MINUTES
REGULAR VILLAGE BOARD MEETING
November 15, 2016
1. CALL TO ORDER- 7:17 p.m.
Present: Mayor Craig B. Johnson,Trustees Nancy J. Czarnik, Patton L. Feichter, Samuel L.

2. PLEDGE OF ALLEGIANCE

3.APPROVAL OF MINUTES OF October 25, 2016 - Motion to approve the Minutes of
the Regular Village Board Meeting held on October 25, 2016 as submitted and
dispense with the reading.

4. MAYOR&BOARD OF TRUSTEES' REPORT- Mayor Johnson advised that Attorney Bill
Payne was present on behalf of Village Attorney George Knickerbocker.
The Mayor reported that the Elk Grove business park is doing well. During the great
recession, Elk Grove Village reinvested back into the community and it is now paying off
as the economy turns around. In FY 2016 approximately$41 million dollars of
construction value was reinvested into the community. This year, almost$89 million has
been reinvested into the community. Permit fees collected this year will be $1.2 million.
Elk Grove is still the hottest market out there with the vacancy rate down at an all-time
low. There are a couple of data centers in the Village that are looking to expand and the
permit fees alone are close to $800,000. Just another sign that Elk Grove is doing very,
very well.
Mayor Johnson attended the following meetings and events:
October 26, 2016 - Mayor Johnson, Trustee Lissner and Trustee Petri attended an
Intergovernmental Meeting in Hoffman Estates with school board, park district,township
and government officials from other communities to discuss collaboration of projects
together.
October 27. 2016 -Attended a Tollway Board Meeting. I-90 is scheduled to be done by
December 31, 2016. The Mayor advised that the new lanyards going across the lanes will
give motorists advanced warning about accidents to avoid congestion. The Tollway will
be testing them in early 2017 to see how they work.
October 27, 2016 - Mayor Johnson joined Mayor Larson of Schaumburg and Mayor
McLeod of Hoffman Estates at the Schaumburg Expo to talk with over 200 representatives
of the manufacturing industry to discuss concerns in the business world as well as in the
communities. Elk Grove Village was recognized as a very big engine in the manufacturing
industry.
October 28. 2016 - Filmed an In The Grove taping to announce the 19th Annual Tree
Lighting Ceremony that will take place on Friday, November 25, 2016. This year The
Buckingham's will perform a holiday concert at 4:30 p.m., at 5:30 p.m. the tree lighting
will take place, followed by a spectacular fireworks display, and the arrival of Santa and
Mrs. Claus.
November S. 2016 - Coffee with the Board. The Mayor and Village Board are available
any time during the year and residents are welcome to call the Village Hall.
November 10. 2016 -The Village Board attended a Ribbon Cutting at the Holiday Inn
located at 1000 Busse Road.

November 11. 2016 - Attended Veterans Day Ceremonies - Elk Grove High School did a
phenomenal job giving recognition to our Veterans. There were 2,000 high school
students that gave a standing ovation to the Veterans as they entered the gymnasium for
the ceremony. There was a breakfast for the Veterans before the ceremony and it was
nice to see the students interact with the Veterans.
The VFW Ceremony was also moving. It was announced that the Village is partnering with
the Community Character Coalition and the VFW to raffle off a brand new$70,000
Corvette at the last summer concert on July 25, 2017. We want to thank Castle Chevrolet
for offering to donate the Corvette without hesitation. Tickets are already on sale for$10
each or three (3) for$20 with all proceeds going towards the installation of an elevator at
the VFW facility. The Community Character Coalition is running the raffle and tickets are
available on the CCC website at www.ccceg.org.
November 14. 2016 - Customer Service Planning Meeting and Budget Meeting with the
Tollway. The Tollway is looking to make some changes with the transponders in the near
future and the Tollway budget this year is $1.3 billion.
The Mayor advised that Consent Agenda item 6.d references the property tax levy for this
year. Less than 10% of your bill goes to Elk Grove Village. Taxes also go to other taxing
bodies such as the school district,the county, mosquito abatement, etc. Last September
the county came out with rankings that listed Elk Grove as having the lowest combined
property tax rate in all of Northwest Cook County. Over the last 10 years the Village has
held the line on the General Fund property tax. The state informed us that because the
investment returns on the pension wasn't as expected,we need to raise the pension
portion of our property tax bill by a little over$1 million this year. Because the Village
had a good fiscal year,the Board has agreed to reduce the General Fund property tax by
$400,000. The Village is doing their part to help soften the impact on what is mandated
by the state.
Presentations -Mayor Johnson asked Police Chief Stephen F. Schmidt to join him at the
podium. The Chief asked to make a brief announcement prior to the Mayor's
presentation. On November 5, 2016 the Village received a plaque for its 8th Accreditation
Award for CALEA certification. The Village has been accredited since 1993 and is
reaccredited now until 2020. Mayor Johnson thanked the Chief for all of his efforts as it is
a great honor for the Village.
Mayor Johnson read a proclamation honoring Chief Stephen F. Schmidt for his
commitment to the community for almost 42 years. The Mayor recognized all of the
Chief's accomplishments and wished him the best as he begins his retirement on
November 30, 2016.
Chief Schmidt thanked the Mayor, Board of Trustees,Village Manager and many
individuals that were mentors or who have contributed to the success of his career with
the Police Department. The Chief noted that he was a Deputy Chief for 10 years and
Police Chief for 17 years,which meant being on call 24/7 collectively for 27 years.
The Chief spoke about his involvement on many high profile cases and reminisced about
the memorable events and numerous awards that were received throughout his career at
Elk Grove Village. The Chief's footprint will be left on many facets of the Police
Department from developing Crime Prevention programs for the community to
developing security detail for dignitaries passing through Elk Grove Village. The Chief
thanked the Village Board as well as the community for making Elk Grove such a great
place to live and work for 41 years.
The Chief continued to thank the entire Police Department for their contributions through
the years as every position plays a vital role to keep things running smoothly in the
department.
The Chief reflected on the many special events that the Village offers and how well the
departments work together to plan the events for the community. Although Chief
Schmidt is retiring he noted that he will still be involved with some of the community

groups. The support from the community has been overwhelmingly positive and very
much appreciated through the years by the Police Department.
The Chief thanked his family for supporting him through the years and noted that he is
confident that the community is just as safe today as it was when he first started with the
Village.
Trustee Lissner reported that on October 27 he attended an event at CenturyLink Data
Center located at Busse and Devon in Elk Grove on behalf of the Mayor.
On Thursday, November 10, he also attended the Daily Herald Hospitality Expo at the
Stonegate Conference Center. It was great to see representatives from several Elk Grove
companies such as Jimmy's Charhouse, the Sheraton Hotel, and the Double Tree at the
Expo.
Trustee Czarnik congratulated Chief Schmidt again on his retirement and for all his
contributions to the Village. The Veterans Day celebrations on November 11th at the high
school and the VFW were wonderful. The Kenneth Young Center also had their annual
fashion show on Saturday, November 12th that was successful in raising funds for a
worthy cause.
Trustee Feichter reported that a Police Officer who regularly attends Community
Character Coalition meetings mentioned a program called "Cops and Kids". The program
allows Police Officers to assist disadvantaged children purchase holiday gifts. Last year
the officers assisted 23 children from Elk Grove Village to buy holiday gifts at Walmart.
Elk Grove Village Police Officers will be participating in this program again on December
17th. Community Character Coalition was asked if they could help raise additional funds
to assist even more children this year. Donations can be dropped off at the Police
Department or on the Police Lodge 35 website.
Trustee Prochno congratulated the Kenneth Young Center on a very successful fashion
show and thanked Trustee Czarnik who continues to serve on the board of the KYC.
The Lioness Club is sponsoring the Halloween house decorating contest since the Jaycees
have disbanded. There were 16 participants this year. The awards were presented at the
Park District board meeting last week. The Village has agreed to sponsor the Christmas
house decorating contest that will also include condos and townhomes this year.
Information will be posted on the Village website and the community events signs soon.
5.ACCOUNTS PAYABLE WARRANT: Motion to authorize payment of invoices as
shown on the October 31, 2016 Accounts Payable Warrant in the amount of
$2,780,747.90.

6. CONSENT AGENDA
a. Authorization of a request from Queen of the Rosary Parish to waive fees for a
temporary Class D Liquor License and a Food Caterer's License in the amount of$2,200
for an Alumni Gathering on Saturday,November 26, 2016 at 750 Elk Grove Boulevard.

b. Authorization to increase a construction contract with Landmark Contractors, Inc. of
Huntley, IL for the Biesterfield and Wellington Streetscape Improvements Project in the
amount of$29,006.18 from the Capital Projects Fund.
c. Authorization to award a purchase contract through the National Joint Powers Alliance
(NJPA) Joint Purchasing Cooperative to Casey Equipment of Arlington Heights, IL for
the purchase of one (1) LeeBoy 5000 Path Master Paver in the amount of$109,316.25
from the Capital Replacement Fund.
d. Authorization to concur with the 2016 combined Village and Library property tax levy
determination of$25,671,681 less the proposed abatement of$2,470,609 for a net levy
$23,201,072.
e. Adopt Ordinance No. 3467 entitled, "AN ORDINANCE AMENDING POSITION
CLASSIFICATION AND SALARY PLAN OF THE VILLAGE OF ELK GROVE
(CABLE PRODUCTION ASSISTANT-VILLAGE MANAGER'S OFFICE)"

Mayor Johnson asked if there were any questions or comments on the Consent Agenda
items. Village Manager Rummel noted that on Consent Agenda item 6.i, the Resolution
number should be noted as 37-16 as opposed to 36-17. Mayor Johnson affirmed the
change for the record. There were no other comments.

10. HEALTH &COMMUNITY SERVICES - Trustee Czarnik-There were 26 people that
donated blood at the Community Blood Drive on Saturday, November Stn.
11. RECYCLING&WASTE COMMITTEE - Trustee Feichter-Today is "America Recycles
Day" and Waste Management has many items listed on the internet that provide helpful
hints when recycling items. The Village newsletter will also have an article that can assist
with recycling questions.
The leaf pickup program has concluded but leaves can be placed in paper bags and
disposed of in the dumpsters located at the two Public Works Facilities.
12.YOUTH COMMITTEE -Trustee Franke - No Report
13. BUSINESS LEADERS FORUMS - Trustees Lissner/Petri - The meeting to update the
zoning regulations will be on Monday, December 5, at 1:00 p.m. in the Chernick
Conference Room.
Trustee Lissner also noted that tomorrow and on Thursday,they will be meeting with the
owners of Steiner Electric and Abbot Rubber. This will be the fifteenth meeting with
businesses in the Village since the end of June and they are finding these meetings to be
very informative.
14. CABLE TELEVISION COMMITTEE -Trustees Lissner/Petri - No Report
15. INFORMATION COMMITTEE -Trustee Prochno - No Report
16. PARADE COMMITTEE- Trustee Czarnik-The Hometown Parade will take place on
Saturday,June 17, 2017 at 2:00 p.m. The theme this year will be "Storybook Land". The
next meeting will be Monday,January 9, 2017 at 5:30 p.m. in Room E at the Municipal
Complex.

18.JUDICIARY, PLANNING AND ZONING COMMITTEE - Trustee Lissner- No Report
19. CAPITAL IMPROVEMENTS COMMITTEE -Trustee Petri - No Report
20.AIRPORT UPDATE-The Suburban O'Hare Commission will be having a meeting on
Friday to get an analysis of the 12-week Runway Rotation Plan (Fly Quiet Plan) from the
experts at JDA. We look forward to the update and will be sending out a Press Release.
21. MID-SUMMER CLASSICS CONCERT SERIES UPDATE - Mayor Johnson- The
announcements will be made in December for next year's concert lineup.
22. SPECIAL EVENTS COMMITTEE - Mayor Johnson -Tree Lighting Ceremony will be on
Friday, November 25, featuring the Buckingham's along with the tree lighting and
fireworks.

24. REPORT FROM VILLAGE MANAGER- Congratulations to Chief Schmidt. It has been
an honor and a privilege to work with you over the last 28 years that I have been in Elk
Grove. You have been a great friend and I want to personally thank you for the 41 years
of service to the taxpayers of Elk Grove. I wish you nothing but the best in your
retirement.
25. REPORT FROM VILLAGE CLERK- Total vote count for early voting was 5,315 in Elk
Grove Village.
