CAPITAL IMPROVE ENTS COMMITTEE MEETING

Trustee Tosto , Committee Chairman , opened the meeting at 7 : 05 P . M. ,
by welcoming the three representatives of RJN Environomental Associates ,
and by requesting that they begin their presentation on the Sewer
System Evaluation Survey ( SSES) .
With the use of charts , graphs and enlarged sewer atlas prints ,
Richard Noqaj and Rick Nelson indicated the three phases of the
EPA Construction Grants program with their recommended time schedule
table and costs . A copy is attached .
Trouble areas in the sanitary sewer system were identified on the
large print of the sewer atlas . Trustee Garr asked whether costs
listed were in 1981 dollars . RJN President Richard Nogaj responded
that they were . The RJN representatives were queried by Trustee Tosto
about the $650 .00 approximate cost cited to remove illegal sump pumps .
That cost was derived , according to Richard Nelson , from contractor
estimates to not only un- lap illegal sump pumps , but to re-direct the
waterflow so that an illegal hook-up of the pump would not be likely
to occur in the future .
It was ,stressed that the Federal Government is supplying the grant
monies so that communities could repair , replace or expand their
sewer system to an adequate level and then the communities themselves
would continue their maintenance in an effective and orderly manner
in the future . Of the approximately $3 . 8 million dollars of capital
costs projected , only $ 1 . 6 million would be Elk Grove Village ' s con-
tribution .
Trustee Tosto adjourned the meeting at 8 :00 P . M . , and apologized
for the brevity of the time allowed for the SSES presentation and
discussion . He explained that the committee were required at
another meeting .
