Denly Marina Price Society of Bird Breeders Representatives Dennis Price Pam Bemak Daily Herald Jon Davies 1. Minutes of the May 21, 1997,meeting were approved unanimously. 2. Proposed Animal Ordinance Changes Susan Baker moved to recall the recommendation made in May for further discussion. It was seconded by Lois Colaprete. The motion was carried unanimously. The proposed changes to the Animal Code were discussed part by part: a. Revision of definition of"animal'. b. Addition of definitions of"animal shelter"and"animal foster home". c. Addition of new category prohibiting poisonous animals. Page 2 Minutes -6/18/97 d. Addition of new section regarding number of animals per household: (1) Four(4)per household(cats and dogs). (2) Exemption of fish,birds and small mammals. (3) Exempt animal shelters and foster homes. (4) Exempt breeders (hobbyist). (5) Exempt breeders (professional). (6) Exempt vet hospitals,pet shops, etc. (7) Grandfather households currently having more than four(4)pets (8) Ability to rescind exemptions under specific conditions; (a) animals impair value of surrounding property, (b) animals endangered the health and welfare of residents. Dick Penley moved that the items a through d be approved by the Board of Health. John Bosslet seconded the motion. The motion carried by 6 ayes and 3 nays. The proposed ordinance will be presented to the JPZ Committee. Chairman Christie commended Mike Cavallim for doing a masterful job of writing up the proposed changes in the Animal Control Ordinance. 3. The routine reports of the Coordinator, Sanitarians and the Nurse were not discussed. Members did not have any questions. 4. The proposed changes in the Litter and Debris Nuisance Ordinance was presented to the Board of Health. The overall purpose of this change was to give the Health Department stronger enforcement procedures when dealing with property owners that will not clean up debris on their property. It will allow the Health Department, after due process, to hire a company to clean up debris and bill the owner. If the owner does not pay up, a lien will be placed on his/her property. Merril Froney moved that the proposed Debris Ordinance be approved by the Board of Health. The motion was seconded. It was unanimously passed by the Board of Health. It will be passed on to the JPZ Committee for their consideration. The meeting was adjourned at 9:00 PM.
