Boffice, Village Engineer Ronald Chernick, Committee Chairman Tom Cech, Director of Public Works Dennis Gallitono, Committee Member (7:30 p.m.) (7:30 p.m.) The meeting was called to order in the Elk Grove Village Municipal Building by Trustee Tosto at 7:07 p.m. on Monday, August 78, 1986. The purpose of the meeting was to discuss the lowering of the Villages Bonding requirements from $50,000 to $10,000; to review the Devon Avenue proposed recapture; and, to review the Indus- trial Carriage Walk program. 7. PERMIT BOND REQUIREMENTS Trustee Tosto introduced Mr. John Morkino of M & S Construction Company, who related to the Committee his problem in submitting o $50,000 bond, as required by Village Ordinance, when constructing o residential driveway. Mr. Morkino stated that the Ordinance caused undue burden on small contractors. Due to this requirement he would have to refuse further construction in Elk Grove Village. The Village Engineer explained that any work being done on Village property (right-of-way) does require a $50,000 bond, no matter what type of work that may be. The Engineer further stated that due to a number of complaints received from small business contractors, the Engineering Deportment hos completed: o. A survey of surrounding municipalities to see what their requirements ore as for as protection to the Village for damage that may be caused outside of the work that the contractor is doing; and b. To see if the Village can differentiate on a bond amount between underground type of improvements and a surface type of improvement. C. An estimate of cost to determine the value of the most damage that could be done to public prop- erty by on unconscientious contractor. Mr. Boffice stated that surrounding municipalities generally require a $5,000 to $10,000 bond for work in the public right-of-way. In addition, it would be possible for the Village to differentiate between surface improvements, and projects requiring excavations. Finally, it was determined that the obsolute maximum damage that could be sustained in the right-of-woy was $74,500. Mr. Boffice recommended that the bond for surface improvements be reduced to $70,000 and, for excavations, remain at $50,000. J Page 2 The Committee unanimously recommended that the surface bond be reduced to $10,000. Bonds for excovation were to remain as previously adopted. 2. DEVON AVENUE UTILITY RECAPTURE Mr. Boffice reviewed the Assistant Village Manager's memo of June 9, 7986 and the proposed olternotive designs. The Committee expressed differing opinions os to what, if any, costs the Village should incur. Trustee Tosto believed the Village should contribute to the cost of watermain and sewer across Solt Creek, the Commonwealth Edison right- of-woy and under Ridge Avenue. Trustee Gallitono questioned the philosophy of upfronting Village money for any improvement at all to assist the landowners with the sale of their property by providing utilities to the site without annexation firm in hand. The Committee recommended a review of the recapture by the Committee of the Whole to determine the rationality of any recapture in this area. The Committee also unanimously recommended alternatives 3 and 4 for sanitary sewers and alternatives 1 and 1 for wotermain if it was decided to provide sanitary sewers and watermoin in this area. 3. INDUSTRIAL CARRIAGE WALKS The Committee reviewed the results of the sidewalk survey token July 24, 1986 of firms on Nicholas Boulevord between Landmeier and Higgins.
