PROCHNO Village Trustee Pursuant to a duly made and approved motion and a majority vote at a regularly scheduled meeting of the Personnel Committee on February 3, 2014, this Executive Session was called to consider a Personnel matter. Number of pages attached: 1 Date(s) of review for release: September 2014 Date of approval for release: February 3, 2014 �.. 11:05 a.m. Personnel The Personnel Committee meeting was called to order at 11:05 a.m. and entered into Executive Session upon unanimous roll-call vote. The Village Manager and Human Resource Director discussed the offering of a new Medicare supplemental medical plan. The plan has considerably more benefits for Medicare eligible retirees at a far less cost than the Village's current supplemental medical plan. The plan covers Medicare Part D and Part F. It also covers the prescription doughnut hole with a fully ensured prescription plan. The new supplement is approximately 25% cheaper than the current offering with lower deductibles and no co-pay. The retiree pays 100% of the cost of the premium for the supplement. The Committee discussed several examples of how the plan would impact specific employees, retirees, and retirees in general. At first, all Medicare eligible retirees would be put into the new Hartford plan. There will be several meetings and mailings to explain the new Hartford plan to the retirees. Retirees could then choose to either stay in the Hartford (new fully insured plan) or switch back to the Blue Cross (self-insured) plan. Only 2% of retirees from 10 other communities switched back to the Blue Cross plan. Retirees would still be able to switch between either the Hartford or Blue Cross Medicare supplemental plans at the annual open enrollment. The ultimate goal is to reduce the premiums of the Blue Cross PPO plan by moving higher users of health insurance services over to a fully insured Hartford plan. The consensus of the Committee was to recommend approving the Medicare supplemental plan during the February 11, 2014 Village Board meeting with the plan effective on May 1, 2014. This early approval will provide plenty of time to fully educate retirees about the new Hartford program. The meeting unanimously adjourned at 11:45 a.m.
