Cech, Director of Public Works Daily Herald Public Works Building Modifications Project A new alternate plan was presented to the Committee by Thomas J. Cech, Director of Public Works for consideration and approval to proceed with detailed design drawings. The new plan was summarized as follows: 1. Vehicle Maintenance Division will relocate to the west garage utilizing the front part of the building near the existing offices, lunchroom, locker room and washroom facilities. 2. The rear section of the west garage will be used for storage of off season equipment. 3. The four (4) field oriented divisions will be centralized at the east garage with the department administration. 4. Lunchroom, locker room, and washroom facilities will be relocated to the lower level to free space for much needed material storage and shop area. 5. The staff offices will be centralized in the front section of the building near the administrative area. 6. The central garage will be clear of all material storage and mezzanines and used as equipment storage space. 7. Employee parking will be relocated to the adjacent Com Ed R.O.W. to create additional yard space. The new plan had the following benefits; 1. Clear east garage space which allows for flexibility in use of the space. Original plan proposed a mezzanine which fragmented the open space. Centralization of the four (4) main field oriented divisions at the east garage which provides for better coordination and control of departmental activities. 3. Centralization of key staff personnel offices in close proximity to the department administration which provides better communication, coordination and control of activities. 4. More and better functional space for the Vehicle Maintenance operations at the west garage. This is important because their activities are performed within the garage while the other divisions activities are field oriented. 5. Better utilization of existing space at the east garage by relocating lunchroom, locker room, and washroom facilities to the lower level and freeing more space for material storage and shop area. Former plan did not utilize lower level. 6. Less improvements needed to west garage because only one division would be located there. Former plan had two divisions which would have required expansion of locker room, lunchroom and washroom facilities. 7. Lower cost plan. This is due to elimination of mezzanines and expansion of support facilities at the west garage. Committee made suggestions about adding "butler" type buildings to store materials that do not require heat. The addition of a service pit at the west garage was also suggested in lieu of extra large truck hoist for Vehicle Maintenance operations. These suggestions will be considered during the detail design phase. The Committee concurred that the new plan offered many advantages over the other plan and was the best alternate. The Capital Improvements Committee will discuss subject with the Committee of the Whole and seek approval of the new conceptual plan and authorize the consultant to proceed with the detailed design phase of the project.
