Trustee Tosto, Committee Chairman, asked Tom Cech, Village Engineer, to present his report concerning the drainage problem in the Nicholas Boulevard area. His report and a map indicat- ing the problem area and watersheds are attached. In summary, Cech's six points, based on his preliminary assessments, were as follows: 1) Blockage of the drainage ditches does exist. The blockage is in the forms of vegetation, silt and various types of debris. The worst area is along Nicholas Blvd. , south of Lunt for about 800-feet. 2) The pipe under Elmhurst Road has a 30-inch diameter. Engineer Cech has estimated that this is not large enough to sufficiently handle the needs of the area (230 acres discharge through this point) . Enlarging that pipe or adding an additional pipe under Elmhurst Road would require permission from the State of Illinois. In Cech's estimation this would not be likely. Present State requirements, require that the downstream property owner's agree to any additional water before the additional storm pipes are installed. 3) The problem area is extremely flat. With a minimum grade to drain the area, there is presently a four-foot drop from Nicholas Blvd. to the 30-inch pipe under Elmhurst Road. Engineer Cech located some under- sized culverts and culverts at improper elevations. Currently the three-feet of silt makes drainage next to impossible. 4) There exists a flooding problem in the area farther east of our problem area; the downstream has insufficient capacity to handle any more of our water. 5) The watershed area tributary to the 30-inch pipe under Elmhurst Road drains most of Nicholas Blvd. 1 of 3 i continued - 6) The problem area boundaries are determined to be the two water- shed areas as are indicated on the attached map. Trustee Tosto queried as to whether or not the area had ever sufficiently drained. Lestor Lawrence of Lawrence Foods, Inc. said that it hadn't ever drained properly.. Tom Cech stated that if the entire ditch were cleaned, the area would drain but that the process would be slow due to the flatness of the area and the small pipe under Elmhurst Road. Maintenance would be expensive as silt build up would be/continuous problem. According to Village Engineer Cech, the original development plans indicate that a much larger pipe was apparently placed under Elmhurst Road. As best as he has determined thus far, the State replaced that pipe with the current 30-inch one when reconstruction of Elmhurst Road occurred. No reason for this alteration is apparent. Tom Cech was charged with checking into the matter by Trustee Tosto. As suggested by Trustee Carr, the Village may have the right to re-establish the larger size pipe. Also, Cech was asked to determine whether the area east could handle increased water. In reply to Lawrence's question as to whether or not the larger pipe would have eliminated the current problem, Cech said that it would have taken away most if not all of the problem as the original pipe had twice the current capacity. Russ Mossman of Troy Co. , Inc. , identified his immediate problem as that of having a flooded dock and deliveries could not be made to his business. It was the recommendation of the Committee to take care of this severe problem as soon as possible by cleaning approximately 800-1000-ft. of private ditch between Pratt and Lunt Avenues, east of Nicholas Blvd. The Department of Public Works was directed to continue assisting Mr. Mossman until the ditch is cleaned. Pete Kaleta, Director of Public Works has an estimate from one contractor of $52,000 - $65,000 or $65.00 per foot to do the ditch cleaning. The real determinant of the cost would be how far the successful contractor would have to haul the debris. Trustee Tosto directed Pete Kaleta to consult with the Village Attorney to determine if this cost would be recaptured in the special taxing district package. Chairman Tosto will recommend that the Village Board allocate funds to clean the approximately 800-1000-ft. of private ditch at the next Village Board Meeting. Possible long term solutions to alleviate the ditch problem are: 1) clean ditches; 2) increase capacity of pipe under Elmhurst Rd; 3) create detention basins in the industrial park area to alleviate flooding problems. Trustee Tosto closed the meeting with the suggestion that the drainage problem be handled in two steps: 1) clean the 800-1000-ft. of private ditches immediately to eliminate flooding on Nicholas Blvd; 2) after the village Engineer obtains additional information regarding the existing 30-inch storm sewer under Elmhurst Road, authorize a 2 of 2 i - continued - detailed Engineering Study of the 230 acres, to make the necessary improvements to decrease flooding in the area. Chairman Tosto stated that the Committee will continue to pursue the matter until the problem is resolved. Submitted by: R.
