Village Engineer Stephen Uhlarik, Committee Member Chief Engelbrecht, Police Chief Edward Hauser, Trustee OTHERS PRESENT See Attached The Capital Improvement Committee chaired a Public Information Meeting on the Oakton Street F.A.U.S. project. A summary of the meeting is attached. The Village will take into consideration all of the questions and comments when determining the final design. Respectfully submitted: Ray L,/Peterson, Village Engineer RLP:pp cc: President 6 Board of Trustees Village Manager C L% Public Informational Meeting Oakton Street F.A.U.S. Improvement ` Arlington Heights Road to Higgins Road Village of Elk Grove Village Summary A public informational meeting for the Oakton Street improvement was held on October 30 , 1984 at 7 : 00 p.m. in the Board Room of the Elk Grove Municipal Center. The purpose of the meeting was to present to the residents and businessmen located within the project area the preferred roadway improvement plan and gather local input regarding the proposal . Letters of invitation (Exhibit A) were delivered to residents and businesses along Oakton Street and the section of Bonnie Lane from Oakton Street south to the drainage ditch. A newspaper article (Exhibit B) discussing the improvement and public meeting was published in the Elk Grove Daily Herald Newspaper on October 26 , 1984 . Approximately 20 people were in attendance at the meeting . Village officials participating in the meeting included four Village Trustees, Police Chief , Village Engineer and Assistant Village Engineer. A sign-in sheet and sample handout which were distributed at the meeting are shown in Exhibits C and D, respectively. The meeting was opened by Trustee Michael Tosto with a general introduction of the project and description of the meeting agenda. The project need was then presented by Mr. Raymond Peterson, Village Engineer . The major items discussed included the need for a two-lane roadway cross-section with parallel parking along both sides of the route; traffic signalization and channelization at the intersection of Oakton Street and Lively Boulevard; and drainage improvements. The consulting engineers for the project then discussed the details of the proposed improvements . Mr. George March led the discussion by outlining the F.A.U.S. implementation process for the improvement. It was noted that the project must be designed in accordance with all applicable Federal and State policies and procedures . A discussion of existing conditions and presentation of the preferred improvement plan was then conducted by Mr. Vito Sammarco. The preferred improvement plan described at the meeting consisted of the following major items : 1 ) Resurfacing of the existing roadway cross-section from Arlington Heights Road to Shadywood Lane including replacement of deteriorated curb and gutter and construction of handicap ramps . 2 ) Removal of multi-way stop controls at the intersections of Oakton Street with Evergreen Street and Wildwood Road. 3 ) Widening and resurfacing to a 42 foot cross-section ( 2-lane with parallel parking) from Shadywood Lane to Higgins Road including construction of curb and gutter and an enclosed drainage system. 4 ) Traffic signalization and channelization at the intersection of Oakton Street and Lively Boulevard. The meeting was recessed to afford those present to submit written questions or statements. Trustee Michael Tosto reopened the meeting for public discussion. A summary of the public comments and a disposition of those comments follows . The meeting was adjourned at approximately 8 : 45 p.m. The following is a summary of comments received at the public meeting which will be addressed prior to finalization of the Project Development Report for the Oakton Street improvement. Comment #1 The need for traffic signalization at the intersection of Oakton Street and Lively Boulevard was questioned. Response It was indicated that the existing traffic volumes at the intersection warranted installation of traffic signals. Comment #2 The need for the FAUS improvement at the section of Oakton Street from Arlington Heights Road to Shadywood Lane was questioned. Response It was explained that the proposed improvement must be studied between logical termini (Arlington Heights Road to Higgins Road ) . In addition, the aforementioned section is in need of structural repair. Comment #3 Concern was voiced by residents regarding the removal of the stop signs at Evergreen Street and Wildwood Road. Objections included safety of children, increased speed and increased by-pass traffic. Response The policies and warrants for the installation of the devices was explained to the residents . Alternate measures of traffic control for school crossings as well as enforcement of speed limits was discussed. Comment #4 Resident stated that numerous people miss the turn- off for Higgins Road (1ll . Rte. 72 ) at Busse Road and become lost on Oakton Street due to lack of adequate signing for Illinois Route 72 . Response Comment was noted. Comment #5 Resident requested the existing 30 mph speed limit be lowered due to high number of speeders . Response Speed limits were established in accordance with the IDOT policies . It was noted lowering speed limit is not an effective measure in reducing speeds . Comment #6 Would there be any major grade changes along the route. Response Project consists of widening and resurfacing therefore, no major alterations to existing grades are anticipated. Comment #7 Would the Village retain jurisdiction over the weight limit restrictions and speed limits. Response Yes. Comment #8 Resident questioned where curb cuts would be provided along route. Response Existing curb cuts would be maintained. The open land parcel north of Oakton Street owned by Mr. Busse was also discussed. The purpose of the meeting is to present the preferred roadway plan for the OAKTON STREET IMPROVEMENT and gain local input regarding the project. The Village invites you to attend this meeting and offers you the opportunity to express your views concerning the design of the Oakton Street improvement.
