconded the motion. It was voted upon by acclamation whereupon Chairman Ehrke declared the motion carried. CORRESPONDENCE 1. Notice of Meeting Change—Regular Meeting of the Board of Fire&Police Commissioners changed from July 19, 2016 to July 26, 2016. 2. Performance evaluations received for Probationary Firefighters Jensen and Milburn. 3. Notice of Suspension from Chief Schmidt dated 06/24/16 to Police Officer for violating Rules and Regulations of the Elk Grove Village Police Department, Section 26.1.1 A,Rule 7 (Insubordination or Disrespect Toward a Supervisory Member). Two-day suspension to be served July 18 and 19. 4. Memo to HR Director advising that Firefighters Mauricio Galarza, Michael Beyer, Zachary Schlott and Brian Johnson have successfully completed their one-year Minutes of the Regular Meeting July 26,2016 Page 1 of 2 probationary period and should be granted permanent employee status effective 07/06/2016. 5. Notice of Appeal from Officer Daniel Johnson for his two-day suspension scheduled for July 18 and 19, 2016. 6. Notice of Hearing for the suspension of Officer Daniel Johnson. Hearing will take place on Tuesday,August 23,2016 at 5:30 p.m. 7. Notice of Filing and Appearance dated June 30th from Attorney Joseph Mazzone on behalf of Officer Daniel Johnson. 8. Notice of Retirement from Police Officer David Klingsporn effective 07/11/2016. OLD BUSINESS 1. Meeting with Chief Schmidt to discuss police officer hiring process. 2. Meeting with Chief Mikel to discuss staffing. NEW BUSINESS 1. Conducted individual oral interviews for police officer candidates (PC50, 52, 54,55). Job offers were extended pending satisfactory psychological and medical evaluations. 2. Conducted six-month reviews for Probationary Firefighters Clark Jensen and Zachary Milburn. 3.. Reviewed and approved the 2016 Police Officer Hiring Packet. ELIGIBILITY LIST 1. Firefighter—Eligibility list containing 109 names will expire on 09/14/2017. 2. Fire Lieutenant—Nine names appear on the eligibility list scheduled to expire on 11/09/2017. 3. Police Officer—The amended list dated 6/21/2016 has 16 names remaining and is scheduled to expire on 12/27/2016. 4. Police Sergeant—Four names remain on the list scheduled to expire on 07/07/2018. ADJOURNMENT It was moved by Commissioner Zinnel and seconded Commissioner Kontek that the meeting be adjourned. The motion was voted upon by acclamation whereupon Chairman Ehrke declared the motion carried. Meeting adjourned 7:00 p.m. Respectfully submitted, Michael P.
