Len Zonini, L. E. Zonini & Co. Gary Wallsten, Harris & Kwasek Architects Jim Kane, Daily Herald The meeting was called to order at 7:00 p.m. by Chairman Tosto in the Trustee's Conference Room. The following items were discussed: 1. CENTER STREET- Sanitary Sewer Connection Because of the attendance at the lost Board meeting by various property owners, this item was again discussed. The residents of the homes on North Park and Center were concerned about the possibility of future annex- ation. None of these people were at this Committee meeting. The Committee indicated that they prefer all the unincorporated area east of Tonne and north of Devon annex at one time. This item was discussed at the last Committee meeting and Village Board meeting. It makes more sense economically and logistically to annex as a group if they need to or want to annex. The Village Engineer is to continue to work with the Village Attorney preparing a pre-annexation agreement for lots 16 and 17 on Center Street. Concurrently, the residents should be meeting to decide if the entire lots want to annex. The conditions for annexation have been given to the engineer for the residents but are open for - discussion with the Village. Page 1 1. ELMHURST RD. BETWEEN GREENLEAF AND ESTES- Sidewalk Waiver The property owner of this vacant parcel is requesting a temporary construction waiver for the sidewalk along the Elmhurst Road frontage only. Mr. Gary Wallsten showed a plan of the site and explained where sidewalk exists. As adjacent sidewalk on Elmhurst Road is minimal in length and location, they indicated the walk did not really lead anywhere. In addition, the proposed lands- caping was not compatible with sidewalks as we require. The Committee unanimously agreed to recommend to the Village Board a temporary waiver for sidewalk construction on Elmhurst Road only. This would be done as Mr. Jaffe (representing the owner) agreed for the owner to execute the "Statement of Commitment to Construct Public Sidewalk." The Village Engineer will work with the owner to get the appropriate documentation in order. Only after this is in order will it be sent to the Village Board. Peterson, Village Engineer SUBJECT: BURGER KING TRAFFIC The Engineering Department made the following traffic observa- tion on Tuesday, August 6, 1985 and Wednesday, August 7, 1985 between the hours of 77:30 a.m. and 1:00 p.m. The durations given are the total time the blockage occurred during the observation period. The percentages are of the blockage time as a percentage of the observation period (1.5 hours). The findings are as follows: (refer to the attached exhibit) 7.) Burger King Drive entrance lane blocked by Drive-thru traffic: 816185 - 19 min. (21%) 817185 - 76 712 min. (18%) 2.) Burger King Drive entrance blocked by autos on Mall Drive exiting onto Arlington Heights Rd. 816185 - 2 min. (2%) 817185 - 7 min. (7%) 3.) Burger King Drive entrance lane and eastbound Mall Drive blockage caused by Burger King customers entering lot: 816185 - 4 min. (4%) 817185 - 4.5 min. (5%) 4.) One southbound lane (westerly lane) of Arlington Hts. Rd. is blacked (due to cars turning right onto Mall Drive): 816185 - 15 sec. (0.3%) 617185 - Zero (0%) Page 2 5.) Traffic entering Burger King Drive from Mall Drive blocks both east and westbound traffic on Mall Drive. (cars exiting Arlington Hts. Rd. onto Mall Drive can still exit). 8/6/85 - 75 sec. (3%) 8/7/85 - 7.5 min. (2%) Conclusion: The longest blockage (by duration) occurred internally at the drive-up lane and had no affect on the ingress and egress of vehicles onto Arlington Heights Road or the Mall Drive.
