HomeMy WebLinkAboutCAPITAL IMPROVEMENTS - 08/31/1982 - t 1Cl l September 3, 1982 MINUTES CAPITAL IMPROV• 4ENTS COMMITTEE MEETING TUESDAYAUGUST 31, 1982 MEMBERS PRESENT STAFF PRESENT Michael Tosto, Committee Chairman Ray Peterson, Village Engineer Ronald Chernick, Committee Member Stephen Uhlarik, Committee Member OTHERS Ann Burris, Daily Herald The meeting commenced at 7:25 p.m. on Wednesday, August 31, 1982 in the Trustee's Conference Room of the Elk Grove Village Municipal Building. CAPITAL IMPROVEMENTS COMMITTEE AGENDA The Committee's agenda was discussed to determine which items on the current agenda could be deleted: A. Nicholas and Pratt Improvements Study - until Federal Funds are available for reconstruction, this item will be removed from the agenda. B. Cleaning of ditches in the Industrial Park - becomes item A on agenda. Awaiting report from Village Attorney. C. Inflow/Infiltration Study - becomes item B on agenda. Phase 2 (plans and specs) will be completed by November with a report to the Committee from RJN (consultants) . D. Parkview Heights Subdivision - Public Improvements - remove from the agenda. The new developers of the property will have to make requests to get back on the agenda. E. Biesterfield Road Extension - become item C. Manager's office currently pursuing right-of-way dedication. cont'd. . . Capital Improvements Committee Meeting September 3, 1982 Page 2 F. Devon-O'Hare Treatment Plant - becomes item D. Manager's office working on agreement with Bensen- ville so this plant can be eliminated. G. Signalization of Higgins/King Intersection - becomes item E_ . Engineering Department is working on the geometric design and right-of-way acquisition. Village has signed an agreement with the State to share costs for a signal in the State's '83-'84 Budget. H. Central Dispatching of Equipment - remove from agenda. Public Works Director is compiling data to determine feasibility and this will be ready for next budget preparation. I. Arlington Heights Road Taper - remove from the agenda. The Engineering Department has asked I.D.O.T. to in- vestigate taper near the tollway to ascertain its safety. BEISNER ROAD RECONSTRUCTION From information gathered by the Engineering Department, a list of possible cost reductions to the Beisner Road contract submitted by Plote, Inc. was given to the Committee for discussion. The Committee agreed that the contract price should be reduced according to the attached exhibit. However, the Engineering staff shall continually inspect and monitor the job to take advantage of all possible cost reductions. It is anticipated that the amount of sidewalk will not have to be reduced but a final decision on sidewalk will come from the Board when all other construction costs to build the road are tabulated. The attachment also shows that the current plan calls to restoreall areas with seed. If sufficient funds remain and it is the Village's desire to sod the east side of the right-of-way (especially at the hospital and church) a decision will be made at the end of the job as to the type of restoration. The Committee was told that the contract was written as such, that quantities could be reduced or eliminated from the contract by the Village at the contract prices stated in the proposal. cont'd. . . ' r Capital Improvements Committee Meeting September 3, 1982 Page 3 Mr. Peterson was asked to find out if an additional cost savings would be possible if the entire road was closed for construction, instead of going with the two-phase operation in the current contract. Plote, Inc. has been called on this and indicated that no credit would be given if the entire road was closed between Biesterfield and Winston. However, they indicated there would be a better chance of completing the project this year if the entire road was closed to traffic. The meeting adjourned at 8:45 p.m. Respectfully Submitted, Ray L.
