OF THE BOARD OF FIRE AND POLICE COMMISSIONERS
OF THE VILLAGE OF ELK GROVE VILLAGE
HELD ON APRIL 19,2016
Chairman E. Butch Ehrke called the meeting to order at 5:00 p.m. in the Charles J. Zettek
Building, 901 Wellington Avenue, Elk Grove Village, and noted for the record that the
following members were present: Chairman E. Butch Ehrke, Secretary Michael Kontek and
Commissioner Dion Zinnel. Guests present: Chief Steve Schmidt and Chief Richard Mikel.
Secretary Kontek moved that the minutes of the March 15, 2016 meeting be approved as
submitted and that the Board dispense with the reading thereof. Commissioner Zinnel
seconded the motion. It was voted upon by acclamation whereupon Chairman Ehrke declared
the motion carried.
PRESENTATION AND APPROVAL OF INVOICES
1. Invoice from Illinois State Police dated 3/31/2016 in the amount of$59.50 for
fingerprinting charges for two candidates (Gudovitz and Song).
Commissioner Zinnel moved that the Board authorize the disbursement of funds for payment.
Secretary Kontek seconded the motion. It was voted upon by acclamation whereupon
Chairman Ehrke declared the motion carried.
CORRESPONDENCE
1. Email from FC 10 regarding reasons for disqualification from our hiring process and
subsequent FOIA request for same information. Response was emailed to candidate
advising that the Freedom of Information Act specifically exempts employment hiring
decisions from disclosure.
2. Memo to HR Director dated 3/16/2016 advising that Ofc. Brandon Neuman has
satisfactorily completed his probationary period and is to be granted permanent
employee status effective 3/23/2016.
3. Memo to HR Director dated 3/16/2016 advising that Officers Palmese and Swoboda
have satisfactorily completed their probationary period and are to be granted
permanent employee status effective 3/27/2016.
4. Notice of Suspension dated 3/17/2016 from Chief Schmidt to Police Officer for
violating Rules and Regulations of the Elk Grove Village Police Department, Section
26.1.1 A,Rules of Conduct,Rule 49 (Failure to appear in court when required or
scheduled). One-day suspension to be served on 4/08/2016.

5. Letter of Retirement from DC John Nowacki effective 4/10/2016.
6. Letter of Retirement from Battalion Chief Richard Garchie effective 5/14/16.
7. Email from Chief Mikel announcing the promotion of Lt. Clinton Cunz to the rank of
Battalion Chief effective 5/16/2016.
8. Email from Chief Mikel announcing the promotion of Firefighter David Hoppe to the
rank of Lieutenant effective 5/16/2016.
9. Email memo from Chief Mikel requesting that the Commission hire one firefighter to
fill the firefighter position that will be vacated on 5/14/2016 (Chief Mikel's email
includes the Village Manager's authorization to hire one additional firefighter).
OLD BUSINESS
1. Meeting with Chief Schmidt to discuss police officer hiring process.
2. Discuss firefighter opening.
NEW BUSINESS
1. Conducted individual oral interview for police candidate 46. Job offer was extended
pending satisfactory psychological and medical evaluations.
2. Conducted two group oral interviews for entry level police officer candidates.
ELIGIBILITY LIST
L Firefighter—Eligibility list containing 115 names will expire on September 14, 2017.
2. Fire Lieutenant—Ten names appear on the eligibility list scheduled to expire on
November 9, 2017.
3. Police Officer- One name remains on the final eligibility list which will expire on
December 27, 2016. We are currently processing candidates from the Preliminary
Eligibility List to create a new Final Eligibility List.
4. Police Sergeant—Five names remain on the list scheduled to expire on July 7,2018.
ADJOURNMENT
It was moved by Commissioner Zinnel and seconded Commissioner Kontek that the meeting
be adjourned. The motion was voted upon by acclamation whereupon Chairman Ehrke
declared the motion carried. Meeting adjourned 7:15 p.m.
