Boffice, Village Engineer Ronald Chernick, Committee Chairman Dennis Gallitano, Committee Member The meeting was called to order in the Elk Grove Village Municipal Building by Trustee Tosto at 7:06 p.m. on Tuesday, July 29, 7986. The purpose of the meeting was to discuss o proposed parking lot and driveway maintenance ordinance; proposed sidewalks along Nicholas Boulevard between Pratt and Londmeier Rd; and, the proposed agreement for engineering services for the Nicholas Boulevard Improvement. 7. PARKING LOT & DRIVEWAY MAINTENANCE ORDINANCE Mr. Boffice distributed draft copies of proposed regulations covering the maintenance of pavement, striping and signing: on private parking lots and driveways. As the Committee reviewed the land uses to which the Ordinoncewould apply, concerns were voicedover the Village's ability to require maintenance of private, undedi- cated roads such as Boardwalk, Pohl and Gloucester. The Committee directed Mr. Boffice to amend the Ordinance to include such private streets. The Committee continued discussing the Ordinance by re- viewing the pavement criteria which represented a hazard. It was the concensus of the Committee to modify item one to reduce the area required for a pothole from one square yard to one square foot. The Committee also recommended that the time to comply under the Notification and Compliance section be rewritten to provide for: 7) a thirty calendar day time limit to make a permanent repair during the construction season; 2) a thirty calendar day time limit to make a temporary repair between construction seasons; 3) to odd a section which would require emergency repairs within twenty-four hours for extremely hazardous pavement damage; and, 4) to allow extensions to the time limits under special circumstances and demonstration of undue hardship. con t'd... Page 2 Discussion ensued over the remaining maintenance criteria relative to striping and signing. Trustee Gallitano indicated that it would be difficult to define "visibility" of pavement striping without incorporating criteria relative to the fading of the point. The Committee felt that the language should be revised in such a manner so as to require striping to be redone at a point in time when it was not readily visible by traffic. Mr. Boffice was ins- tructed to contact Mr. Knickerbocker to determine appropriate language which would serve the Com- mittee's desire for both striping and signing. 2. NICHOLAS BOULEVARD The Committee reviewed the engineering drawing for the Nicholas Boulevard Improvement relative to pro- posed sidewalks. The plans indicate a 5 foot wide side- walk placed to provide on 17 foot 5 inch parkway on each side of the street. After discussing sidewalk criteria with Mr. Boffice, the Committee concurred in the installation of the sidewalks as proposed, but reducing the required width to four feet as provided by the Village's Subdivision Control Ordinance. The Committee then discussed the Village Engineers memo of July 21, 1986 to Mr. Willis recommending that the Village enter into a contract with Donohue & Assoc- iotes, Inc. Of special concern was the proposed $8,692 drainage study which the Village Engineer hod recommended be included. Discussion continued relative to the pros and cons of the study concluding with the Committees agree- ment to include the drainage study in the agreement. The Committee unanimously recommended the following relative to Nicholas Boulevard. a) To en ter in to a Contract with Donohue and Associates, inclu- ding the detaileddroinage study for a cost not to exceed $40,327; b) To provide for 4 foot wide side- walks on both sides of the street with an 71 foot 5 inch parkway, C) To construct the pavement to a width of 48 feet from edge of pavement to edge of pavement; and, Page 3 d) To construct a Portland Cement Concrete street in lieu of asphalt.
