Cech, Director of Public Works Ronald Chernick, Committee Member Mark Giffin, Administrative Assistant Stephen Uhlarik, Committee Member Harvey Goeddeke, Foreman of Streets OTHERS PRESENT Daily Herald The meeting was called to order in the Trustee's Conference Room at 7:30 p.m. by Michael Tosto. The purpose of the meeting was to discuss the upcoming Street Maintenance Program and the upcoming conversion to Lake Michigan Water by the Village. I - 1985 Street Maintenance Program The Director of Public Works summarized the proposed program: - 8.29 miles or 141,000 s.y. of pavement are proposed for patching, milling, and resurfacing. - Estimated 7,000 l.f. of curb and gutter are proposed for removal and replacement. - Estimated 22,000 s.f. of sidewalk ins proposed for removal and replacement. - Estimated cost of program is $547,927. Discussion included eliminating the courts from the program and the possibility of Public Works resurfacing some of the courts. It was concluded that the courts need to be done because of their poor condition/ drainage and that Public Works should not do the courts because of a lack of manpower, especially this year with the proposed railroad, crossing work. The Committee recommended: 1) Approval of t1b program as submitted. 2) Appropriation of $547,927 of MFT funds for the purpose which will be included on the next Village Board Agenda. 3) Addition of more streets if bids received are below estimates. IT - New Water Control System Director of Public Works gave a general overview of the internal water system improvements to accept Lake Michigan water (see attached exhibit) . Three (3) alternate control systems were identified in the Donohue Design Report: 1) Expanding existing computer monitoring system to full control . 2) Replacing existing computer hardware with new state of the art hardware that is compatible with existing field equipment. loft continued - 3) Replacing all computer hardware and field equipment with a new state of the art system. All three (3) alternates will be allowed to submit proposals to determine the most cost effective system. Plans and Specifications are presently being .prepared by the Consultant. The Committee will recoamiend to the Village Board that they authorize competitive sealed proposals for this project. When the proposals are received the Consultant will evaluate them and make a recommendation which will then be reviewed in the Capital Improvements Committee. III - other Topics of Discussion A) Nicholas Boulevard - It was estimated that reconstruction of the pavement could not be done for 3-4 years because of the industrial drainage ditch situation. The pavement is in very poor condition now but must be kept in an acceptable condition. It was recommended that additional funds be placed in next year's budget to improve the present condition. Public Works will request the appropriate amount of additional funds. B) Dierking Terrace - Pavement is in poor condition now and will he exposed to construction traffic due to the Lake Michigan Water Improvements in the near future. It was recommended that additional funds be placed in next year's budget in anticipation of repair work next summer. C) Rental of a Pavement Breaker - It was recommended that this equipment not be rented from MFT Funds but purchased from other funds. D) Storm Inlet Repairs - Trustee. Tosto recommended that concrete be used as a collar to reinforce the rebuilt inlets. Staff will review this i4ap. E) Condition of Wells - Director of Public Works stated that if Lake Michigan Water does not arrive in June 1985, as scheduled, he projects that our well system will not be able to supply the peak summer demand. He is presently workinq on a strategy. Respectfully submitted, Thomas J. Ce cl TJC:wbj Director of Public Works c - President 6 Board of Trustees - Village Manager - Ass't.
