HomeMy WebLinkAboutCAPITAL IMPROVEMENTS - 02/05/1980 - 6 - -s Minutes Capital Improvements Committee February 5, 1980 The meeting of the Capital Improvements Committee was called to order by Chairman Tosto at 7:00 p.m. on Tuesday, February 5, 1980 in the Trustee's Conference Room. Peter Kaleta Director of Public Works Jack Andrews Supt. of Street & Veh. Maint. The purpose of the meeting was to discuss the report prepared by the Village Engineer and Director of Public Works as to various alternatives in handling the problem of maintaining the drainage ditches located in the Industrail Park. This report was initiated as a result of the proposed improvement to Nicholas Blvd. As presently designed, there will to no changes made to the grades or capacity of the exciting ditches that convey the storm water from Nicholas Blvd. As a result there will be continued drainage problems in the area. A number of different methods were discussed to resolve the problem of maintaining the ditches; they were as follows: 1) Re-establishing the grades and improving the existing ditches with riprap , paved inverts and/or sodded side slopes. This work could be performed totally by an outside contractor or partially by the Village (cleaning) and partially by a contractor (re-building) . The additional manpower and equipment necessary to accomplish this work by the Village would cost approximately $260,000.00. 2) Installation of three storm water lift stations to pump. the storm water away from Nicholas Blvd. This is a short term solution and would leave the problem of maintaining the ditches, still in the hands of the individual property owners. 3) Use of equipment and R.O.W. from the Northwestern Railroad to clean the drainage ditches adjacent to the railroad tracks . The following is a proposed list for financing this work: 1) Establishment of a Drainage District 2) Establishment of a Special Taxing District 3) Using Village equipment and manpower on a cost per lineal foot basis. Minutes , Capital Improvements Committee February 5,1980 The Village Engineer will discuss the possibility of the first two items with the Village Attorney. Finally, there was some discussion on the consequences of cleaning the ditches; specifically, would there be an increase in flows through the downstream areas outside of the Industrial Park? Since only the ditches would be cleaned and improved, and the size of the outlet pipe underneath Elmhurst Road would not be changed, there would not be any additional flows east of Elmhurst Road. The newly cleaned ditches would provide storage capacity and would decrease the water standing in the streets. As soon as the necessary information is obtained, another meeting will be held to discuss further action on the drainage ditches. Prepared by H.
