HomeMy WebLinkAboutBOARD OF HEALTH - 02/19/1997 - MINUTES BOARD OF HEALTH Village of Elk Grove Village February 19, 1997 The regular meeting of the Elk Grove Village Board of Health was called to order at 7:12 P.M. in Meeting Room C, lower level of the Village Hall. The minutes of the January 22, 1997,meeting were approved. 2. Dave Dopp sent a letter of resignation from the Board of Health. He has been a very loyal and valuable member of our Board, and we are sorry to have him leave. Dave works and lives a great distance from Elk Grove Village and finds it difficult to make our meetings. He felt his position would be better filled by someone that could give it more time than he is able to do because of his time constraints. 3. Coordinator's Report Tobacco Ordinance The Tobacco Ordinance was passed at the January 14, 1997, Village Board Meeting. The Police Department will be enforcing the Ordinance including the"sting"operation. Immunization Clinic 96 children were given 178 shots at the January clinic. Future clinics should be heavier because all fifth graders will be required to receive the Hepatitis B series. Immunization records will be logged in the computer so eventually, we will feed into Cook County Department Of Public Health's network. Household Hazardous Waste Day April 19, 1997, is the date selected by the Environmental Protection Agency for the Household Hazardous Waste Day and will be held from 8 - 3 p.m. at the old NIKE Base in Arlington Heights. Arlington Heights, Rolling Meadows, Elk Grove Village and the Water Reclamation District are cooperating on this project. I 1 Blood Drive Our first `week day" Blood Drive will be held on May 1, 1997, on a Thursday evening from 4-8p.m. Extra promotion will be needed to let residents know about this change. 4. Animal Ordinance Proposed changes of the Animal Control Ordinance was discussed by the Board of Health and staff. 1. Change definition of Animal: 6-5-2 Definitions: Animal: Every living creatttre,domestic or wild,other than a human being. 2. Add new definition: 6-5-3 Certain Animals Prohibited. Poisonous Animals: No person shall keep or permit to be kept on his premises any poisonous animal, insect spider. 3. Add new section: 6-5-4 Number of Animals A. It shall be unlawful for any person to keep or harbor more than four(4)of any type or combination of animals over the age of four (4) months within the Village except as may be provided herein. B. It shall be unlawful for any person to keep more than six(6)birds within the Village. C. The limitations of this section shall not apply to fish. D. The limitations of this section shall not apply to property established and zoned as veterinary hospitals, pet shops, kennels or commercial breeders. Because of the addition of this new section subsequent sections would need to change section numbers, i.e. 6-5-4 - DOG AND CAT LICENSES: would change to 6-5-5 DOG AND CAT LICENSES: Animal control ordinances from a number of surrounding communities were reviewed, and used as a basis for our proposed ordinance changes. Mr. DePalma moved to approve changes and additions to the Animal Control Ordinance. Dr. Kelly seconded the motion. It was passed unanimously. 3 1 7. Chairman Christie suggested that the Board of health convene at the Budget hearing on March 4, 1997, at 6:00p.m. in Rooms A, B and C lower level, Village Hall and that this be in lieu of March's meeting. The Board Members were in agreement. The next regular Board of Health Meeting will be held on April 16, 1997.
