Because of the continuing uncertainties of the ongoing economic downturn all departments were requested to keep their budgets equal to or lower than last years fiscal budget. The Department of Health & Community Services is submitting a budget that is (0.17%) less than the 2002-2003 funding level. Community Services budget reflects a(9.8%) decrease in projected spending. The Solid Waste and Recycling budget is (18.83%) lower for 2003-2004. These numbers might change slightly pending further review by the Village Manager. Capital outlays in this budget include the purchase of two (2) computers for the Environmental Health Inspectors. The Board of Health voted unanimously to approve the 2003-2004 budget submitted by the Director of Health & Community Services. 66 Forest Lane- Up Date On December 17, 2002, the Illinois Department of Public Health (IDPH), Environmental Toxicologist conducted another test to determine mercury levels in the home a 66 Forest Lane. The mercury testing device utilized by IDPH provided a more accurate measure of mercury levels in the home. The result showed mercury concentrations in the home were below clearance levels, and consequently no mercury clean up was required. Remediation of the home was allowed to continue. Residential Underground Heating Oil Tanks On November 21, 2002 the Village sent out letters to all residents north of Elk Grove Boulevard regarding underground fuel oil tanks. The letter informed homeowners of the possibility that abandoned heating oil tanks on their properties could still be a potential hazard if oil remains in the tanks. The letter went on to educate homeowners of the signs that a fuel oil tank was still present and/or might still contain oil. Finally if the homeowners felt a problem existed they could contact the Fire Department for help. Resignation of Dr. Charles Bovaiian Dr. Charles Boyajian tendered his resignation from the Board of Health affective January 1, 2002. Dr. Boyajian was appointed to the Board of Health on October 22, 1991. The Health Coordinator will prepare a letter of thanks to Dr. Boyajian. Fall Flu Clinic Schedule Health Services administered a total of 1,713 flu shots, 203 to employees and 1,510 to residents. Employee Wellness Program 51 employees attended the"Holiday Turkey Chili Luncheon"on December 12`h. The "Employee Wellness 2002"program came to and end. The program averaged about 9 employees participating on a quarterly basis. The Wellness Committee met to discuss 2003 activities. They will be conducting a survey to help develop programs for the new year. The Committee will be holding more "lunch provided" activities. The ever popular"Wellness Walk"may be expanded to include a spring or summer walk. West Nile virus Presentation On December 11` the Director of Health & Community Services and Environmental Health Inspector attended a presentation at the library put on by Elk Grove High School students regarding the West Nile virus problem in Illinois. The presentation took place at the library. The Director would like to invite the students to do a Channel 6 presentation in the spring to get the message out about West Nile virus to the entire community. January Blood Drives The first of four blood drives scheduled for 2003 will be held on Saturday, January 25`h from 8:OOAM to 12:OO1?M. New Recycling System The Village will be implementing a new recycling system sometime this year. Residents will be provided with a 65gallon container similar to the 90gallon container utilized for garbage/yard waste. This would double the present recycling capacity and keep recyclables from getting wet and/or becoming a litter problem. The containers are also wheeled so getting the recycables to the curb will be easier for residents. There will be an extra$1.00/month charge to the residential garbage bills.
