Roy Peterson, Village Engineer MEMBERS ABSENT Ronald Chernick, Memeber The meeting was called to order at 6:35 p.m. by Chairman Tosto in the Trustee's Conference Room. The purpose of the meeting was to discuss the proposed pre-annexotion agreement prepared by the attorney for several properties on Center Street. (Reference Minutes of July 30, 7985 Capitol Imp- rovements Committee Meeting.) Gory Parrin advised the Committee that this agreement may never be fulfilled because the properties may never be contiguous. A forced annexation of the entire Martini Subdivision may be needed to fulfill the Agreement. Also, the Committee was advised that the Agreement was most comprehensive. That is, it requires the property owners to pay for streets, curbs, sidewalks, watermain, sewers, trees, street lights, etc. which are re- quired on all Village rights of way. The Committee told the staff to send the Pre-Annexation Agreements to the two owners requesting the sonitory sewer connection. If they sign the Agreement, they con connect to our sewer. The Committee is also willing to negotiate the Agreement if these ore items which the owners would like to see revised or deleted. In addition, Roy Peterson indicated that staff was investi- goting o change in our insurance requirements for contractors working on Village property under o permit. A report would be forthcoming shortly which would give o contractor on option to the current requirements which includes o $7 million excess liability policy. Person, Village Engineer v as SUBJECT: INSURANCE REQUIREMENTS �1 Section 71. 103 of the Municipal Code requires various insurance coverages for auto liability and general liability ($100,000/$300,000 for each). In addition, on $1,000,000 excess liability coverage is required. Inasmuch as the Village has found substantial rote increases in our own excess liability coverage, as well as o reduction in the coverage, it might be prudent to reexamine our requirement. Contractors hove also in- dicated they hove found the some problem when obtaining excess liability. Without increasing our risk, I recommend the Capitol Improve- ments Committee consider amending the Municipal Code as it pertains to insurance. The existing coverages would remain as it is, but the contractors would be given on option of increasing their auto and general liability to $500,000 per occurrence/$1,000,000 aggregate for bodily injury A and eliminating the excess liability coverage. Property damage would remain r;e at $100,000 per occurrence, which I believe is adequate to cover damage to property. I have discussed this with George Coney and he concurs with this recommendation. He has talked with Jim Finch of A. J. Gallagher and Co. who agreed with this revision. However, Mr. Finch suggests rewriting bock to the existing requirements only when the insurance situation stabilizes. RLP:pp - n < mn � y i
