REGULAR VILLAGE BOARD MEETING
January 10, 2017
1. CALL TO ORDER- 7:15 p.m.

2. PLEDGE OF ALLEGIANCE

3.APPROVAL OF MINUTES OF DECEMBER 13, 2016- Motion to approve the Minutes
of the Regular Village Board Meeting held on December 13, 2016 as submitted and
dispense with the reading.

4. MAYOR&BOARD OF TRUSTEES' REPORT - Mayor Johnson attended a Tollway Board
meeting on Thursday, December 15, 2016. I-90 is open with a little bit of work still being
done at Barrington Road. Work continues on I-390. Discussions are taking place with the
Railroad about the I-390 and the southern connection.
Mayor Johnson addressed the Cook County minimum wage and sick day law. The Village
plans on holding a round table meeting in February to hear the views of business owners
and also the views of people in support of the law to weigh the impact and the pros and
cons of the law before the Village Board makes a decision whether to support the law or
not.
Elk Grove has set a new record low for vacancies in the business park. The vacancy rate is
below 4%. The vacancy rate has never been this low before and it is the lowest out of all
the communities surrounding the airport. During the great recession, Elk Grove was
aggressive with investments into the community. Over sixty million dollars of
improvements were done in the business park. Business owners are reinvesting millions of
dollars into their businesses located in the business park and Village sales tax revenue is
doing very well.
The Village is going to be communicating with several healthcare facilities in the area about
the heroin epidemic in the country. The Police Department has talked to the Mayor about
working with the youth and adults in the area that are struggling with addiction. The
Village will be reaching out to Alexian Brothers and the Kenneth Young Center to see if they
can work together to address the issue and try and get help for people. USA Today
published an article that stated for every dollar spent helping people solve their problem
with addiction, seven to eight dollars is spent by the Police Department to address the
issues that are caused by people with addiction. In addition to helping people,it also
makes financial sense to address the problem.
Mayor Johnson addressed discussion on Facebook about the opening of Leona's in Elk
Grove Village. People are stating that it's the Village's fault that they aren't open yet.
Leona's is owned by a corporation that currently has seven locations and they are opening
two more locations. The Elk Grove Village location was going to be operated by a
franchisee. Last May or June, the franchisee met with the Community Development
Department and permits were issued to convert the old restaurant into Leona's. The
franchisee dragged their feet and the corporate owners of Leona's decided to take the
location over in November. The Mayor met with the owner and they are working to get the

location open. Their liquor license has been approved and the owner is hoping to open
sometime the end of January or the beginning of February.
Presentation - Mayor Johnson introduced Campbell Kraemer. Campbell attended Elk
Grove High School and is currently a student at the University of Illinois. Elk Grove Village
hosts a Made in Elk Grove Manufacturing&Technology Expo each year. The fourth Expo
was held this past October. The Expo is held at Elk Grove High School. The Village has
partnered with the High School and Harper College to teach manufacturing in the schools.
Manufacturing companies have been having a difficult time finding skilled workers.
Campbell and two other students competed and won the Gold Medal in the Automated
Manufacturing Technology Division at the National Skills-USA Championship last June in
Louisville, Kentucky. Mayor Johnson presented Campbell with an award for winning the
Gold Medal. Peter Barts and Jonathan Faughn,the other two students on the team received
their awards in October at the Expo.
Oaths of Office - Police Chief Walsh joined Mayor Johnson at the podium. Chief Walsh gave
a brief background of the education and career history of each and Mayor Johnson
administered Oaths of Office to the following:

Trustee Prochno announced the 11th Annual Lions Club Trivia Night will be taking place on
February 25, 2017 at the Elk Grove Garden Terrace room. Doors open at 6:00 p.m. and the
games start at 7:00 p.m. Proceeds will benefit the sight and hearing impaired.
Castle Chevrolet has donated a 2017 Chevy Corvette to be raffled off to support and benefit
the Elk Grove VFW Post 9284. Proceeds will be used to install an elevator at the VFW Hall.
Trustee Prochno thanked Kitty Weiner for coming up with the idea and Castle Chevrolet for
donating the corvette. The Community Character Coalition is facilitating the sale of the
raffle tickets. The raffle will take place at the last summer concert on July 25, 2017.
Sister Cities exchange students will be coming to Elk Grove Village at the end of January.
There will be twelve students that will be staying with six host families. Elk Grove students
will be participating in the exchange program this Spring.
Trustee Feichter announced the Community Character Coalition is sponsoring a Carnival of
Character on February 25, 2017 at the Pavilion from 5:00 p.m. to 7:30 p.m. Last year over
1400 people attended. Free food will be provided and there will be all sorts of games for
the children to participate in. Mayor Johnson stated assistance will be needed from the
Police Department to provide safe crossing of Wellington Avenue. Many people park at
Village Hall and in the old Dominick's parking lot.
Trustee Czarnik announced applications for the Frank J. Czarnik Memorial Scholarships are
available. Applications are on the Village website and at www.frankczarnikgol£com.
Applications are due by April 7, 2017. Six one thousand dollar scholarships will be
awarded. Recipients must be Elk Grove Village residents and they need to submit an essay
about their volunteerism and leadership in the community.
Trustee Petri spent time over the holidays driving through the business park checking on
improvements being made to locations that have been granted a Class 6b from the Village.
Trustee Lissner attended the Memorial Service for John Meyers on December 28, 2016.
John served on the Plan Commission for over twenty-five years.

Trustee Franke announced a Citizen's Police Academy is being offered by the Police
Department from February 1, 2017 through March 22, 2017. The Academy will be held on
Wednesday evenings from 6:30 p.m. to 8:30 p.m. Participants have to be eighteen years or
older and live or work in Elk Grove Village. Applications are available on the Village
website.
5.ACCOUNTS PAYABLE WARRANT - Motion to authorize payment of invoices as
shown on the December 31, 2016 Accounts Payable Warrant in the amount of
$6,417,700.81.

6. CONSENT AGENDA
a. Authorization of a request from the Elk Grove Village Public Library to waive 2017
Alarm License Fees in the amount of$25.
b. Authorization of a request from Schaumburg School District 54 to waive 2017 Alarm
License Fees in the amount of$75.
c. Authorization of a request from Community Consolidated School District 59 to waive
2017 Alarm License Fees in the amount of$175.
d. Authorization to award a professional service contract to Engineering Resource Associates
of Warrenville, IL for Phase II Engineering Services for the water main replacement on
Crossen Avenue and Oakton Street in the amount of$43,211.24 from the Water and
Sewer Fund.
e. Authorization to award a professional service contract to Civiltech Engineering, Inc. of
Itasca, IL for Phase II Engineering Services for the reconstruction and water main
replacement on Leicester Road in the amount of$83,295 from the Water and Sewer&
Capital Projects Funds.
f. Authorization of the following:
• To increase the FY2016-17 Federal Asset Seizure Fund in the amount of
$89,541.35; and
• To award a sole-source purchase contract to Taser International of Scottsdale,
Arizona for the purchase of sixty-five (65) Tasers and accessories in an amount not
to exceed $89,541.35 from the Federal Asset Seizure Fund.
g. Adopt Ordinance No.3476 entitled, "AN ORDINANCE GRANTING A SPECIAL USE

Mayor Johnson asked if there were any questions or comments about the Consent Agenda.

7. REGULAR AGENDA- No items on the Regular Agenda.
8. PLAN COMMISSION -Village Manager Rummel - No Report
9. ZONING BOARD OF APPEALS -Village Manager Rummel - ZBA Docket 16-5 pertains to
the property at 1210 Diane Lane. The Village Board did receive a Finding of Fact from the
ZBA but the item will not be discussed until the January 24, 2017 Village Board meeting.
ZBA Docket 16-7 pertains to a data storage facility at 1800 Nicholas Boulevard. The
petitioner is seeking a ten-foot high precast wall on the east side of the building and a ten-
foot high wrought iron fence along the west, south and north property lines. The purpose
of the wall and fence is for security. The Zoning Board of Appeals recommended
unanimously that the zoning variation be approved by the Village Board. The Petitioner
was present in the audience. Mayor Johnson asked if the Trustees had any questions or
comments. There were none.
Motion to direct the Village Attorney to prepare the necessary documents.

Mayor Johnson advised the Petitioner that the variance will be formally approved at the
next Village Board meeting. The Petitioner does not need to attend the meeting and they
can begin work as soon as the required permits are obtained.
10. HEALTH &COMMUNITY SERVICES - Trustee Czarnik-A Community Blood Drive will
be taking place on Saturday,January 14, 2017 from 8:00 a.m. to 12:00 p.m. in the lower
level of the Charles J. Zettek Municipal Building.
11. RECYCLING&WASTE COMMITTEE - Trustee Feichter- The Committee will be
meeting on February 13, 2017 at 11:00 a.m. in the Trustee Conference Room to discuss the
contamination of recycling materials and a summer recycling event. The last day for
Christmas tree pickup is January 14, 2017.
12.YOUTH COMMITTEE -Trustee Franke - Scholarship applications will be available at
the high schools in the next week or two. Applications will also be available on the Village
website. Three one thousand dollar scholarships will be awarded, one by the Parks
Foundation and two by the Youth Committee. Applications are due by May 5, 2017.
13. BUSINESS LEADERS FORUMS - Trustees Lissner/Petri - The Open House took place to
discuss and review the zoning regulations. Lots of suggestions were received from
businesses and Village Committees. A BLF meeting will be held tomorrow, January 11,
2017 at 11:30 a.m. at the Holiday Inn to review items that have been discussed over the last
few months.
14. CABLE TELEVISION COMMITTEE -Trustees Lissner/Petri - No Report
15. INFORMATION COMMITTEE- Trustee Prochno - No Report
16. PARADE COMMITTEE -Trustee Czarnik- The 2017 Hometown Parade will take place
on Saturday, June 17, 2017 at 2:00 p.m. The Parade theme is "Storybook Land." The Grand
Marshall for the parade is Steve Schmidt. Steve has been active in many areas of the Village
and is being recognized for his volunteer work with the Boy Scouts, Rotary Club,

Community Character Coalition and Sister Cities. The next meeting of the Parade
Committee will take place on Monday, March 6, 2017 at 5:30 p.m.
17. PERSONNEL COMMITTEE -Trustee Franke - No Report
18.JUDICIARY, PLANNING AND ZONING COMMITTEE -Trustee Lissner- No Report
19. CAPITAL IMPROVEMENTS COMMITTEE-Trustee Petri - Item d. on the Consent
Agenda is for the water main replacement on Crossen Avenue and Oakton Street and item
e. is for the reconstruction and water main replacement on Leicester Road from
Biesterfield Road to Wellington Avenue.
20.AIRPORT UPDATE - JDA will be providing a report about the twenty-six-week flight
rotation plan by the end of January or early February. SOC will be meeting in early
February to discuss the report.
21. MID-SUMMER CLASSICS CONCERT SERIES UPDATE- Mayor Johnson announced the
following summer concert line-up:
July 4, 2017 -Ambrosia, Orleans, Mitch Ryder and The Guess Who
July 11, 2017 - Credence Clearwater Revisited
July 18, 2017 - Rodney Atkins
July 25, 2017 - Kool &the Gang
22. SPECIAL EVENTS COMMITTEE - Mayor Johnson -The next special event is the
Memorial Day Celebration.
