PLEDGE OF ALLEGIANCE INVOCATION - DEACON TED CZARNECKI, SAINT JULIAN EYMARD CATHOLIC CHURCH 3.APPROVAL OF MINUTES OF NOVEMBER 15, 2016- Motion to approve the Minutes of the Regular Village Board Meeting held on November 15, 2016 as submitted and dispense with the reading. Moved by Trustee Petri Seconded by Trustee Czarnik VOICE VOTE MOTION CARRIED 4. MAYOR&BOARD OF TRUSTEES' REPORT - Mayor Johnson attended the following meetings and events: November 17, 2016 - Monthly Tollway Board meeting. I-90 will be open by the end of the year. Work on the Tri-State Tollway is scheduled for 2020 or 2021. The Elgin O'Hare and the western by-pass are being worked on. Chicago sold the land to the Tollway for the northern connection. The Tollway is still working with the rail lines for the southern connection. November 25. 2016 - The Annual Tree Lighting Ceremony. There was a very large crowd in attendance this year. The Buckingham's performed followed by the tree lighting, fireworks and the arrival of Santa and Mrs. Claus. The Village Board is looking to have a concert at next year's tree lighting also. November 28. 2016 - A meeting with Ginger Evans and the Chicago Department of Aviation to discuss the Fly Quiet Rotation Program. There are some adjustments that need to be made. They are going to work on making sure the noise is distributed fairly and properly for everyone involved. November 29. 2016 - Retirement party for Police Chief Schmidt. December 1. 2016 -Administered the Oath of Office to newly appointed Police Chief Charles Walsh. December 2. 2016 - The Greater O'Hare Association holiday luncheon. Mark Hamilton of Hamilton Partners was in attendance and advised the Mayor that Hamilton Partners would like to be a sponsor for next year's Tree Lighting Ceremony. December 6. 2016 - Community Character Coalition meeting at the Hattendorf Center for Toys for Tots. The community was very generous with their donations. Trustee Feichter will be the new president of the Community Character Coalition effective January 1, 2017. December 7. 2016 - Open House for the Village Zoning Code update. December 8. 2016 - Boy Scout Pack 495 from Stevenson School and Link School visited Village Hall. December 9. 2016 -A sneak preview of the summer concert line-up was given to the Park District Board. December 10, 2016 - Bike-a-Thou benefit at the Pavilion to raise money for the Parks Foundation. Mayor Johnson advised there have been several inquiries about leaf pick-up and why the pick-up isn't extended to a later date. The locations that the Village can bring the leaves to stop operating on December 1St each year. There is no place to bring the leaves after that. As a courtesy to the Village,the leaves that are bagged and brought to the Public Works facilities are stored by Waste Management until the following spring. This year was the Page 1 of 7 fourth warmest fall and therefore the leaves were late in falling. There are very few communities left that offer leaf pick-up. The Village is broken down into nine sections for leaf pick-up and each section has four pick-ups. Presentation-A presentation announcing the 2017 Mid-Summer Classics Concert Series was given. The line-up is as follows: July 4, 2017 (Four on the Fourth) -Ambrosia, Orleans, Mitch Ryder, The Guess Who. The concerts will run from 5:30 p.m. to 9:30 p.m. at Rotary Green, followed by fireworks. July 11, 2017 - Credence Clearwater Revisited at the Village Green July 18, 2017 - Rodney Atkins at the Village Green July 25, 2017 - Kool &the Gang at the Village Green, followed by the announcement of the winner of the corvette from the VFW raffle. Mayor Johnson thanked EMG Entertainment Group for all the hard work they put into organizing the concerts. Oath of Office - Mayor Johnson administered the Oath of Office to newly appointed Police Chief Charles Walsh. Chief Walsh is the fifth Police Chief being appointed Chief in the sixty- year history of the Village. Chief Walsh stated he is humbled and grateful to be serving the community as its next Police Chief. Chief Walsh thanked the Mayor,Village Board and Village Manager for the opportunity to serve as Chief. Chief Walsh thanked family, friends and co-workers for their support and the Elk Grove community for the support they give to the entire Police Department. Trustee Czarnik. Trustee Petri, Trustee Feichter and Trustee Lissner attended the DARE Culmination Ceremony at Adolph Link School. Officer Dave Johnson,the DARE instructor, did a fine job with the students. For the last time as Police Chief, Steve Schmidt addressed the students and did a wonderful job guiding them with some of the decisions they may have to make in the future. Trustee Czarnik noted the GOA holiday luncheon held on December 2, 2016 was a wonderful way to start the holiday season. Trustee Petri, Trustee Lissner and several staff members participated in a three-hour meeting on December 5, 2016 with consultants about the Zoning Ordinance update. The Open House to discuss the Zoning Ordinance update took place on Wednesday. Input was sought from residents,the Zoning Board of Appeals and the Plan Commission. Several changes need to be made to the Ordinance. On December 12, 2016 Trustee Petri attended the Tollway meeting held in the Village. A presentation was given by the PACE Bus organization providing information about the PACE routes throughout the area. There was discussion about routes along the Elgin O'Hare Expressway. Trustee Feichter announced the Community Character Coalition is going to sponsor a Carnival of Character on February 25, 2017 at the Pavilion. Fourteen hundred people attended last year. Tasty Catering will be donating food for the event. Everyone is invited to attend. Several community organizations will be represented with booths at the event. The Community Character Coalition helped promote a program being implemented by the Police Department. The program is called "Cops and Kids." The Police Department raised funds to assist disadvantaged children purchase holiday gifts. Each child receives one hundred dollars to make purchases at Walmart. Enough money has been raised for thirty- two children to shop. The shopping event will take place on December 17, 2016. Trustee Lissner and Trustee Prochno attended the DARE graduation at Queen of the Rosary School on November 22, 2016. Trustee Lissner attended the quarterly JAWA meeting on November 30, 2016. JAWA is still waiting for a response from the City of Chicago regarding a contract renewal. Chicago has a new Water Commissioner so it may be awhile. In 2017 JAWA will be meeting at 6:00 p.m. instead of 6:30 p.m. Trustee Lissner and Trustee Petri both had the opportunity to speak with college students that were working on reports for school. Trustee Lissner spoke with a nursing student Page 2 of 7 from Loyola University. She had several questions about local government. The student said she would forward Trustee Lissner a copy of her report when it is completed. Trustee Franke announced a Citizen's Police Academy is being offered by the Police Department from February 1, 2017 through March 22, 2017. The Academy will be held on Wednesday evenings from 6:30 p.m. to 8:30 p.m. Participants have to be eighteen years or older and live or work in Elk Grove Village. Applications are available on the Village website. Trustee Prochno asked residents to please shovel their sidewalks and to assist neighbors who are unable to do their own shoveling. Trustee Prochno reported that a new mechanism is being purchased for the clock tower and it should be repaired in the near future. The Elk Grove Lioness Club is hosting a Christmas Decorating Contest. Judging will take place Thursday, December 15, 2016 from 7:30 p.m.to 9:30 p.m. The contest is being sponsored by the Village and the Lioness Club. Castle Chevrolet has generously donated a 2017 Chevy Corvette to be raffled off to support and benefit the Elk Grove VFW Post 9284. Proceeds will be used to install an elevator at the VFW Hall. The winner will be drawn at the summer concert being held on July 25, 2017. The raffle is being sponsored through the Community Character Coalition. Tickets are ten dollars each or three for twenty dollars. Trustee Prochno thanked Kitty Weiner for coming up with the idea for the raffle in support of the veterans. 5.ACCOUNTS PAYABLE WARRANT - Motion to authorize payment of invoices as shown on the November 30, 2016 Accounts Payable Warrant in the amount of $1,797,761.53. Authorization of a request from St. Julian Eymard Catholic Church, located at 601 Biesterfield Road, to waive permit fees for parking lot maintenance in the amount of$25. b. Authorization of a request from the Salvation Army, located at 1000 Pratt Blvd., to waive permit fees for parking lot maintenance in the amount of$99. c. Authorization of a request from the Alexian Brothers Medical Center, 800 Biesterfield Road, to waive engineering permit fees to remove and replace sidewalk in the amount of $180. d. Authorization of a request from the Veterans of Foreign Wars, located at 400 E. Devon Avenue, to waive permit fees for parking lot maintenance in the amount of$421. e. Authorization of a request from the Elk Grove Park District to waive permit fees in the amount of$495 for parking lot maintenance at Al Hattendorf Community Center located at 225 E. PLAN COMMISSION -Village Manager Rummel -An existing business, Kilokem LLC, located at 2200 Estes Avenue is an import and distribution company which provides services to Elk Grove Village and surrounding areas. They would like to expand their business operations to include ammunition,which would be stored in a secured vault area. The expansion would require a Special Use Permit from the Village. A public hearing was held before the Plan Commission on December 5, 2017. The Plan Commission made a recommendation by a vote of 8 to 1 for the Village Board to approve the Special Use Permit, Page 5 of 7 with the condition that the permit would expire upon the firm no longer doing business at that location. The Petitioners were present in the audience. Mayor Johnson asked if any of the Trustees had any questions. There were none. Motion to direct the Village Attorney to prepare the necessary documents. Moved by Trustee Lissner Seconded by Trustee Feichter AYES: Trustees Franke, Lissner, Petri, Prochno, Czarnik, Feichter NAYS: None MOTION CARRIED Mayor Johnson advised the Petitioners that the Special Use will be formally adopted at the next Village Board meeting. They do not need to attend the meeting. 9. ZONING BOARD OF APPEALS -Village Manager Rummel - No Report 10. HEALTH &COMMUNITY SERVICES - Trustee Czarnik- "The Caring Place" is a community respite program that is offered from 9:30 a.m. to 3:00 p.m. on Mondays, Wednesdays and Thursdays at Christus Victor Church. This is a socialization program for adults that is organized and supervised by trained and caring staff. 11. RECYCLING&WASTE COMMITTEE -Trustee Feichter-Waste Management has provided the Village with some negative input about recycling habits in the Village. Several items are being put into recycling that do not belong in recycling. A lot of contaminated items that belong in the garbage are being put into recycling. The Recycling&Waste Committee is going to be putting together a program to try and get residents to be more careful with their recycling. Plastic bags and pizza boxes should not be recycled and cans and jars should be rinsed out before recycling. 12.YOUTH COMMITTEE -Trustee Franke- Scholarship forms will be available after the first of the year. The Youth Committee provided Christmas dinners for six families. 13. BUSINESS LEADERS FORUMS -Trustees Lissner/Petri -The BLF will be meeting on December 15, 2016 at 11:30 a.m. at the Holiday Inn. A meeting is scheduled for December 20, 2016 at 10:00 a.m. with CMAP to discuss truck routing throughout the area. 14. CABLE TELEVISION COMMITTEE - Trustees Lissner/Petri - No Report 15. INFORMATION COMMITTEE - Trustee Prochno -The Spin-a-Thon which was held at the Pavilion raised over fifteen hundred dollars for the Parks Foundation. The foundation sponsors families and children in programming that they cannot afford. Trustee Prochno congratulated Sergeant Syverson who graduated on November 9, 2016 from the Northwestern University School of Police Safety and Command. 16. PARADE COMMITTEE -Trustee Czarnik- The 2017 Hometown Parade will take place on Saturday, June 17, 2017 at 2:00 p.m. The Parade theme is "Storybook Land." The Grand Marshall for the parade is Steve Schmidt. Steve has been active in so many areas of the Village and is being recognized for his volunteer work with the Boy Scouts, Rotary Club, Community Character Coalition and Sister Cities. The next meeting of the Parade Committee will take place on Monday,January 9, 2017 at 5:30 p.m. 17. PERSONNEL COMMITTEE -Trustee Franke- No Report 18.JUDICIARY, PLANNING AND ZONING COMMITTEE -Trustee Lissner- No Report 19. CAPITAL IMPROVEMENTS COMMITTEE- Trustee Petri - Item q. on the Consent Agenda approves the Street Program and Item r. approves the repaving of Lively Boulevard from Landmeier Road to Higgins Road. 20.AIRPORT UPDATE - The fly quiet rotation plan is working well but needs some minor tweaking. The program will stop on December 27, 2016. The Vice-Chairman of the Suburban O'Hare Commission, Bensenville Mayor Frank Soto, has resigned as Mayor. The Commission will be looking for a new Vice-Chairman in January. 21. MID-SUMMER CLASSICS CONCERT SERIES UPDATE - Mayor Johnson- Mayor Johnson reiterated the concert line-up that was announced under the Mayor's Report. 22. SPECIAL EVENTS COMMITTEE - Mayor Johnson-The next special event is the Memorial Day Celebration. The event will be held indoors at the Pavilion again. Trustee Prochno stated a new facet was going to be added to the Celebration this year. 23. LIQUOR COMMISSION - Mayor Johnson - No Report Page 6 of 7 24. REPORT FROM VILLAGE MANAGER-No Report 25.
