CALL TO ORDER- 7:15 p.m. Present: Mayor Craig B. Johnson,Trustees Nancy J. Czarnik, Patton L. Feichter, Jeffrey C. Franke, Samuel L. Lissner,James P. Petri, Christine K. Prochno Also Present: Village Manager Raymond R. Rummel,Village Attorney George B. Knickerbocker,Village Clerk Judith M. Keegan 2. PLEDGE OF ALLEGIANCE INVOCATION - PASTOR CERNA CASTRO RAND, PRINCE OF PEACE UNITED METHODIST CHURCH 3.APPROVAL OF MINUTES OF OCTOBER 11,2016- Motion to approve the Minutes of the Regular Village Board Meeting held on October 11, 2016 as submitted and dispense with the reading. Moved by Trustee Petri Seconded by Trustee Czarnik VOICE VOTE MOTION CARRIED 4. MAYOR&BOARD OF TRUSTEES' REPORT- Mayor Johnson advised he and the Village Board were wearing Cubs shirts in support of the Cubs making it to the World Series. Mayor Johnson attended the following meetings and events: October 13, 2016 - Rotary Club luncheon to give an update on things going on in the Village. October 14, 2016 -The Juried Art Exhibit at the Elk Grove Library with Maggie Jablonski, Assistant Village Manager. Two pieces of artwork were picked out to add to the display in the Village Hall atrium. October 19, 2016 -The Elk Grove Lions Club meeting. October 20, 2016 - Customer Service and Planning meeting with the Tollway. The new signage on the tollways. October 25, 2016 - Spoke at the Senior Center. Coffee with the Mayor and Board will take place in the Village Hall atrium on Saturday, November 5, 2016 from 9:00 a.m. to 11:00 a.m. The 19th Annual Tree Lighting Ceremony will take place on Friday, November 25, 2016. The Buckingham's will perform at 4:30 p.m. followed by the Tree Lighting at 5:30 p.m. along with fireworks and the arrival of Santa. Presentations - Dave Simmons from the Friends of Cycling in Elk Grove joined Mayor Johnson at the podium. Mr. Simmons presented the Mayor with a Friends of Cycling jersey in recognition of the Friends of Cycling fifth anniversary in the Village. Mayor Johnson thanked Mr. Simmons for raising awareness about cycling in the Village. Long term plans for improving cycling within the Village include a cross-over by Northwest Point and at Oakton Street and Landmeier Road. Mayor Johnson stated that he takes full responsibility for the placement of the Chicago Cubs W flag on the elk in front of Village Hall. Georgette and Roy Frank, Heart of A Marine Foundation,joined Mayor Johnson at the podium. Georgette provided information about"Challenge 22," stating it is a national initiative to bring awareness to Veterans and suicide. The Heart of A Marine Foundation supports the vision and are dedicated to the service of Veterans through programs, projects and outreach. The Heart of A Marine Foundation is proud to introduce "Challenge 22" to the community. Twenty-two Veterans commit suicide every day. Twenty percent of all suicides committed in the United States are by Veterans. To raise awareness of the Page 1 of 4 Veterans suicide rate,the Heart of A Marine Foundation challenged Mayor Johnson, the Village Board and the Community to "Challenge 22." The Challenge can include 22 push- ups, leg raises,jumping jacks, etc. anything that you can do twenty-two times. This is not a fund raiser; it is to raise awareness. The Mayor,Village Board,Village staff and members of the audience participated by doing twenty-two jumping jacks. Georgette announced that Tuesday, November 29, 2016, is "Giving Tuesday." It is a day to give something. It can be a volunteer act, sharing of a gift or a talent, or a monetary donation. Trustee Czarnik attended the grand opening and ribbon cutting for the Park District all- inclusive playground at the Hattendorf Center on Saturday, October 22, 2016. The Kenneth Young Center will be hosting their annual fashion show on Saturday, November 12, 2016 at Belvedere Banquets from 11:00 a.m. to 3:00 p.m. Trustee Feichter and Trustee Prochno also attended the grand opening and ribbon cutting at the all-inclusive playground at the Hattendorf Center. Trustee Prochno thanked the Park District for investing their time, energy and resources into building the all-inclusive playground. It is one of the few, if not the only playground in the northwest suburbs that has handicap accessible playground equipment. The last Farmer's Market of the season was held on October 15, 2016. Thanks to the Groat family for organizing and running the Market. The Market will be back next spring and summer. The Fire Department and Police Department Annual Open House took place on Sunday, October 16, 2016 from 1:00 p.m. to 4:00 p.m. Fire Chief Mikel stated there was a good crowd in attendance. Representatives from NICOR, Salvation Army,Amita Health and Northwest Central Dispatch participated. The Police Department K-9 unit gave presentations. Kernal Seasons, an Elk Grove Village corporation, donated the popcorn for the day. Trustee Petri attended an Eagle Scout Ceremony on Sunday, October 16, 2016 at St. Peter's Lutheran Church. Trustee Petri, Mayor Johnson and Chief Schmidt all worked with the gentleman while he was obtaining his badges. Trustee Lissner attended the DuPage County Hospitality Expo on October 13, 2016. A representative from Tasty Catering was there observing the presenters. It was a nice event held in Glen Ellyn. 5.ACCOUNTS PAYABLE WARRANT: Motion to authorize payment of invoices as shown on the October 25, 2016 Accounts Payable Warrant in the amount of $184,452.25. Moved by Trustee Petri Seconded by Trustee Czarnik AYES: Trustees Feichter, Franke, Lissner, Petri, Prochno, Czarnik NAYS: None MOTION CARRIED j 6. CONSENT AGENDA a. Authorization of a request from the Elk Grove High School Instrumental Music Association to waive permit fees in the amount of$200 for a holiday tree and wreath sale commencing on November 25, 2016 at Elk Grove High School located at 500 W. Elk Grove Boulevard. b. Authorization of a request from the Schaumburg Township Elementary School Foundation to waive permit fees in the amount of$200 associated with a holiday tree sale commencing on November 20, 2016 at Mallard Crossing located at 855 Meacham Road. c. Authorization of a request from Alexian Brothers Medical Center to waive building permit fees in the amount of$389 to replace the fence at 955 Beisner Road and 701 Biesterfield Road. I Page 2 of 4 d. Authorization to award a contract to SHI International of Somerset,NJ to replace the switches supporting the Village's existing high-speed wireless backbone with new Cisco hardware in an amount not to exceed $29,401. e. Authorization of the following: • To increase the Recycling &Municipal Waste Fund in the amount of$32,400; and • To authorize the Department of Public Works to utilize the Groot Transfer Station on Elmhurst Road to dispose of fall leaves at the rate of$40.50 per ton to be funded by the Recycling Fund. f. Authorization to award a contract to E-Vergent of Racine, WI to replace the Village's high- speed wireless backbone with new hardware in an amount not to exceed $68,635. g. Authorization of a request to hold a Public Hearing before the Plan Commission to consider the petition submitted by Kilokem LLC for a Special Use at 2200 Estes Avenue. h. Authorization to accept the Comprehensive Annual Financial Report (CAFR) for the Fiscal Year ended April 30, 2016. i. Adopt Ordinance No. 3464 entitled, "AN ORDINANCE AMENDING TITLE 3, CHAPTER 3, SECTION 3-3-7,NUMBER OF LICENSES OF THE VILLAGE CODE OF THE VILLAGE OF ELK GROVE VILLAGE BY DECREASING THE NUMBER OF CLASS `A' AND CLASS `B' LIQUOR LICENSES AND INCREASING THE NUMBER OF CLASS `D' AND CLASS `H' LIQUOR LICENSES" j. Adopt Ordinance No. 3465 entitled, "AN ORDINANCE GRANTING A VARIATION OF SECTION 7C-4: (A) OF THE ZONING ORDINANCE TO PERMIT THE CONSTRUCTION OF AN EIGHT (8') FOOT HIGH FENCE ALONG THE SOUTH PROPERTY LINE FOR PROPERTY LOCATED AT 955 BEISNER ROAD, ELK GROVE VILLAGE" k. Adopt Ordinance No. 3466 entitled, "AN ORDINANCE GRANTING A SPECIAL USE PERMIT TO SBA TOWERS IX, LLC TO PERMIT THE CONSTRUCTION AND INSTALLATION OF A WIRELESS TELECOMMUNICATIONS FACILITY ON PROPERTY LOCATED AT 190 GORDON STREET, ELK GROVE VILLAGE, ILLINOIS" 1. Adopt Resolution No. 35-16 entitled, "A RESOLUTION DETERMINING THE APPROPRIATENESS FOR CLAS 6B STATUS PURSUANT TO THE COOK COUNTY REAL PROPERTY CLASSIFICATION ORDINANCE AS AMENDED JULY 17, 2013 FOR CERTAIN REAL ESTATE LOCATED AT 365 CRISS CIRCLE, ELK GROVE VILLAGE, ILLINOIS" Mayor Johnson asked if there were any questions or comments about the Consent Agenda. There were none. Mayor Johnson acknowledged a representative from the Village's auditing firm present in the audience. Motion to approve Consent Agenda items"a through I." PLAN COMMISSION -Village Manager Rummel - No Report 9. ZONING BOARD OF APPEALS -Village Manager Rummel - No Report 10. HEALTH &COMMUNITY SERVICES -Trustee Czarnik-The Community Blood Drive will take place on Saturday, November 5, 2016 from 8:00 a.m. to 12:00 p.m. in Rooms A, B and C in the lower level of the Charles J. Zettek Municipal Building. On October 20 and 21, 2016,twenty-five Village households were the recipients of the Fall Clean Up program. This Make a Difference Day project was conducted by approximately forty-seven Elk Grove High School and Vanguard School students and teachers,with assistance from off duty Elk Grove Firefighters. This is the third time the program has taken place and will hopefully continue next Spring. Information about the program will be in the Village's Spring newsletter. Joe Bush is the lead teacher coordinating the program Page 3 of 4 and the students participate in his Leadership Academy. The Annual Interfaith Council Food Drive concluded on Friday, October 21, 2016. The Elk Grove Food Pantry shelves are looking full. Thank you to everyone who contributed. 11. RECYCLING &WASTE COMMITTEE - Trustee Feichter- Fall leaf collection has begun. Scheduled collection dates are available in the Village Newsletter and on the Village website. 12.YOUTH COMMITTEE -Trustee Franke- The Youth Committee will be adopting two to three families for Christmas. 13. BUSINESS LEADERS FORUMS -Trustees Lissner/Petri -Three meetings are scheduled for this week. 14. CABLE TELEVISION COMMITTEE - Trustees Lissner/Petri - No Report 15. INFORMATION COMMITTEE- Trustee Prochno - No Report 16. PARADE COMMITTEE - Trustee Czarnik- The Hometown Parade will be taking place on Saturday,June 17, 2017. The next meeting of the Parade Committee is Monday, November 7, 2017 at 5:30 p.m. 17. PERSONNEL COMMITTEE- Trustee Franke- No Report 18.JUDICIARY, PLANNING AND ZONING COMMITTEE - Trustee Lissner- No Report 19. CAPITAL IMPROVEMENTS COMMITTEE- Trustee Petri - Street lights are being sandblasted and painted along Biesterfield Road. Mayor Johnson noted there was already a sign taped to one of the newly painted light posts. Signs should not be taped to the posts. The tape damages the paint. Mayor Johnson suggested the Police Department remove the signs and possibly ticket for posting signs on Village light posts. 20.AIRPORT UPDATE - JDA should have a report ready sometime in November regarding the results of the effects from the first flight rotation plan. 21. MID-SUMMER CLASSICS CONCERT SERIES UPDATE - Mayor Johnson- No announcement at this time. Hopefully a line-up will be available by the November Village Board meeting. 22. SPECIAL EVENTS COMMITTEE - Mayor Johnson-The Tree Lighting Ceremony will be taking place the Friday after Thanksgiving. 23. LIQUOR COMMISSION - Mayor Johnson- No Report 24. REPORT FROM VILLAGE MANAGER- No Report 25. REPORT FROM VILLAGE CLERK- Early Voting hours were announced. 26. UNFINISHED BUSINESS-The Unfinished Business appears on the Consent Agenda and can be removed from the Agenda. 27. NEW BUSINESS- No items of New Business. 28. PUBLIC COMMENT- 7:53 p.m. - No Public Comment Mayor Johnson announced the Trick or Treat hours are 1:00 p.m.to 8:00 p.m. on Halloween, October 31, 2016. The Mayor explained the early start time is for parents with small children and the 8:00 p.m. ending time is to accommodate working parents. Mayor Johnson reminded everyone to set their clocks back on Sunday, November 6, 2016. 29.ADJOURNMENT- Motion to adjourn the Village Board meeting at 7:57 p.m. Moved by Trustee Feichter Seconded by Trustee Franke AYES: Trustees Franke, Lissner, Petri, Prochno, Czarnik, Feichter NAYS: None MOTION CARRIED Judith M.
