Ass't.fPublic Works The meeting began at 7:00 p.m. by action of the Committee Chairman, Trustee Tosto. The first item on the Agenda was the possible extension of Kent Street south to Perrie Drive. Village Engineer, Tom Cech, with the use of an aerial print explained the proposed extension of Kent Street. The elevation of the pavement at the end of Kent Street is 7-inches higher than the elevation of the pavement at the end of Perrie Drive. The road would go toward the northwest from Perrie Drive through a deep drop; with a slope about 4% in order to provide enough clearance under the overhead utility lines; and require extra drain work to lessen the possibility of flooding at its lowest point. In asking, whether the street widths varied, Trustee Hauser brought out the fact that the extension would need to be tapered toward one another. Kent St. is 40-feet back to back and Perrie Drive is 28-feet back to back. If the extension of Kent St. is declared necessary by the Village Board, the developers in that area, McLennan and Bianco have worked out an agreement, each agreeing to pay 50% of the costs incurred. A sidewalk can easily be placed on the west side of the extension. However, a problem exists in placing a sidewalk on the east side. Property currently owned by FDC Drafting Aides Corporation, 360 Bonnie Lane, would have to be purchased by the Village for use as right-of-way,at fair market price. The owner feels that $4500.00 is a fair market price for a parcel of land approximately 1,790 sq. ft. Tom Cech stated that the extra property is not necessary for the actual road but only for placement of a sidewalk on the east side of the Kent Street extended. He further detailed that even with the extra property, a sidewalk would be extremely difficult and very expensive to construct since a retaining wall would be necessary due to the severe slope of the land along that portion of the R.O.W. The Committee debated on the relative merits of extending Kent Street; Trustee Tosto stated that the extension would open up the area for improved access of emergency vehicles as well as add to the convenience of those who live and/or work in the area. Upon asking the Fire Chief recently, Trustee Ed Hauser was told that the extension would not make any significant improvement in response time. Trustee Tosto contendedthatas the northwest wind is the prevailing wind in the area, a major fire could block the single access route. Questions on ease of snow plowing and street sweeping 7 of 3 continued - were answered by Jack Andrews, Supt. of Streets. Both activities would be more easily done through the extension rather than with the present situation of two dead-ends. Also, as industrial traffic(vehicles of more than 5-tons) is prohibited, the residents along Perrie Drive would not suffer from industrial traffic. Trustee Garr expressed concern over possible ice hazards due to the dip in the road, to stay under the transmission lines, as required by ICC regulations. This occurrence would be rare and handled with proper drainage and salting procedures according to Pete Kaleta, Director , of Public Works. All members of the committee agreed that the entire stretch of road is unattractive. Trustee Hauser also expressed concern on its possible use as a "Grand Prix" by youth driving at high speeds. Tom Cech recommended that the sidewalk on the east side of the extension be deleted from the plan because - 1) The limited use a sidewalk would provide in that area of the Village and relative availability of safety and convenience with the sidewalk on the west side of the street; 2) The added difficulty and expense that building a sidewalk on the east side would cause the developer. Upon Trustee Garr's suggestion, the whole matter will be brought before the whole Board for their consideration. The majority opinion (Trustees' Tosto and Garr) of the Capital Improvements Committee is to recommend the Kent Street extension without a sidewalk on the east side for approval of the village Board. Depending on the difference in elevations between the present southend of KentStreet and the present north end of Perrie Drive, Trustee Hauser may drop his minority stance and agree with the Committee's recommendation. At 7:95 p.m. the Committee turned its attention to the MFT (Motor Fuels Tax) Street Maintenance Program recommended by the Public Works Department. A question about recent work on Wellington Avenue was asked by Trustee Garr. Jack Andrews replied that the work done in 1978 was a temporary, cosmetic measure to "hold" the street for two to four years. This is a result of an extremely poor sub-grade. 'Trustee Hauser requested a clearer definition of re-Construction. Mr. Kaleta responded that some small areas of the road would have to be excavated to a depth of between three to four feet but not the entire length. Core samples would need to be taken, specificatons would have to be written by the Engineering Department, and we would then seek bids for the proposed work. Questions about the use of the consulting firm of Novak & Dempsey a few years ago were raised. At that time Staff dis- agreed with some of their recormnendations. According to Pete Kaleta, the cost of their service is not justified as street assessmonts can be accomplished in-house. Trustee Garr asked whether a lot of milling would be done this year? Only Louis and Jarvis will be milled as they, along with Howard and Brummell have extraordinary asphalt build up that is above the gutter by 1 to 1'S inches as a result of a design .standard transition period between 1968 2 of 3 continued - through 1973. The bulk of street program work will be done in the area bounded on the north by Landmeier, on the south by Oakton, on the west by Arlington Heights Road, and on the east by Wildwood. Streets done the same year have different rates of wear depending on traffic use. Ed Hauser indicated that streets in Section 19 are beginning to show wear. According to Jack Andrews, they will be patched this summer and will be looked at for next years planning in determining the 1982 MFT program. Pete Kaleta stated that work on storm sewers has already begun so that , those areas will be completed with sewer repairs before road work begins. No slurry seal will be done this year as only two cul-de-sacs need the treatment and such a small amount of work is not enough for a contractor to bid on. Pete Kaleta explained that MFT funds are based on Village population figures, at about $10 - $12 per person, per year. He reflected that 1) costs will increase each year; 2) the area to maintain will increase; 3) the money in the MFT program may start decreasing unless the State formula is changed. Corporate funds may have to be used in five or ten years to maintain streets within the industrial areas. The Committee agreed with Jack Andrews' recommendation that an alternate bid be sought for concrete rather than asphalt materials used on Wellington between 8iesterfield and Banbury. And also, that an alternative on hauling asphalt would be included when we go out to bid on the repaving contract. Trustee Tosto asked about possible carriage walk alterations to prevent trucks in the industrial park from breaking up curbs. Jack Andrews noted the extremely high cost of $373,829.00 involved in an area making up only 35% of the entire industrial park. The Committee also directed Staff to only patch and not improve Cosman Road until the Forest Preserve question is answered. The meeting was adjourned at 8: 15 p.m. Respectfully submitted: Robin A. Peter Kaleta, Dor. - Public Works SUBJECT: 1981 Street Maintenancu Proyram I have reviewed the attached recommendation from the Superintendent of Streets for the 1981 street Maintenance Program. The program as presented by Mr. Andrews is actually two different programs, i.e. one is maintenance and the second is construction or reconstruction. Since the construction portion wi.Jl require preparation of plads and specifications, and then be reviewed and approved by the ' Illinois Department of Transportation, prior to bi ing, I am re- moving those streets which were to be repaved this year. They will be scheduled for next year as there would not be sufficient time to complete both construction and maintenance within the same construction season. These streets are - Tanglewood - Gruunbriar - Landmeier Wildwood - Germaine The Engineering Department will prepare the necessary plans and specifications for the following three storm sewer improvements at: Tanglewood s Greenbriar . . . . . . . $24,576 Landmaier from Wildwuod to Greenbriar . . . . . . . $83,551 Germaine 6 Wildwuud . . . . . . . $12,218 Total cost for three locations . . . . . . .$120,345 The reconstruction of Wellington from 8iesterfield to Banbury, also would not be part of the Maintenance Program, since it will involve plans and specifications for rebuilding. Peter Kaleta , Director of Public Works FROM : ck Andrews , Sup' t . of Streets 6 Vehicle Maintenance SUBJECT : PROPOSED 1981 STREET MAINTENANCE PROGRAM For your review, I have attached the 1981 Motor Fuel Tax , Street Maintenance Program . Number of residential to be resurfaced . . . . . . . . . 16 Number of Industrial to be resurfaced . . . . . . . . . . 8 TOTAL . . . . . . . . . . Out of the eight (8 ) industrial streets proposed , three (3) will require removal of asphalt at the curb side . (Crossen , Louis , and Jarvis . ) The pavement is 1 - 1 /2" to 2" above the gutter . This is the original pavement and was installed this way when the final lift was applied . 1 recommend milling be done on the three streets . The cut to be I " below the gutter face tapering out to zero depth . The width of cut to be approximately 42" . See attached drawing . In the last few years we have been running the asphalt over the curb when the situation exists with the high build-up of asphalt at the curb . In a short period of time , the asphalt that was paved over the curb or gutter area starts to break up . In my opinion , milling is the solution to avoid this problem. Reconstruction of Wellington Avenue : Wellington Avenue from Banbury to Biesterfield has had extensive patching done by Centex prior to them laying the final surface in 1968 . Six years later , the surface , binder , and portions of the sub-base were failing . The Street Department patched as best we could and a new sur- face was laid by contract to improve the street . We knew at that time that more extensive work had to be done at a later date because of the deficiencies in the structural strength in the entire 1400 Ft . The pavement is again in very poor condition . I recommend this portion be completely rebuilt after all sub-base deficiencies are corrected . Curb and Sidewalk : We are presently inspecting curbs and sidewalks to determine where replacement is necessary . c • Carriage Walks ( industrial Areas ) : The Capital Improvement Co^imittee requested us to get cost March 18 , 1981 Page 2 of 2 Proposed 1981 Street Maintenance Program estimates to remove existing carriage walks and install new walks so as to leave a parkway between the curb and the side- walk , thus preventing the trucks from driving or parking on them - breaking them up . To date we have measured over si,x (6) - miles of carriage walks . It is estimated that the cost to remove and install the six miles of sidewalks would be $373 , 824 . 00 - an expense that is not practical at this time . More discussion with the C . I%. C . is suggested to get their feelings on this matter . Storm Sewers (Street Inlets ) : I have asked John Stukel to check all street inlets on the twenty four (24) streets proposed for repaving . Adjustments or repairs will have to be done prior to any repaving . When the Street Program is approved , John will start his repair work and should be completed before the resurfacing is started . Storm Sewer Improvements ( See Attached Estimates : There are six areas where curb inlets and/or extension of pipe are needed to correct drainage problems . Three of them are critical and would have to be done prior to repaving . They are : Tanglewood & Greenbriar Landmeier from Wildwood to Greenbriar Germaine & Wiidwood The other three have no bearing on the proposed Street Program , but are in need of improvement . I have ranked them by priority . 1 . Victoria & R.idge 2 . Ridgewood & Higgins 3 . Oakton & Forest The cost for the entire Street Maintenance Program including the storm sewer improvements is estimated at $662 ,272 . 98 . There will be $700 ,000 . 00 available in M . F . T . monies for programs . 1 would like to discuss this program with you prior to any meeting with the C . I .
