Consideration of the following: • increase the existing professional services contract to Meade Electric Co.,McCook, IL for the installation of Electronic Vehicle Priority(EVP)equipment at various intersections in an amount not to exceed$35,000 from the General Fund;and • waive the formal bidding process and award a purchase contract to Traffic Control Corporation, Woodridge,IL for the purchase of Electronic Vehicle Priority(EVP) equipment in an amount not to exceed$100,000 from the Capital Projects Fund. (The Fire Department has budgeted for the replacement of all outdated Electronic Vehicle Priority(EVP)equipment located on streetlights within the Village limits. (Many of the affected intersections are controlled by the Illinois Department of Transportation or the Cook County Department of Transportation and Highways;the Village owns all of the EVP equipment at the intersections. (IDOT and CCDOTH require electrical installers to be permitted and prequalified to work on their systems. (Meade Electric of McCook,IL currently holds the streetlight maintenance accounts for IDOT, Cook County, and the Village, and has all required permits and qualifications to perform the installation of the new equipment. (There are only two manufacturers of EVP equipment available locally.Recently upgraded intersections have been outfitted with Global Traffic Technologies(GTT)Opticom equipment and have proven very reliable. (GTT is the only manufacturer that offers GPS capabilities, an enhancement that can be Page 1 of 5 activated in the fixture if needed.GTT is currently offering this advanced feature at no additional cost. (The authorized GTT Opticom dealer is the State of Illinois is Traffic Control Corporation of Woodridge,IL. (Adequate funds are available in the Fire Department General Fund budget. (The Fire Chief recommends approval.) b. Consideration to award a purchase contract through the National Purchasing Partners (NPP) government purchasing cooperative Fire/Rescue GPO contract to Municipal Emergency Services (MES) of Deer Creek, IL in the amount of$42,500 for the purchase of eighteen(18) sets of custom turnout gear from the General Fund. (The Fire Department budgets annually to purchase custom turnout gear. (Due to reliability issues and declining customer service from our most recent vendor,the Fire Department began researching alternatives to the turnout gear purchased in prior years. (Globe Manufacturing turnout gear is a leader in the protective clothing industry and offers a wide variety of custom options. (Municipal Emergency Services,Inc. (MES)of Deer Park, IL is a local Globe distributor and holds a joint purchasing contract through National Purchasing Partners (NPP) government purchasing cooperative Fire/Rescue Government Purchasing Organization. (The Fire Department is a current customer of MES and has an excellent working relationship with our MES representatives. (Adequate funds are available in the Fire Department General Fund budget. (The Fire Chief is recommending approval.) c. Consideration to award a professional services contract to Tyler Technologies of Yarmouth, ME for support and maintenance of our business software applications in the amount of$56,549.06. (The Village began implementing the Munis ERP software suite from Tyler Technologies in February 2015. (The first ten years of our software support and maintenance costs are defined in the agreement negotiated with Tyler at the time of our original purchase. (This request will provide funding to cover these services the period from February 13, 2017 to February 12, 2018. (Funds are available in the General Fund account to cover this expense. (The Director of Information Technology recommends approval.) d. Consideration to adopt Ordinance No.3477(attached)amending the Position Classification& Salary Plan of the Village Code of the Village of Elk Grove Village. (The ordinance deletes a Police Department Services Coordinator and adds a Management Analyst position.) e. Consideration to adopt Ordinance No. 3478 granting a variation to permit the construction of a 10 foot(10')high precast concrete wall, flush with the east side of the building along with a ten foot(10')high wrought iron fence located along the west, south and north property lines for the property located at 1800 Nicholas Boulevard,Elk Grove Village. Page 2 of 5 (This item was previously discussed at the January 10, 2017 Village Board meeting and currently appears under Unfinished Business.) f. Consideration to adopt Ordinance No. 3479(attached)amending Title 5,Chapter 3 of the Fire Prevention Code of the Municipal Code of the Village of Elk Grove. (This Ordinance formally adopts the 2012 Edition of the International Fire Code(IFC)for use by the Village.The code also includes minor amendments and/or deletions that were deemed necessary to address conditions specific to Elk Grove Village. (This Ordinance also adopts various standards of the National Fire Prevention Code (NFPA codes and standards)not referenced in the IFC code, but which are desired by the Fire Department. (The IFC provides standardized regulations,which are adopted by local governments for application within their communities. (Adoption of the 2012 code will bring fire codes in Elk Grove Village into alignment with the building codes adopted by Community Development.) g. Consideration to adopt Ordinance No. 3480(attached)annexing certain property to the Village and rezoning same in accordance with the Village's Comprehensive Plan and Zoning Map. (The property located on Devon Avenue in unincorporated Cook County,which property is less than sixty(60)acres in size and is wholly bounded by the Village of Elk Grove Village and another municipality. (This property currently is not within the corporate limits of any municipality. (The Mayor and Board of Trustees find and believe it to be in the best interest of the Village that said land and territory be annexed to the Village and be zoned upon annexation.) h. Consideration to adopt Resolution No.4-17(attached)authorizing the Mayor to execute an agreement to continue participation in the Northern Illinois Municipal Electric Cooperative (NIMEC)and authorizing the Village Manager to approve a contract with the lowest cost electricity provider. (TheVillage has used the Northern Illinois Municipal Electric Cooperative(NIMEC) since 2008 to jointly purchase electricity from a third-party vendor in response to the deregulation of this industry in the State of Illinois. (NIMEC is preparing to seek competitive pricing in February or March 2017 for electrical purchase at these locations. (Similar to previous years,the Village is required to accept the market-price bid by the end of the business day. (The Director of Public Works Recommends Approval.) i. Consideration to adopt Resolution No. 5-17(attached)authorizing the Mayor to execute a Letter of Receipt stipulating the terms of an agreement for an application seeking a Cook County Class 6B Property Tax Exemption status pursuant to the Cook County Real Property Classification Ordinance as amended February 15,2006 for certain real estate located at 2250 Lively Blvd. Page 3 of 5 (The Law Offices of Sarnoff&Baccash,on behalf of MLRP 2250 Lively LLC (Applicant) is seeking a Cook County Class 6B Property Tax Exemption for 2250 Lively Blvd. (The Applicant currently owns the property which has been vacant since March of 2013. The subject property consists of an approximately 108,315 square foot building. (The Applicant intends on spending$3,500,000 to improve the building to make it more attractive to an industrial user. Improvements include; relocating loading docks from Lively Street to the north side parking lot; underground detention;extensive facade enhancements, as well as new landscaping and signage. (The goal of Class 6B is to attract new industry,stimulate expansion and retention of existing industry and increase employment opportunities. The eligibility requirements for 6B status are new construction, substantial renovation or buildings that have been vacant for a period of time. (This site qualifies as it involves vacancy for more than twenty-four(24)months without a purchase for value,and significant rehabilitation. (Property approved for Class 6B status allows the owner of the property to have the assessment level lowered for a period of twelve years.The assessment schedule is 10%of fair market value for ten years then 15% in the eleventh year and 20%in the twelfth year. Industrial property is currently assessed at 25%of fair market value in Cook County.
