Also present were Trustee Gottwald, Trustee Moody, Trustee Schmidt, Christine Tromp from the Elk Grove Village Finance Department and Doug Oest from Marquette Associates. Trustee Torres was absent. A quorum was present. The minutes of the last meeting, July 12, 2016, were read. A motion to approve the minutes of the last meeting was made by Trustee Moody, Second by Trustee Gottwald. Aye to approve: Ambrose, Moody, Gottwald, Schmidt. Motion carried. The financial advisor, Doug Oest, from Marquette Associates provided the financial report. The Board's investments and performance were discussed (up 3.5 % for quarter). The Total Fund Market value as of September 30, 2016 was about $73,072,674. Oest discussed the Oakmark International fund previously underperformed and was placed on Alert, but outperformed for the quarter and doubled the benchmark. No changes to the Oakmark Fund were recommended at this time and no action was taken. Oest discussed Money Market Reform and the basis point differential. He recommended moving $400,000 in pension funds from a Prime Money Market Fund to a Government Money Market Fund. A motion to move funds from the Prime Money Market Fund to a Government Money Market Fund was made by Trustee Gottwald, Second by Trustee Moody. Aye to approve: Ambrose, Moody, Gottwald and Schmidt. Motion carried. No other changes were recommended at this time. The next regular meeting date was scheduled for Tuesday, January 10, 2016 at 3:30PM at 901 Wellington Ave, Elk Grove Village, IL. The treasurer's report was presented by Christine Tromp. As of August 2016, the Village has recorded $342,441 in revenue for the police pension portion of the electric tax for the fiscal year and $2,240,138 collected in property tax allocated to the police pension fund. The Fund had $73,979,063 in Net Assets Held in Trust for Pension Benefits. According to the actuarial report, the fund is about 63% funded as May 1, 2016. Tromp discussed the annual tax levy. A motion to allow President Tortes to draft a letter to the Village Board to request the tax levy, subject to the final actuarial report, was made by Trustee Moody, second by Trustee Schmidt. Aye to approve: Ambrose, Gottwald, Moody and Schmidt. Motion carried. A motion to approve the treasurer's report was made by Trustee Schmidt, Second by Trustee Moody. Aye to approve: Ambrose, Gottwald, Moody and Schmidt. Motion carried. The Board discussed utilizing outside services for pension administrative duties including Police Pension Fund Benefit Distribution Form, additional communication with retirees and record keeping. The topic was tabled until the next meeting. The board discussed the annual medical re-examination for Carl Sabo, who is on a disability status. Letters from The Law Offices of Reimer, Dobrovolny & Karlson LLC and Dr. Tuder advised that Carl Sabo remained disabled from performing the full duties of a police officer. It was recommended that the Board vote to continue Carl Sabo's disability benefits subject to further annual evaluation as required by the Pension code. Elk Grove Village Police Pension Board October 18, 2016 Meeting Minutes 901 Wellington Ave, Elk Grove Village IL The Board was made aware of the resignation of Officer Colin Haney, effective September 29, 2016. Officer Haney did not apply for acceptance into the fund. The Board was also made aware of the resignations of Officer Anotoli Mironov, effective May 16, 2016, and Officer Amy Petrouski, effective September 30, 2016. Officer Mironov and Officer Petrouski did not submit to the Board a request for refund of contributions. The Board was made aware of the retirement of Officer David Klingspom. Officer David Klingspom retired on July 11, 2016. He accumulated 20 years, 4 months and 23 days of creditable service. His annual salary was $94,210.70, with an initial annual benefit of $47,105.35. His monthly benefit is $3,928.45. Officer Klingspont's effective date of benefit is 12/22/16. A motion to accept Officer Klingspom's application for pension disbursement was made by Trustee Moody, second by Trustee Gottwald. Aye to approve: Ambrose, Moody, Gottwald and Schmidt. Motion carried. An application was received from newly hired Probationary Police Officers: Julie Creviston, Joseph Micholson, Douglas Wells and Justin Wolfe. A motion to accept the new hires into the fund was made by Trustee Schmidt, second by Trustee Moody. Aye to approve: Ambrose, Moody, Gottwald and Schmidt. Motion carried. The following expenses were presented: An invoice dated 08/19/16 in the amount of $87.50 was received from the Law Offices of Reimer, Dobrovolny & Karlson LLC regarding the disability application of Carl Sabo. An invoice dated 09/20/16 in the amount of $1,080.00 was received from Inspe Associates, LTD regarding the disability application of Carl Sabo. An invoice dated 09/24/16 in the amount of $186.82 was received from the Law Offices of Reimer, Dobrovolny & Karlson LLC regarding the disability application of Carl Sabo. An invoice dated 10/01/16 in the amount of $11,250.00 was received from Marquette Associates for investment consulting services for the period of October 1, 2016 through December 31, 2016. A request for reimbursement dated 10/07/16 in the amount of $669.85 was received from President Tortes for Pension Training. A motion to pay expenses was made by Trustee Moody, a second by Trustee Gottwald. Aye to approve: Ambrose, Moody, Gottwald and Schmidt. Motion carried. President Torres has completed his required training for the fiscal year. Christine Tromp and Tmstee Moody completed training on September 30, 2016. There was no comment from the public.
