The minutes of the August 20, 2003 meeting were passed unanimously.
Rose Garden Restaurant
The Director of Health & Community Services presented a history of the enforcement
action taken by the Health Department at the Rose Garden Restaurant. The restaurant
continues to show improvement in their food handling and sanitation procedures. On
September 3`' they appeared in court on a number of citations issued for their failure to
corrected repeated critical violations. The case was continued until October 6`h due to
current enforcement actions taken by the'Village.
New Inspection Policy Proposal
The Director of Health & Community Services proposed a change to the current Food
Service and Retail Food Store Sanitation Code. The change would require any food
establishment/retail food store receiving a sanitation score of below sixty to cease all
food operations or operations in a specific area until all critical violations are corrected.
Depending on the severity of the violations, the food establishment/retail food store could
also be closed immediately. The determination would be at the discretion of the
Environmental Health Inspector(s). The ordinance change would also require any food
establishment/retail food store recording back-to-back scores of below sixty to appear at a
hearing conducted by the Village Attorney and Health Department, at which time their
permit to operate could be suspended. The Board of Health passed a motion by Merrill
Froney, seconded by Tem Dill to approve the proposed changes to the Village Code by
the Director of Health & Community Services. The proposed amendments will be passed

New Board of Health Member
Dr. Castillo is scheduled to be sworn in as a member of the Elk Grove Board of Health by
Mayor Johnson at the next regularly scheduled Village Board meeting.
New Recycline System
Waste Management is in the final stages of switching out the new recycling toters at the
single-family attached residences (condos, townhomes, etc.). The large 64gallon toter is
being switched out for a smaller 35gallori toter.
Employee Wellness Proeram
On September 18` the Employee Wellness Committee will sponsor an "Employee
Wellness Fair". Employees will be provided with information on a number of health
related topics. A number of health screenings will also be provided.
West Nile Virus-Up Date
The Health Department sent a blue jay to the Illinois Department of Public Health to test
for the West Nile virus. It was found alive at a home on Parkview Circle. Test results
were not yet available. As of September I lth a total of 10 cases of West Nile virus were
reported in the State. No deaths were reported. The mountain states appear to be the
hardest hit this year.
Household Hazardous Waste Collections
A copy of the Fall Illinois Environmental Protection Agency Household Hazardous
Waste Collection was distributed to the Board of Health.
Handwashina Drive
In light of the foodborne outbreak (Salmonella) that occurred at a Chili's Restaurant in
Lake County, the Health Department will be the increasing awareness of proper
handwashing at all food service establishments. The Environmental Health Inspectors
will be watching for proper handwashing procedures, providing handwashing
information, and conducting inservice training on handwashing during their inspections.
