CAPITAL IMPROVEMENTS COMMITTEE

MEMBERS PRESENT STAFF PRESENT

;4EMSERS ABSENT
Ronald Chernick, Member
The meeting was called to order in the Trustee's Conference Room at
7:10 p.m. by Michael Tosto. The purpose of the meeting was to discuss
the timing for the installation of sidewalks in subdivisions under
developement.
There is concern that an unsafe condition exists in subdivisions
where homes are occupied but many of the adjacent lots have not been built
and, therefore, continuous sidewalk does not exist. The Subdivision
Control Ordinance does not address the timing of completion of improve-
ments except in very general terms in Section 8.016.
various alternatives for providing safe pedestrial access were
discussed including:
1. Concrete sidewalks on one or both sides of a street
block when 75% of the houses on that block were
constructed.
2. Same as 1.) above except to provide temporary
sidewalks - stone or asphalt.
3. Concrete sidewalk as part of the street construction.
Staff was directed to contact other municipalities to determine
how this issue is handled elsewhere. Once this is done, we were also
directed to call various developers who would be affected to this pro-
posed ordinance and get their reaction and input. This information
would be presented to the Committee at a future meeting.

The Committee, should they decide to recommend an ordinance
addressing this issue, is leaning toward requiring concrete sidewalk
on one side of a street when 75% of the houses on that street have
been built.
The meeting adjourned at 8:00 p.m.
