The purpose of the meeting was to discuss curb and gutter standard and swale drainage. I. RESIDENTIAL CURB The Committee briefly discussed a revised residential curb and gutter design prepared by the Engineering Department. The new curb and gutter has a three inch high roll curb, whereas, the old curb and gutter has a four and one-half inch curb. Everything else about the curb remains the same. After discussing the. merits of the change, especially the reduced jolt when a car rides over the new curb, the Committee concurred in its use. The ordinance is to be revised to provide for this type M-3.12 curb and gutter as shown on the attached exhibit. The Committee reiterated that sunken aprons in developments where improvements have been accepted shall be replaced by the property owner if the owner wants it replaced. The Village will replace the apron at our cost only if the apron has deteriorated badly because the Village has a manhole or vault in the apron. In addition, depressed curb and handicapped sidewalks shall be constructed at all locations where the curb at the sidewalk must be replaced. II. SWALE DRAINAGE The Committee discussed lot grading and drainage as discussed in the Village Engineers memo to the Village Manager dated October 8, 1984 (see attached) . As such, they agreed unanimously to present an amended ordinance to the Village Board for consideration. cont'd.. . Page 2 The only change will be to change the minimum longitud- inal grade of the swale to 1.0 percent from 0.4 percent. The other recommendation in the memo will not be considered further. A 2" compacted granular sub-base shall be placed under the concrete curb and gutter NOTES 1) Compressive strength at 14 days shall be a minimum of 3500 psi. 2) 1/2" preformed expansion joints conforming to the cross-section of the curb and gutter shall be placed at 50' intervals , at points of curvature of short- radius curves , at construction joints and where specified by the Village Engineer. Two 3/4" steel dowel bars (18" long) with a 9" steel sleeve at one end of each bar shall be provided at each expansion joint and centered horizontally across the join 3) Contraction joints (2" deep) shall be provided on maximum 20' centers between exoansion joints. 4) The curb shall be depressed at all sidewalk ramps for the handicapped. 5) If concrete pavement is constructed, 1/2" steel tie bars shall be installed 0 2' 6" centers to tie the curb and gutter to the pavement. 6) At all drainage structures in the curb and gutter, contraction joints (2" deep) shall be placed in the curb and gutter five feet on each side of the structure and at the center of the structure. 7) A Neenah Type R-25028 w/ Type "D" grate, East Jordan 1022-2 w/ Type "142" grate, or equal (as approved by the Village Engineer) , Frame and Grate shall be provided at all drainage structures within the Curb and gutter. 8) Section 616 of the latest Illinois Department of Transportation "Standard Specifications for Road and Bridge Construction" shall be followed unless pre-empted by above requirements. Willis, Village Manager FRO14: Ray J Peterson, Village Engineer SUBJECT: SUBDIVISION CONTROL ORDINANCE - REVISIONS TO DRAINAGE AND GRADING BACKGROUND Section 8.005 amended Storm Drainage of the Municipal Code requires a minimum rear yard swale grade of 0.4 percent. This ordinance was passed on April 13, 1976. Only recently has this ordinance been tested and it has been found to be unsatisfactory. Parkview Heights Subdivision (Biesterfield & Rohlwing) has been engineered with considerable lengths of rear swale grades at 0.4 percent. Within the last several months we have received over 10 complaints from residents on Debra and Cass Lanes about standing water in their yards. The summer has been dry and, although many of these homeowners were watering to establish new sod, I would not have expected such an abundance of complaints if the ordinance worked. The design did meet minimum ordinance requirements (0.40%) and the drainage did not work well. A field survey showed minor irregularities in the construction which affected the drainage but were not entirely to blame. Although other developments have been designed subsequent to the ordinance establishing the 0.4 percent minimum, our review of these plans show no existing development using the minimum swale grades. Other developments have been designed using 0.7% to 2e swale grades. REFERENCES The Department has been in contact with several communities and have examined their grading and drainage ordinances. The attached Exhibit A summarizes these requirements. RECOMMENDATION After having investigated possible alternatives to resolve this matter, I recommend Section 8.005 Storm Drainage of the Municipal Code be amended as follows: Page 2 1. Increase to 1.0% from 0.4% the minimum grade of the swale flowline - Item C. t 2. Replace the current Item D with - "The rear yard shall be graded longitudinally(from the house to the rear lot line) so their is a usable area for patio, pools, play areas, etc. near the house. The rear yard shall be graded at a minimum of 2% and a maximum of five percent from the house to a point 10 feet from the swale in the direction toward the structure under consideration. The remaining 10 foot of the rear yard shall be graded from 2% to 5% where possible, but the maximum grade shall not exceed a 3:1 slope. 3. Add the following item - "Inlets and storm sewers shall be provided in the swales when either stormwater would exceed the limits of the drainage easement for the design year storm or the elevation difference between the finished grade at the founation and the swale grade is more than four feet". (The four feet differential is based on a typical 30' deep backyard - the first 20' from the house at 5% grade plus the remaining 10' easement at a 3:1 slope) . I have not discussed these recommendations with developers nor their engineers. I'm sure they can provide perspectives as designer and contractor which will be important to obtain if the village is receptive to these or other changes to the ordinance.
