MINUTES
ELK GROVE CAPITAL IMPROVEMENTS COMMITTEE
Tuesday, September 29, 1981
The meeting of the Capital Improvements Committee was called
to order at 7:35 p.m. on Tuesday, September 29, 1981 in the Staff Conference
Room of the Municipal Building, 901 Wellington Avenue:

Intersection of- Randall Street and Higgins Road
Chairman Tosto opened the meeting and directed discussion to
consideration of traffic control problems at the intersection of Higgins
Road and Randall Street. Tosto cited a memo from Police Chief Engelbrecht
which noted that the intersection has become a high risk situation.
Commander Akely added that the traffic arrangement has caused
a considerable amount of property loss and personal injury to motorists
attempting to make left-hand turns from eastbound Higgins onto Randall
Street.
Sergeant Ingebrigtsen reported that 129 distinct accidents had
occurred at the Higgins/Randall intersection over the period of April 1,
1979 to August 31, 1981 between the hours of 9 p.m. and 6 p.m.
Akely commented that recent correspondence from the Illinois
Department of Transportation (IDOT) regarding the placement of "no left
turn signs" on Higgins Road has been negative. IDOT has left two options
for the Village to consider regarding traffic control measures at the
Higgins/Randall intersection:
1. Close the median opening at Randall;
2. Close off Randall Street completely.
Chairman Tosto observed that the closing of the median may
only serve to relocate problems to the southbound lane of Arlington
Heights Road. Tosto further noted that signalization at King Street
may break up traffic and allow for safer turns onto Randall from Higgins.
William Shannon remarked that the accident rate and traffic
problems at the intersection are appalling. (Mr. Shannon is a resident
of the area.) Shannon also suggested that some prohibition of left turns
onto Kelly Street from Higgins may be advisable.

Commander Akely noted that perhaps a higher level in the
Village structure may be more effective in communicating with the
State. Gary Partin suggested that the Village contact IDOT's regional
engineer and propose that he review a traffic control plan which would
create a median that allows left-hand turns into the Park & Shop
Shopping Center from westbound Higgins, but would not allow left-hand
turns into Randall Street from eastbound Higgins Road.
Chairman Tosto directed staff to contact IDOT for a review
of the median plan.
Traffic Signalization: King and Higgins Intersection
Discussion then centered on the possible signalization of
the King Street and Higgins Road intersection. Chairman Tosto
pointed out that the King/Higgins intersection is the ideal road to
eventually extend into the recently annexed Klehm property, and, given
the expected amount of vehicular traffic to be generated from the
future development, King Street would be an ideal location for traffic
signalization. Tosto added that signalization at King may also help to
alleviate turning problems at Randall.
Chernick commented that IDOT had not been responsive to the
Village's intent to signalize the intersection and suggested that 'Staff
contact IDOT for a review of a signalization plan. Partin asked
representatives of the Police Department to prepare a diagram of the
Village's proposed signalization plan so that. it may be forwarded to
IDOT.
Chairman Tosto directed Staff to send a signalization plan
of the King/Higgins intersection to IDOT for review and comment.
Biesterfield Road Extended
Tosto noted that Szywala is going to make the required
public improvements along Biesterfield Road from Rohlwing Road to
white Trail.
Akely and Sngebrightsen presented a plan of traffic control
measures for Biesterfield Road from Rohlwing to White Trail. Tosto
concluded that when Szywala has completed the improvements to Biesterfield
Road, the Capital Improvements Committee will approach the village Board
in regard to the traffic control plan.
The meeting was adjourned at 8:40 p.m.
