HomeMy WebLinkAboutRESOLUTION - 48-16 - 12/13/2016 - Class 6B 1055 Arthur RESOLUTION NO. 48-16 A RESOLUTION DETERMINING THE APPROPRIATENESS FOR CLASS 6B STATUS PURSUANT TO THE COOK COUNTY REAL PROPERTY CLASSIFICATION ORDINANCE AS AMENDED JULY 17,2013 FOR CERTAIN REAL ESTATE LOCATED AT 1055 ARTHUR AVENUE,ELK GROVE VILLAGE,ILLINOIS WHEREAS,the Village of Elk Grove Village desires to promote the development of industry in the Village of Elk Grove; and WHEREAS,the Cook County Assessor is operating under an ordinance enacted by the Cook County Board of Commissioners, and amended from time to time,the most recent amendment becoming effective as of July 17, 2013, which has instituted a program to encourage industrial and commercial development in Cook County known as the Cook County Real Property Classification Ordinance; and WHEREAS, in the case of abandoned property, if the municipality or the Mayor and Board of Trustees, finds that special circumstances justify finding that the property is "abandoned" for purpose of Class 6B, even though it has been vacant and unused for less than 24 months,that finding, along with the specification of the circumstances, shall be included in the resolution or ordinance supporting and consenting to the Class 6B application. Such resolution or ordinance shall be filed with the eligibility application. If the ordinance or resolution is that of a municipality, the approval of the Board of Commissioners of Cook County is required to validate such shortened period of qualifying abandonment, and a resolution to that effect shall be included with the Class 6B eligibility application filed with the Assessor; and WHEREAS,the Petitioner has applied for or is applying for Class 6B property status pursuant to said aforementioned ordinance for certain real estate located at 1055 Arthur Avenue, in the Village of Elk Grove Village, Cook County, Illinois, with the Property Index Number 08- 34-302-028-0000, and has proven to this Board that such incentive provided for in said ordinance is necessary for development to occur on this specific real estate. NOW, THEREFORE,BE IT RESOLVED by the Mayor and Board of Trustees of the Village of Elk Grove Village, Counties of Cook and DuPage, Illinois: Section 1. That the request of the Petitioner to have certain real estate located at 1055 Arthur Avenue, Elk Grove Village, Cook County, Illinois, identified by Property Index Number 08-34-302-028-0000, declared eligible for Class 6B special circumstances status pursuant to the Cook County Real Property Classification Ordinance as amended July 17, 2013, is hereby granted in that this Board and the Village of Elk Grove Village, Illinois, has determined that the 1 incentive provided by the said Class 6B Tax Incentive Ordinance is necessary for the said development to occur on the subject property, legally described as follows: LOT 2 IN ARTHUR-LIVELY RESUBDIVISION, BEING A RESUBDIVISION OF LOT 376 IN CENTEX INDUSTRIAL PARK, UNIT NUMBER 230, BEING A SUBDIVISION IN THE SOUTH HALF OF SECTION 34, TOWNSHIP 41 NORTH, RANGE 11, EAST OF THE THIRD PRINCIPAL MERIDIAN, RECORDED MARCH 21, 1979 AS DOCUMENT NUMBER 24887399, IN COOK COUNTY ILLINOIS, EXCEPTING THAT PARCEL OF LAND DESCRIBED AS FOLLOWS: COMMENCING AT THE SOUTHEAST CORNER OF SAID LOT 2; THENCE ON AN ASSUMED BEARING OF NORTH 1 DEGREE 22 MINUTES 00 SECONDS WEST ALONG THE EAST LINE OF SAID LOT 2, A DISTANCE OF 69.38 FEET TO THE POINT OF BEGINNING; THENCE NORTH 8 DEGREES 28 MINUTES 29 SECONDS WEST, A DISTANCE OF 23.54 FEET; THENCE NORTHWESTERLY 57.36 FEET ALONG A CURVE TO THE LEFT HAVING A RADIUS OF 51.42 FEET, THE CHORD OF SAID CURVE BEARS NORTH 40 DEGREES 25 MINUTES 58 SECONDS WEST, 54.43 FEET TO THE NORTH LINE OF SAID LOT 2; THENCE NORTH 88 DEGREES 38 MINUTES 10 SECONDS EAST ALONG THE NORTH LINE OF SAID LOT 2; A DISTANCE OF 17.22 FEET TO THE NORTHEASTERLY LINE OF LOT 2; THENCE SOUTHEASTERLY 31.42 FEET ALONG THE NORTHEASTERLY LINE OF SAID LOT 2 ON A CURVE TO THE RIGHT HAVING A RADIUS OF 20.00 FEET, THE CHORD OF SAID CURVE BEARS SOUTH 46 DEGREES 21 MINUTES 55 SECONDS EAST, 28.28 FEET TO THE EAST LINE OF LOT 2; THENCE SOUTH 1 DEGREE 22 MINUTES 00 SECONDS EAST, A DISTANCE OF 45.63 FEET TO THE POINT OF BEGINNING. Section 2: That the Special Circumstances as outlined by the petitioner are attached hereto as Exhibit "A" and made a part thereof. Section 3: That the Village of Elk Grove Village, Illinois hereby supports and consents to the Class 6B Application and approves the classification of the subject property as Class 6B property pursuant to the Cook County Real Property Classification Ordinance and the Class 6B tax incentives shall apply to the property identified as Permanent Real Estate Index Number 08- 34-302-028-0000. Section 4: That the Mayor and Village Clerk are hereby authorized to sign any necessary documents to implement this Resolution subject to the petitioner completing the following conditions within twelve months of closing: a. New parking lot and drive aprons; b. New dock drive and aprons; c. New office interior; d. New Windows and fagade tuck-pointing with new fagade elements; and e. Landscaping and signage. 2 Section 5: That this Resolution shall be in full force and effect from and after its passage and approval according to law. The subjectproperty consists of an approximately 10,000 square foot 37 year old building on an approximately 25,450 square foot site. The property has been vacant since September 1,2016. The property is currently suffering from functional obsolescence;accordingly,the Applicant plans to invest a substantial amount of capital to improve the property. The Applicant expects to spend approximately$481,000 to$640,000 in improvements which will include,but will not be limited to the following: • New parking lot.Approximately$50,000. • New landscaping: ,approximately$10,000. • New signage:Approximately $6,000 to$10,000. • New fagade: Approximately$25,000 to $75,000. New concrete: Approximately$25,000. New office interior: Approximately$300,000 to$400,000 New tuck-pointing: Approximately$20,000 to $25,000. * New windows: Approximately$45,000. The Applicant expects this development will create approximately 15 to 20 construction related jobs. The Applicant expects the improvements to the interior of the building to be completed by June 1, 2017. The Applicant expects the improvements to the exterior of the building to be completed within one year of its purchase of the site, with the acknowledgment that this timeline is weather dependent. :Taman Corp. currently leases a facility at 346 West Colfax Street in Palatine, IL 60067 (the"Palatine Facility").The Palatine Facility consists of an approximately 4,260 square foot building. Mainan Corp.'s entire operations are located at the Palatine Facility. Due to its growing lousiness,Mangan Corp.can noIoltger remain at the Palatini facility. It has outgrown the available building square footage at the site. if the:Applicant obtains the Class 6b Tax Incentive for the subject property, Maman Corp.plans to transfer its entire operations from the Palatine Facility to the subject property. As the building on the subject property is approximately 10,000 square feet,this relocation will more than double Maman Corp.'s building capacity. Maman Corp. currently has approximately 45 full-time employees and approximately 3 part-time employees at the Palatine Facility. It not only plans to transfer all of these employees to Ole subject property,but as soon as passible hire an additional approximately I to 3 full-time employees and approximately 1 part-time employee to work at the subject property. Maman Corp. will look to hire Elk Grove Village residents for these and ether future hires. Maman Corp. is a VvBENC certified women-owned small business. Maman Corp. is a family run business with a proud history of long term employee retention and teamwork. Since 1997, it has provided general contracting,construction management and carpentry services. It is for these reasons that it is necessary to grant the Applicant a Resolution supporting and consenting to a Class 6b Tax Incentive for the above-referenced property based on occupation of abandoned property for less than twenty-four(24) months continuous vacancy with a purchase for value,special circumstances and substantial rehabilitation.
