HomeMy WebLinkAboutCAPITAL IMPROVEMENTS - 01/05/1982 - Minutes Elk Grove Village CAPITAL IMPROVEMENTS COMMITTEE Tuesday, January 5, 1982 7:00 p.m. MEMBERS PRESENT: Trustee Michael Tosto, Chairman Trustee Ronald Chernick MEMBER ABSENT: Trustee Stephan Uhlarik STAFF PRESENT: Fred Engelbrecht, Chief of Police Sergeant Steve Ingebrightsen Michael Falls, Assistant Director, Public Works Thomas Cech, Village Engineer Ray Petersen, Assistant Village Engineer Jon Wildenberg, Administrative Assistant Higgins/Randall Intersection Improvement Trustee Tosto noted a memo from Assistant Village Manager, Gary Parrin, detailing the State of Illinois' response to the Village's proposed intersection improvement. Approval of the project is conditioned upon the Village: (1) Incurring all expenses for the roadway work; (2) Forwarding survey results to IDOT indicating acceptance or rejection of the Village proposal by those firms affected by the project; (3) Assuming direct responsibility for any future complaints against the project. Trustee Chernick stated that the number of accidents at the intersection (125 from April 1979 to August 1981) should justify the proposed barrier median. Tosto announced that as Chairman of the Committee he would recommend to the Village Board that the Village proceed with the improvement and notify IDOT of same. Higgins/King Intersection Signalization & Improvement Discussion then centered on a possible signalization and inter- section improvement at the Higgins Road/King Street intersection. Trustee Tosto noted a memo from the Assistant Village Manager dated 12-10-81 which depicts a potential funding distribution for the intersection project. This distribution includes contributions on the part of the Village, State and Federal Government. Due to the uncertain availability of funds from other governmental sources, Trustee Chernick favored a commitment to the project by the Minutes January 5, 1982 Capital Improvements Committee Page 2 Higgins/King Intersection Signalization & Improvement (continued) Village which is not dependent upon other funding sources. Cech noted that the State of Illinois will require a realignment of Stanley Street before granting approval of the project. (Approxi- mately 2000 square feet of land must be acquired by the Village to execute a realignment of Stanley Street.) Engelbrecht pointed out that "no parking" signs on both sides of King Street may be necessary to allow for a safe and timely flow of traffic at Higgins and King. Tosto directed the Police Department to proceed with establishing "no parking" areas on both sides of King Street approximately 200 feet north of Higgins Road. Tosto announced that he would recommend the Village Board proceed with this intersection project also. Signalization at Lively Boulevard and Landmeier Road Tosto noted a report from the Police Department which stated that the Lively/Landmeier intersection meets two of five State criteria for signalization. Tosto then expressed a desire to pursue signalization of this intersection. Sergeant Ingebrightsen commented that he had been in contact with the County of Cook regarding the potential signalization of this inter- section and that all reaction from Cook County had been positive. The County has also offered to share in the cost of this improvement. (Two cost sharing schemes received light consideration: (1) County pays entire cost of installation, Village assumes cost of maintenance and energy; (2) A precise 50/50 split of all construction and maintenance costs between the Village and County.) Sergeant Ingebrightsen noted that left-turn lanes on Landmeier Road would be advisable if the intersection is signalized. Tosto stated he would seek Village Board concurrence to proceed with this project. The meeting was adjourned at 8:00 p.m. Respectfully submitted: on P. February 3, 1982 - ARLINGTON HEIGHTS RD./BENNETT - TRAFFIC SIGNAL JUSTIFICATION: Traffic in excess of 30,000 vehicles per day travel on Arlington Heights Rd. between Higgins Rd. and the Tollway. These counts indicate it is extremely difficult for traffic to enter Arlington Heights Rd. from Bennett Drive. In addition, the high rate of speed along Arlington Heights Rd. (45 mph southbound; 50 mph northbound) coupled with the high traffic volume necessitates providing a southbound left turn lane at Bennett Drive. The Illinois Department of Transportation will require the Village to provide this left turn lane before signals will be placed in the State program. February 3, 1982 INDUSTRIAL DRAINAGE DITCHES - JUSTIFICATION: Within a 500 acre area generally bounded by Elmhurst Road, Landmeier Road, Busse Road and Pratt Blvd. , there are approximately 36,000 Lineal Feet of drainage ditches. The majority of these ditches are filled with sediment and overgrown with vegetation. As a result, it has been determined that the ditches do not have the capacity to convey a six month frequency storm (i.e. , a storm that will occur on the average of once every six months or less) . When the stormwater runoff from the area exceeds the ditch capacity, localized flooding occurs. This flooding occurs on road- way pavements, railroad sidings, parking lots, truck docks, and occas- ionally inside buildings. The implementation of this project will re- sult in decreasing the number of flooding events to no more than once every two years on the average (if desired, these occurrences can be even less frequent, say once every five years or every ten years) . February 3, 1982 BEISNER RD. IMPROVEMENT - JUSTIFICATION: Beisner Rd. from Biesterfield Rd. to Winston does not meet Village standards of design for roadways. The pavement width is approximately 20' (standard is 28') . Roadway does not have curb and gutter, enclosed storm sewer system or sidewalks as required by our Subdivision Control Ordinance. The structural condition of the pavement is deficient creating a high degree of maintenance expense for the Village and poor rideability for the motorist. A 24 hour traffic count taken 12/22/81 on Beisner Rd. (northbound and southbound total) indicated 2530 vehicles between Biesterfield and Winston and 76 vehicles between Winston and Cosman. February 3, 1982 HIGGINS-RANDALL IMPROVEMENT - JUSTIFICATION: Police Department traffic data for this intersection indicates that during a 28 month period (4/1/79 to 8/31/81) there have been 129 traffic accidents with injuries occurring to 37 persons. Further an- alysis by the Police Department showed that the vast majority of accidents at that intersection involved eastbound Higgins Rd. traffic turning left to northbound Randall Street being struck by westbound Higgins Rd. traffic. This improvement will eliminate the dangerous movement by placement of a barrier median. February 3, 1982 - ELK GROVE BLVD. DITCH IMPROVEMENT - JUSTIFICATION: The Kennedy/Elk Grove Blvd. median ditch begins at Salt Creek and runs approximately 4600' easterly to Tonne Rd. The ditch is located within a residentially zoned area which is prohibited by Section 8.005 of the Subdivision Control Ordinance. The channel is approximately six (6') feet deep with sideslopes varying from as steep as one horizontal on one vertical to about three horizontal on one vertical. The steep grassy sideslopes have been difficult to maintain. Erosion and sloughing sideslopes is a problem at some locations. Trash and debris constantly collect in the ditch and culverts. Backwater from Salt Creek lies stagnant in the lower sections of the ditch west of Victoria Lane during most of the year. The aesthetic quality of the area is not pleasing to some people. February 3, 1982 - BIESTERFIELD RD.-WELLINGTON TO BEISNER - JUSTIFICATION: Approximately 2200 lineal feet of sidewalk is not installed between Wellington and Beisner on Biesterfield Rd. (includes both sides) . Sidewalk has no continuity in this area and therefore has minimal benefit to the pedestrian. Cook Co. is proposing the widening of Biesterfield Rd. in this area. To minimize construction cost and the inconvenience during construction operations, install- ation of sidewalk should be performed concurrently with the roadway improvement. February 3, 1982 - TRAFFIC SIGNAL - LANDMEIER & LIVELY JUSTIFICATION: The intersection of Landmeier Road and Lively Boulevard experiences heavy traffic volumes in all directions for at least twelve hours of every workday. Approximately 500 to 700 vehicles per hour travel along Landmeier Road at this intersection, while approximately 600 to 800 vehicles per hour travel along Lively Boulevard. This continuous high volume of traffic coupled with the roadways purpose of connecting areas of principal traffic generation provides the warrant for this signal. An additional lane is needed on Landmeier Road to provide for a left turn lane for each of the two legs. Normally with the volume of traffic found on these types of roadways, left turn lanes provide the most efficient use of the available green time. Left turn lanes can be provided on both legs of Lively Boulevard with a minimum of work. The roadway is already 37' edge to edge, which conveniently provides for three 12' lanes (two thru lanes and the left turn lane) simply by applying the appropriate pavement markings. February 3, 1982 BIESTERFIELD ROAD - HOME AV. TO MEACHAM RD. JUSTIFICATION: In order to provide for more direct and safer access through the residential area north of Nerge Road between Rohlwing Road and Meacham Road, one of the projects remaining to be done is the com- pletion of Biesterfield Road between Home Avenue and Meacham Road. Only the north half of Biesterfield is currently completed (except that the final surface course has not been placed) . The completion of this section of Biesterfield, along with the opening of Biester- field immediately east of Grissom Trail, will remove the higher than normal volume of traffic from the residential streets currently act- ing as collector streets (White Trail, Texas St. , Oregon Trail and Home Avenue) and onto the collector street (Biesterfield Road) . Biesterfield Road is designed as a collector with a pavement width of 40' B.-B. and a structural number of 3.5; whereas, White Trail is 36' B.-B. with a 3.0 structural number, and Texas, Oregon and Home are 28' B.-B. with a 3.0 structural number. In addition, this section of Biesterfield Road needs to be completed before the Cook County Highway Department will consider traffic signals at the Meacham Road intersection. This should be done, if possible, prior to the reconstruction of Meacham Road. February 3, 1982 TRAFFIC SIGNAL - HIGGINS/KING ST. JUSTIFICATION: Traffic in the industrial area north of Higgins Rd. experiences extreme difficulty ingressing and egressing the area from the major arterials which serve it. Traffic congestion and delay is the result. Average daily traffic on Higgins Rd. in this area is 26,800 with peak hour volumes of 3183 vehicles as counted between 7 - 8 a.m. on January 10, 1980. An average of 75 vehicles per hour approach the intersection from King St. during the 12 hours of 6 a.m. - 6 p.m. as counted on January 9, 1980. The development of the 120 acres of Northwest Point which has its southern ingress and egress point at King St. is projected to increase traffic volumes at this intersection which will add to the congestion and delay. Present traffic counts meet the warrants for signalization. A left turn lane for eastbound Higgins and a widening of King St. at this intersection is also proposed to minimize the delay and hazard.
