HomeMy WebLinkAboutCAPITAL IMPROVEMENTS - 05/12/1980 - I�J' Minutes Capital Improvements Committee May 12, 1980 The meeting of the Capital Improvements Committee was called to order by Chairman Tosto at 6:30 p.m. on Monday, May 12, 1980 in the Trustee's Conference Room. Members Present: Staff Present: Tosto, Michael Chairman H. Peter Kaleta, Dir. of Public Works Garr, Lee Jack Andrews , Supt. of Streets & Veh. Maint. Hauser, Edward Harvey Goeddeke, Foreman Street Dept. The Committee met with the staff to review the streets that were resurfaced in 1978 to see how the asphalt that was placed in the gutter has held up. In reviewing Biesterfield Road near White Trail , South Glenn Trail , Tonne Road north bound, it was the consensus of the Committee that overlaying the asphalt on the gutter has held up in 90 to 95% of the areas. As a result the Committee's recommendation is to overlay the gutters in lieu of milling this year. Staff will also be reviewing the economics of purchasing a milling machine versus contracting the work, due to the increasing amounts of milling that will be comming up in future years. Finally the $30,000 in the 1980 Street Program, which was to be used for milling will be used to replace curbs and sidewalk in the Industrial area. The formal resolution outlining the 1980 Street Program will be available at the next Village Board Meeting on May 27, 1980. Prepared by H. SUBJECT: Disposing bf Asphalt For your information last fall , 14 tons or two truck loads of asphalt was disposed of in the rear yard of the Public Works Garage at 666 Landmeier Road. The asphalt was originally to be used with the Cutler Repaving machine for street pavement resurfacing. Due to a problem with fuel (propane) for the Cutler repaver, the machine was shut down. We had two trucks loaded with hot asphalt that was to be fed into the paver. Without the paver operating, we had no choice but to dispose of the asphalt. Note: The aspahlt must be hot enough to assure proper asphalt viscosity for paving, rolling and compaction. If the asphalt cools off, it is useless because it starts to set up and becomes rigid and hard. We would not be able to use it at all . If left in the trucks , it would be very difficult to get out. Knowing this kind of situation could come up from time to time, I had included in the specifications to bidders that the contractor will be responsible to pay or make adjustments in his billing for any asphalt that would have to be disposed of if for any reason his machine would break down. We deducted $126.35 from Cutler's bill . This was for one truck load that we disposed of. We had Cutler's tack truck at no cost, to spray emulsion on the driveway and parking areas at Well House #2 and 666 Landmeier Road prior to the village crews paving over the areas . this made up for the second load we had to get rid of. From time to time asphalt is disposed of due to other reasons such as: 1) Starts to rain 2) When patching or resurfacing is completed we might have 1/4 or 1/2 ton of asphalt left in the truck. It is better to be a little over in estimating asphalt quantity than short. We usually will dump the asphalt in the rear of the garage and use it for fill prior to building the salt bins or additional parking or storage areas. The asphalt is not normally wasted.
