Harvey Goeddeke, Foreman, Street Division Jack Gray, Foreman, Vehicle Maintenance Div'n. John Stukel , Foreman, Sewer Division Pete Wolter, Foreman, Water Division Meeting convened at 8:30 P.M. It was openF9 by a showing of a 12 minute film of the Public Works Department, identifying various equipment and its general use. The visual demonstration was followed by a brief opening statement by Assistant Public Works Director, Michael Falls, concerning the general equipment situation in the Department, outlining their problems with overaged vehicles, excessive downtime, and need for prompter replacement of vehicles. He emphasized the Department's problems in equipment were of quality, not quantity. Committee Chairman, Mike Tosto, then asked several questions of Foremen about specific uses of specific pieces of equipment, and our plans for changes in that use. Director of Public Works, Tom Cech, explained our plans for the upcoming year to increase efficiency and reduce costs in our leaf-pickup program by leasing of a garbage truck to compact and haul leaves back to the garage, and also the leasing of a Grade-all by the Department to largely take the place of the Endloader in our Street patching program this summer. The Department's desire to not only replace one existing 6-wheeled truck with another, but also to upgrade a 4-wheeler to a 6-wheeler was discussed and considered a good idea by all present. Street Foreman, Harvey Goeddeke, felt that only those 2 units would be needed in plowing operations however, and any further increase there inappropriate at this time. Chairman Tosto, encouraged the use of 6-wheelers for all hauling for time savings, and cost efficiency and suggested the Department investigate the plausibility of leasing a "bomber" truck and driver to do much of the hauling from the Public Works garage. This idea was considered potentially workable and the Department will obtain cost comparisons on that practice before it's March 1st budget hearing with the Budget Corwittee. Chairman Tosto, also asked whether some sort of Central Dispatching system could be workable for Public Works. Public Works staff and Foreman had discussed this possibility at length previously and reported at this time they did not feel it would be a workable concept. Committee member, Ron Chernick, expressed a strong desire for a more programmed, schedule replacement policy on equipment, with which the Public 1 of 2 continued - Minutes - Capital Improvements Committee Meeting Works Department agrees, is presently working on, and has promised beginning next year. Chairman Tosto, then asked each Foreman if there were any specific requests for equipment they had, or what needs they saw coming. At this time all Foremen were satisfied with the state of present budget requests for 1984-85. This concluded the first portion of the meeting. The second part of the meeting concerned the proposed 1984 Street Maintenance Program. Director of Public Works, Tom Cech, outlined the highlights of the program, which is to cover approximately 6 miles of Village streets. Procedures will be similar to last year in that all hauling of asphalt for MFT work will be done by the contractor, however, they will be milling to a greater width this year. Also, use will be made of the aforementioned Grade-all for our own patching work. We will continue to try and use as much milled material as possible ourselves. Crack sealing will be carried out as last year by Village crews, with a rented unit. A new method of slurry sealing is being investigated but has not been recommended at this time by the Department. Committe member, Uhlarik, questioned the status of Nicholas Blvd. Everyone present agreed its condition was deplorable, but it is accepted that nothing outside minimal upkeep can be done until the greater drainage question is solved. Committee member, Uhlarik, also asked if anything could be done with the deterioration of the public access steps, sidewalk, parking lot, and flagpole base at Village Hall. Public Works promised to investigate and prepare cost estimates prior to meeting with the Budget Committee on March 1. The Capital Improvements Committee accepted the proposed MFT Street Maintenance Program in it's entirety and recommends its acceptance by the full village Board.
