Members Present Staff Present Michael Tosto Gary Parrin Lee Garr Jack Andrews Edward Hauser Others Steve Halberg, Park District Stanley Jachec, Otis Associates The first matter of discussion was the requested change to the siding tox__t.he_public works garage. wA " Mr . Jachec reported that a technical review of the siding revealed that it did not meet specifications. Problems with the siding included inadequate gauge of aluminium, lack of rubber weather stripping and inade- quate wind resistance. The General Contractor failed to advise the Village that the siding did not meet Village specifications. The General Contractor provided the Village a $10 ,000 credit for the siding when the contract was awarded but it has subsequently been determined that this alternate siding was not "an equal" to the siding specified by the Village. Mr . Garr suggested that the Village utilize the specified siding for the public works garage. Mr. Hauser and Mr. Tosto agreed. The $10 ,000 credit to the Village for the substitute siding will have to be re-assigned to the General Contractor. The General Contractor, however,will be responsible for any costs incurred above the $10 ,000 in order to acquire siding that conforms to the original Village specifications. Mr. Tosto requested that the reassignment of the $10 ,000 .back to the contractor be on the May 27, 1980 Agenda. Mr . Jachec then addressed the Committee on whether the Village should spend an additional $5,000 to provide further warranty for the public works garage roof . He recommended that the Village not spend the $5,000 .00. The materials used in the construction of t e roo (coal tar) , the pitch of the roof and the other specifications for construction are sufficient to ensure a 15-20 year life for the roof (if not longer) before the roof requires maintenance . The Committee agreed that the expenditure is not warranted. In addition, the warranty is for materials and workmanship only - it does not protect against wind damage, ice , snow, weathering, etc. . . .continued -2- Mr. Jachec noted that he will supervise the installa- tion of the roofing materials. The last item discussed was the installation of public improvements. The May 9, 1980 memo prepared by Gary Parrin was discussed. . The Committee agreed that the Village Attorney should draft an ordinance which would amend the Subdivision Control Ordinance to state conditions under which the Village would request developers to complete public improvements in a diligent and timely manner. Mr. Hauser expressed concern that the ordinance would require improvements to be completed when either the Village does not yet want ownership, or when the developer is least able to complete the construction due to economic conditions. The ordinance should note that completion of the improvements should only occur when there is a definite and actual need by the Village for them. The Committee will comment further on this matter after the Village Attorney submits the draft ordinance. Cech, illage Engineer SUBJECT: Proposed Revised Ordinance - TREES The following comments are for insertion for the proposed revised ordinance on Trees: TREES (amended) : A) Requirements as to number, location and type: Street trees shall be planted throughout the entire residential subdivision, and commercial establishments within residential tS areas. Such trees shall be planted in the parkways not less than four feet from any sidewalk or curb- where the parkway between the sidewalk and the curb is less than eight-feet wide, the trees shall be planted on the lots. The trees shall be spaced not more than fifty-feet apart, and not less than one per lot. At street corners, trees shall be located at least twenty-feet from the intersection of street right-of-way lines. All trees shall be balled and burlapped. The minimum trunkp diameter of all trees, measured at a height of six-inches above �b� finished ground level, shall be 2.5-inches. ♦. If after one full growing season, all trees not in a vigorous growing condition, as determined by the Village Engineer, shall be replaced during the next succeeding planting season. The Village Engineer shall be notified in writing by December 1, of all trees planted during the previous year; this information shall include the lot numbers and types of trees planted on each lot. /_4A The Village Engineer shall also be notified between August 1 andSeptember 1 of the year following planting of such trees that the k guarantee period will be ending. a 1 of 2 G. E. Parrin - continued - 7-8-80 C) Variety: No more than twenty-percent of all trees planted within a sub- division shall be of the same type, unless prior approval is given by the Village Engineer. Trees of any one type shall be dispersed equally throughout the subdivision or commercial area.
