HomeMy WebLinkAboutCAPITAL IMPROVEMENTS - 11/16/1982 - Minutes ELK GROVE VILLAGE CAPITAL IMPROVEMENTS COMMITTEE Tuesday, November 16, 1982 Chairman Tosto called the meeting to order at 7:45 p.m. on Tuesday, June 2, 1982 in the Council Chamber of the Municipal Building. Members Present: Tosto, Michael A. , Chairman Chernick, Ronald L. Uhlarik, Stephen M. Staff Present: Gary E. Parrin, Assistant Village Manager Thomas J. Cech, Director of Public Works Ray L. Peterson, Village Engineer Elk Grove Estates Townhome Condominium Parcel 'C' Tosto noted that a number of years ago the Parcel 'C' Association requested Village acceptance of its private improvements. The decision then was not to accept the private improvements. The "streets" are built as driveways and do not conform to Village standards which require curb, gutter, sidewalks, street lights, and other public improvements. Tosto continued, saying that acceptance of Parcel 'C' sanitary and water lines would set a precedent that would open the Village to accepting other private utilities in Washington Square, Terrace, and other multi-family and commercial areas. Chernick indicated that the Association is under the premise that gasoline taxes paid by its residents come back to the Village through Motor Fuel Tax Funds. Therefore, the Association feels that the Village should accept its streets. However, Chernick said the Village's definition of public streets requires 60' right-of-way, sidewalk, curb and gutter, storm sewers, specific asphalt and base requirements, and street lights. The Parcel 'C' "streets" are actually driveways. In addition, the Association utilities are located under the driveways, creating costly maintenance and restoration. The Committee will seek Village Board concurrence, at the Novem- ber 23, 1982 Village Board meeting, to deny the request from Parcel 'C' for village acceptance of its private utilities. Roundtree Commons Tosto began the discussion by noting that Roundtree Commons has curb and gutter, pavement, and other improvements which are closer to conforming to Village standards. Chernick suggested that Staff prepare a list of Village public improvement requirements and a description of the improvements in Rcundtree. Staff and the Capital Improvements Committee will then be able to decide what deficiencies need to be addressed by the Association EGV Capital Improvements Committee November 16, 1982 Page 2 Roundtree Commons (continued) should the Village accept the private improvements. Those deficiencies will be discussed with Staff, the Association, and the Committee at a future Committee meeting. Should Staff need to inspect the improvements for acceptance, Chernick noted that the Association would have to provide the Village with permission to enter private property. In addition, the Association would be required to reimburse the Village all expenses (time, material, equipment) should Village personnel inspect the private improvements.
