Village Manager Ronald Chernick - Committee Member Ray Peterson, Village Engineer Steve Uhlarik - Committee Member Mark Toberman, Asst. Village Engineer Mike Falls, Ass't. Public Works Director The meeting was called to order by Mike Tosto at 9:00 p.m. in the Staff Conference Room of the Elk Grove Municipal Building. The purpose of the meeting was to discuss the proposed revised tree ordinance and accept- ing for public ownership and maintenance the private improvements at Roundtree Commons. The revised tree ordinance was written to provide the Village the opportunity of planting bare root trees in parkways while still requiring all others to plant balled and burlapped. Before going to the Board with this amendment, staff was directed to revise the list of acceptable trees in the ordinance so this also can go to the Board as an amendment. The discussion on Roundtree Commons centered on the Village Engineer's report to Gary Parrin dated January 25, 1983. The Committee went over each of the ten items in the report and found many things to be acceptable. However, it was determined that the following issues need to be accepted by the Association before the Committee can recommend to the Board acceptance of their improvements: 1. Parking spaces would not be dedicated to the Village. 2. The Association will continue normal plowing operations; the Village will plow during heavy snowstorms but require a minimum of 24 hours notice. 3. Sidewalks are required along Columbia and Circle Courts, and can be "carriage" walks - staff will determine location and approximate cost of additional sidewalk. cont'd. . . Minutes Capital Improvements Committee Page 2 4. Standard street lights are required. Staff will determine how many and get an approximate cost. 5. The Village will not maintain the sprinkler water service. 6. The Village will not maintain storm sewer in side and rear yards. 7. The Village will not be responsible for flooding, or damage resulting from the direct connection of the footing drains to the storm sewer. 8. The detention pond will remain with the Association. 9. Trees will not be required on Columbia and Circle Courts. 10. Roadway dedications will be made to the Village (includes right of way for sidewalks) : islands will not be dedicated. 11. Easements will be required for water and sewer mains not in proposed rights-of-way. 12. Association will provide necessary plats to the Village including utility and road and sidewalk locations and Deeds of Conveyance/Bill of Sale. In addition, staff will reexamine the fire lanes now enforced on Columbia and Circle Courts and recommend to the committee if they should remain or to rescind the ordinance. This, along with the twelve points listed above will be given to the Association, which will decide whether to continue their request. The concensus of the Committee was to go back to the Association with a list of requirements to bring these private improvements in line with our typical subdivision improvements which the Village accepts for maintenance. If they accept these requirements, the Committee will recommend an Agreement be prepared and once all work on these items is complete, the Village will be in a position to accept these improvements for public ownership and maintenance. We also discussed a proposed revised tree ordinance which would allow the Village to plant bare root trees rather than balled and burlapped trees. The Committee was in general agreement to recommend approval. Staff was directed to also provide a revised planting list so we can recommend one ordinance amendment to the Bond. RL':pp
