Village Engineer Industrial Drainage Ditches The meeting was called to order in the Elk Grove Village Municipal Building by Trustee Tosto at 7:11 p.m. on Tuesday, March 30, 1982. The purpose of the meeting was to discuss the next steps needed in the process to establish a Special Service Area Taxing District to clean ditches and provide flood control for the industrial area generally bounded by Land- meier Road, Elmhurst Road, Pratt Blvd. and Busse Road. In addition, the committee established its recommendations to the Board for furthering implementation of the project. The first step of the project was the presentation of the Flood Control Study on March 16, 1982 by RJN Environmental Associates, Inc. The presentation dealt entirely with the Study, which discussed the tech- nicaZ aspects and cost estimates for six alternatives to reduce flooding and eliminate standing water. George Knickerbocker identified the next steps required to proceed with the project. These were to: 1) Establish the legal boundary of the two drainage basins in the study area, 2) Get a legal description made of the exact drainage district as determined by 1) above, 3) Identify all taxpayers within the drainage district,and 4) Obtain the assessed valuation of each individual property in the drainage district. This information would be the basis by which a tax rate would be established to fund the project. The Committee requested George Knickerbocker to obtain cost estimates to hire consultants to get this information, and the time each might take to obtain - this to be available by April 20th. cont 'd. . . . Minutes - Capital Improvements Committee Meeting Page 2 While this information is being obtained, it would be imperative that the Village educate the taxpayers in the proposed taxing district as to the need for the project. This education process would continue right up to and, if necessary, beyond the date of the Public Hearing. Within 60 days after the Public Hearing, the taxpayers would be required to submit a petition with signatures verified by the Village indicating their opposition to the project. If a majority of the taxpayers oppose the project (as provided by the petition) the project would be dead for a minimum of two years. If a majority of the taxpayers do not oppose the project, preparation of plans and specifications can commence for obtaining necessary permits and for subsequent bidding and construction. Trustee Tosto indicated he will be calling a Capital Improvement Committee with the Committee of the Whole for April 20, 1982. At this time, the Committee will recommend the following: a) That the Board authorize hiring the consultants necessary to 1) establish the legal boundary of the district, 2) obtain a legal description of the district, 3) identify all taxpayers in the district, and 4) obtain the assessed valuation of each property in the district. b) That the Board adopt Alternative #6 (Flood Control Study) with a 2 year protection level as the recommended altern- ative for construction, C) That the Village pay for the improvements proposed by the Study in all dedicated rights-of-way, and d) That the Board commit to reconstructing Nicholas Blvd. once all the drainage problems are resolved. In addition, the Village Engineer was requested to get a cost estimate for the operation and maintenance of the detention pond east of Elmhurst Road, to determine the costs of Alternate S and 6 using a 12% interest rate, and to find out how long it would take to prepare plans and specifications and obtain necessary permits for this project.
