6. CONSENT AGENDA
A) Consideration of a request (attached) from Alexian Brothers Medical Center to
waive permit fees in the amount of $59,286.50 for their utility relocation
construction project at the Medical Center.
(It has been past practice of the Village Board to grant fee waivers to
Alexian Brothers Medical Center as a not-for-profit entity.
(A report from the Director of Engineering & Community Development,
recommending approval, is attached.)
B) Consideration of a request (attached) from St. Julian Eymard Parish for a
Temporary Liquor License and a waiver of the fees associated with the license
for a fundraiser event to be held.on Friday,February 24.
(It has been past practice: of the Village Board to grant fee waivers for
governmental and non-profit organizations.
(A report from the Village;Clerk,recommending approval, is attached.)
C) Consideration of a request (attached) from the Children's Advocacy Center of
Northwest Cook County for a payment of dues in the amount of$4,000.
(The Children's Advocacy Center assists and supports children and
families victimized by sexual abuse. The center works in conjunction with law
enforcement agencies to provide technical assistance.
(The Police Department has used this service in the past and finds it to be
beneficial to the Village. During the 2005 calendar year, the Police Department
utilized 217 hours of service time from the Children's Advocacy Center for
thirty-eight(38) victims and families.
(A report from the Chief of Police,recommending approval, is attached.)

D) Consideration to authorize Police Sergeant Keith Wilcox to attend the
Northwestern University Center for Public Safety's School of Police Staff and
Command from February 20 to June 30, 2006 at an estimated cost of$3,149.70.
(Northwestern University provides a 10-week training program for law
enforcement employees entering management and supervisory positions. Elk
Grove Village has standardized on sending its Police Sergeants to this training
program.)
E) Consideration to adopt Resolution No. 4-06 (attached) determining the
appropriateness for Class 6B status pursuant to the Cook County Real Property
Classification Ordinance as amended January 1, 2000 for certain real estate
located at 1850 Arthur Avenue.
(International Airport Centers initially received support for a Class 6B for
the purchase of this site,which had been vacant for a period of time. They have
since decided to demolish this building and construct a new one in its place.
(This resolution would be revising and replacing Resolution No. 62-05.
(This will represent an investment in the community of over $5 million
and will create 50 new jobs.
(Eligibility requirements for 6B status are new construction, substantial
renovation or purchase of buildings that have been vacant for a period of time.
This qualifies as it is new construction.
(The 6B property tax incentive allows a property tax assessment reduction
from 36% to 16%of fair market value for a twelve-year period.
(A report from the Economic Development Coordinator and a letter from
the applicant are attached.)
F) Consideration to adopt Resolution No. 5-06 (attached) authorizing
releasetretention of Executive Session minutes of the Village of Elk Grove
Village.
(This item authorizes the release of executive session minutes from May
25, 2004 through December 14;, 2004.)
G) Consideration to adopt Resolution No. 6-06 (attached) authorizing the
disposition of audio or video recordings of closed meetings sessions.
(This item authorizes the disposition of audio or video recordings of
closed meetings sessions from January 2004 through June 2004.)

H) Consideration of following request from District 214:
• to adopt Ordinance No 3067, granting an Administrative Special Use Permit
to Township High School District 214 permitting the installation of a non-
commercial telecommunications antenna at Elk Grove High School at a
height of 95 feet to provide voice and data communications to Elk Grove
High School; and,
• to waive the necessary permit fees associated with the installation of the
antenna.
(Elk Grove High School currently has installed a small, non-commercial,
65-foot high antenna to receive voice and data communications provided from
the District 214 offices in Arlington Heights. That antenna has been in place for
the past 10 years. Due to the growth of trees over the past 10 years, the antenna
needs to be removed and replaced with a small antenna at a height of 95 feet.
(The Village requires a Special Use Permit for telecommunications
antennas at the height proposed by the District. However, as the antenna is of a
non-commercial nature designed solely to further the governmental mission of
District 214, an Administrative Special Use permit is recommended. This
maintains the Village's requirement for a Special Use Permit without impacting
the mission of the District.
(The new antenna will remain small, and the Administrative Special Use
Permit will preclude a commercial carrier from installing a large cellular style
antenna at the High School.)
1) Consideration to adopt Ordinance No. 3068 (attached) amending Section 6-3-6-
4:3 Towing Fees of the Village Code establishing fees for the towing of vehicles
as directed by the Police Department.
(Every year the Police Department meets with the owners of the towing
companies to discuss fees associated with Police tows, in order to keep costs
fair and consistent for the towing companies and citizens.
(Fee increases are only granted when such increases are found to be in line
with towing service fees in surrounding communities.
(This language change replaces putting actual dollar amounts into the
ordinance with more generic language that does not have to be changed every
time there is a fee change.
(A report from the Deputy Chief of Police, recommending approval, is
attached.)
7) Consideration to adopt Ordinance No. 3069 (attached) granting a Special Use
permit for the installation of a wireless telecommunications facility which
would exceed the maximum allowable 10' height limit on property located at
121 Northwest Point Boulevard.

I. ZBA Docket 06-1 — Direct the Village Attorney to prepare an Ordinance
granting a variation to the Zoning Ordinance for installation of a cellular
equipment shelter by Verizon Wireless that exceeds the maximum
allowable 10 foot height limit by extending 14 feet up from the roof of the
Sheraton Hotel at 121 Northwest Point Boulevard, Elk Grove Village,
Illinois.

K) Consideration to adopt Resolution No 7-06 authorizing the Mayor to execute
the 2006 Amended and Restated Intergovernmental Agreement providing for
the Planning, Development, and Operation of the Abraham Lincoln National
Airport and the Creation of the Abraham Lincoln National Airport
Commission.
(The 2006 Agreement updates the previous agreement for the development of
a South Suburban Airport. It further authorizes the creation of the Abraham
Lincoln National Airport Commission and provides for the operating
guidelines of that Commission)
