Kaleta, Director - PW Edward Hauser Tom Cech, Village Engineer Others: Paul McElroy, Elk Grove Herald Ross Mossman, Troy Company Inc. 1700 Nicholas Blvd. (EGV) KENT STREET: Tom Cech, Village Engineer presented the proposed alignment of Kent Street, across the Commonwealth Edison Company right-of-way between the existing end of Kent Street in Oakton Industrial Park, south of Oakton and the North end of Perrie Drive, located as part of the Regency Square Development. Per Annexation Agreetment between the two developers,. they are required to install the connecting portion across the Commonwealth Edison right-of-way at their own expense thus insuring that emergency vehicles will have quick access between Oakton and Land- Meier. However, a number of problems have developed for the construction of the road. The available right-of-way is not in straight alignment, thus resulting in a limited area for the construction of the roadway and sidewalks. The Village Engineer recommended that the roadway be constructed with a sidewalk on one side only. After considerable discussion among the committee members, it was recommended that the Village Engineer research the possibility of obtaining additional easement for placement of the sidewalk on both sides of the right-of-way. Another problem, is that the Illinois Commerce Commission requires a minimum distance between pavement and high tension wires (which the roadway goes under) . The developers had initially intended to raise the transmission towers, however, due to being close to O'Hare, the FAA would not allow the towers to be raised. The only option available to the developers was then to lower the road,which would cause the pave- ment surface to be flooded during severe rain storms. Since the pave- ment would be susceptible to flooding, the Village Engineer was instructed to insure that during design, proper safe-guards were taken to insure that the roadway would not deteriorate as a result of any flooding condition. 1 of 3 - continued - 9-19-80 The committee discussed the possibility of not including this portion of Kent Street and leaving the two roadways as dead-ends. It appears there may be sufficient right-of-way available to develop a limited cul-de-sac at the North end of Perrie Drive similar to what we presently have at the East end of Walter Avenue. However, this type of solution could not be used at the end of Kent Street, due to the area being presently developed and no available land exists for any type size of cul-de-sac. As soon as the Village Engineer obtains the additional information regarding the available easements for the sidewalk area, the committee will make a recommendation for the extension of Kent Street. ROHLWING ROAD: After reviewing the information provided, the committee unanimously concurred with the recommendation of extending Rohlwing Road North over the existing gravel pit, continuing North to Schaumburg Road and/or Higgins Road. Based on the preliminary discussion and information available the majority of the committee concurred with the extension of Schaumburg Road to I-290 and then continue to an interchange at this point, and then continue through the Forest Preserves and ultimately connecting somewhere at Biesterfield Road. However, the committee is skeptical as to whether such a project would be ever undertaken. NICHOLAS BOULEVARD: The committee was presented with information from the Director of Public Works, indicating that the cost to clean the drainage ditches, which discharge into and away from Nicholas Boulevard, would cost approximately $65.00 per lineal foot. Specifically to clean those private drainage ditches behind the properties along the South side of Lunt Avenue, Nicholas Boulevard and Elmhurst Road, would cost approximately $156,000.00, based on the fact that the ditch length is approximately 2,400-feet long. This ditch cleaning would immediately resolve the flooding problem associated with Lunt Avenue and Nicholas Boulevard. Another alternative which was submitted to the committee previously, is to purchase ditch cleaning equipment, trucks, and hire additional manpower at an approximate cost to the Village of $26.00 per lineal foot. After reviewing the two alternatives it was the committee's recommendation that it be indicated in the ditch cleaning program, that the work be done on a contract basis for two reasons - a - Larger areas of the Village could be done by contracting the work with a number of different contractors simultaneously. b - Contracting would relieve the Village of hiring additional people. The Committee Chairman requested that the Village Attorney attend 2 of 3 continued - 9-19-80 the next Capital Improvements Committee meeting to recommend the best method of financing the proposed ditch cleaning program. Once the method of financing has been discussed and approved by the committee, a recommendation will be made to the Village Board for their concurrence. Submitted by: 7� � H.
