The minutes of the April 15, 2003 meeting were passed unanimously.
Request to Chance Immunization Clinic
Community Health Nurse Jane Sloger presented a proposal to the Board of Health to change the
immunization clinic from the current fourth Wednesday of the month to the second Wednesday of the
month. The change was proposed for a number of reasons. Clinics in March are sometimes slow due to
school district spring breaks occurring the same week. The IDPH, Immunization Coordinator for Cook
County recommended changing the day. There are several clinics offered the end of the month,but no
clinics the second week of the month. The rthwest Immunization Coalition and school district
nurses serviced by the clinics also recommen e nge.
The change would not occur until January 1, 201 . All parties involved would be notified prior to the
scheduled change. Notifications would go out in A ust/September. It is hoped the change to the
second week of the month will improve service and availability to the community. A motion to
approve the change was made by Ray De Palma, seconded by Dick Scholten. The Board of Health
passed the motion unanimously.
Environmental Health Inspector
Health Services has offered the position of Environmental Health Inspector to Kristen Gonsur. Kristen
is a currently employed by Cook County Health Department. Kristen graduated from Illinois State
University and is an Illinois Licensed Environmental Health Practitioner.
Health & Community Services Secretary
The Village Board and Village manager approved a change to the personnel in the Department of
Health & Community Services. A Senior Clerk position was upgraded to Secretary. Jane Scarpiniti
was appointed to the new position.
Citation Information
A request was made by William Beaupre to provide additional information in the Environmental
Health Inspector reports regarding citations. He asked that when a citation is issued, the reason for
issuing it could also be provided. Presently only the number of citations is listed. In the future the
Health Department will provide the reason for issuing a citation, but will not provide a location and/or
name.
Raccoon Survey
The Cook County Forest Preserve District asked for help from the Health Department to assist in
surveying local raccoons for raccoon roundworm (Baylisascaris procyonis-BP). Health Department
staff will be accompanying a parasitologist from Wheaton College. She will be collecting samples of
droppings (scat) in areas with high raccoon populations. Raccoon roundworm eggs can be ingested by
humans, especially children by, through oral-fecal contamination. Inside the human body they can
migrate to the eye, spinal cord or brain, causing life-threatening complications. Homeowners can
reduce the risk of ingesting raccoon roundworms by properly cleaning up raccoon latrines, areas that
are repeatedly used by a raccoon. Since the eggs are very resilient, boiling water or high heat(flame) is
the safest way to kill egg contaminated surfaces.
Community Blood Drive
LifeSource reported 51 units of blood were collected on 4/26/03.
Explosion at the Senior Apartments
Health and Community Services were at the scene of an explosion at the Grove Apartments on
5/13/03.Health&community Services was notified because of the possible need for temporary shelter
for the displaced tenants. As it turned out family or friends picked up a majority of the tenants, and
only a few required a place to stay. A suspected gas leak caused the explosion.
Operation TOPOFF
Health services played a small roll in the Federal Emergency Drill, or Operation TOPOFF. The Health
Department was involved with ABMC in providing information to the community on a possible
smallpox outbreak.
Computer Electronics
There will be a computer and electronics recycling collection event at the Arlington Heights Motorola
campus on Saturday June 14`h.
New Toter Recvcline System
The new toter-recycling program will start on June 1". Waste Management mailed out brochures last
week with information on the new program.
Employee Wellness Proeram
Eleven employees in the weight lose group continue to meet every Wednesday. A spring wellness walk
is scheduled for May 22"a
West Nile virus-Up Date
The Health Department has begun to receive calls regarding dead birds in the Village. No birds have
been picked up for sampling by the State, but all dead bird locations are reported to the Northwest
Mosquito Abatement District. The resent rains wi.il help to wash away the eggs of mosquitoes that can
carry the West Nile virus, but have increased the number, and complaints, of floodwater mosquitoes.
Toxic Waste Dumps
On May 14', Channel 5(NBC) local news ran a report entitled " What's In Your Back Yard". The
report stated that there were thousands of contaminated sites, involving toxic chemicals, near homes in
suburban Cook County. The report went on to say that there were 203 companies in the 60007 area
code in Illinois EPA clean-up programs. The report also stated that water in many communities was
also contaminated. What they did not say was their list of toxic waste sites is just a list of Elk Grove
companies that have filed a plan with the IEPA to clean up any hazardous waste should a spill occur.
The Elk Grove Fire Department has contacted Channel 5 regarding their inaccuracies.
ARMC-Certificate of Need
ABMC has requested the Village to send letters to our State legislators asking them to not back SB
1332,which allows regulations that oversee the process for Certificate of Need to expire. Allowing the
Certificate of Need to expire could open the area to specialized clinics that would not be required to
handle the indigent or difficult to treat patient. This information was given to the Village Managers
Office.
