CAPITAL IMPROVEMENTS COMMITTEE MEETING
August 5, 1981 7.00 P.M.

The meeting began at 7:00 p.m. by action of Trustee Tosto, the Committee
Chairman.
ENCLOSURE OF DITCHES
Preliminary discussion ensued regarding two requests for enclosure of
ditches. As Village Attorney,George Knickerbocker, explained, formal
Agreements between the Village and the property owner would in each case
give the owner the right to improve the village property by enclosing the
drainage ditch and the Agreement would give the Village the right to
maintain the pipe culvert. Engineering plans would first have to be
submitted and approved by staff. The propert� owner at 1450 Lunt wants
to enclose only 15-20 feet. The owner would,^effect, construct a completely
enclosed passageway over the ditch from one building to another in order
to easily move his equipment (basically a forklift) back and forth. The
property owner at 361 Bonnie Lane has requested permission to enclose the
ditch in order to extend his parking lot. The owner of the property to
the south will be contacted by Ray Peterson, Ass't. Village Engineer to
inform him of the possible enclosure of the existing drainage ditch.
Chairman Tosto noted that it is to the Village's benefit to allow private
property owners to enclose our ditches as enclosed ditches are more attractive
and less of a problem due to silting than are open ditches. The Committee
members unanimously approved the concept of enclosure of these ditches, N1)
pending further clarification work on the Agreement documents by the
Village Attorney and k2)review by the Engineering Department.
PARKVIEW HEIGHTS SUBDIVISION
The developer of the Parkview Heights Subdivision, Mr. Szywala, is interested
in completing the public improvements now. Construction of homes in the
subdivision have ceased due to the current housing market. Less than
25 houses have been built of the 260 planned. Trustee Tosto listed
Four reasons for it being a good idea to finish up the public improvements
now.,
1) with the economy as it is, it could take a very long time for
70% occupation to occur;
2) if the Village waits too long, there may possibly be a bankruptcy
in the future;
3) the unfinished area is currently an eyesore;
4) with the removal of the barricades and opening up of Biesterfield Road,
the traffic load on White Trail would be relieved.

After discussion on which Improvements would be absolutely necessary
and which ones, if any, could be postponed, Committee members reached
A oonsenaus. Any straots complatoly finishod to standards, according
to the Subdivision Control Ordinance, would be recommended for acceptance
on a per street basis. Punch lists on watermains and sanitary sewer
mains would have to be completed. Priority is on the completion of Biester-
field Road. The Committee will recommend the acceptance of the south
detention/Park site area when completed, if it is acceptable to the Park
District. Ray Paterson indicated that at this time the Park District
would accept the south detention when completed as it is accessible to residents.
However, the north site is not close to any residents and would not be
considered for acceptance by the Park District until the area around it is
developed and occupied.
Because similar inquiries may be made by other developers, the Committee
wishes to consider them on a case by case basis.
FINAL STREET SURFACE
Ray Peterson brought up for the Committe's consideration a recommendation.
The Engineering Department feels that a better product will result if
the final lift is put on a street soon after the binder coarse.
Trustee Chernick indicated that the original thinking behind postponing
the final lift was to "buy" time to notice any structural problems in
the street. Applying the final lift soon after the binder adds to the
strength of the street; prevents deterioration caused by water, provides
better drainage and is better for snow plowing operations, the Committee
will review revised Street Pavement Standards when the Engineering Depart-
ment submits them. The Village currently has the trained manpower and
outside consultants to carefully inspect street construction as it progresses.
The two year maintenance bond requirement would still exist.
STORM SEWERS
As Landmeier Road has been determined to be 1) under the jurisdiction
and the maintenance responsiblity of the County and 2) scheduled for
resurfacing and minor drainage improvements this year, the Committee
agreed to drop it from the 1481 Maintenance Program and in its place
add the following locations with their estimated costs:
1. Victoria and Ridge . . . . . $33,000.00
2. Higgins and Ridgewood . . . . . 1,800.00
3. Germaine Ln. and Thorndale . . . . . 30,300.00
(this includes Germaine Lane
and Germaine Place)
The estimated cost of the complete program-$120,867.00
The revised program is estimated to cost $18,451 less than the original
program. Landmeier Road will be reviewed next year to determine if the
County work adequately relieved the drainage problems.

ADDITIONAL CURB WORK
Although the original amount appropriated by the Village Board from
MFT funds for sidewalk and curb removal and replacement was $40,000.00,
the original contract only came to $25,270.47. Additional curb work
has been bid with the Committee's approval.
The meeting was adjourned at 8:35 p.m.

A) Further clarification work on the Agreements by the Village Attorney.
B) Review by the Lnyineering Department.
2. PARKVIEW HEIGHTS SUBDIVISION:
Any streets within that development which are completely finished according to
standards in the Subdivision Control Ordinance would be recommended on a per
street basis with Biesterfield Road as a priority item. Punch lists on the
water mains and sanitary sewer mains would have to be completed. Acceptance of
the South detention parksite would be recommended by the Committee when the Park
District would be amenable to acceptance.
The Committee wishes to consider similar inquiries on a case by case basis.
3. FINAL STREET SURFACE:
The Committee agreed with the Engineering Department's recommendation that
street pavement standards be revised so that the final lift is applied soon
after the binder to decrease deterioration, increase street strength, provide
better drainage and ease snow plowing operations. A formal revision will be
brought before the Committee.
4. STORM SEWERS:
The Committee will recommend to the Board that improvements on Landmeier Road
be dropped and improvements at the following locations be added to the 1961
Maintenance Program at an estimated decrease in cost of $18,451.00.

Landmeier Road is the maintenance responsibility of the County and is
scheduled for resurfacing and minor drainage improvements this year. The
complete Maintenance Program is estimated to cost $120,867.00
5. CURB WORK: ,
The Village Board originally appropriated $40,000.00 from MFT funds for side-
walk and curb work. The first contract came to $25,270.47. An additional
1000 Lineal Feet of curb work has been bid.
