HomeMy WebLinkAboutCAPITAL IMPROVEMENTS - 06/20/1989 - vG SUMMARY OF CAPITAL IMPROVEMENTS COMMITTEE MEETING Wednesday, June 20, 1989 BOARD MEMBERS PRESENT STAFF PRESENT Michael Tosto, Committee Chairman Alan Boffice, Village Engineer Ronald Chernick, Committee Member James Petri, Committee Member The meeting was called to order at the Elk Grove Village Municipal Building by Trustee Tosto at 6:35 p.m, on Wednesday June 20, 1989. There being no news media or interested parties present, the meeting was recessed and reconvened at 6:45 p.m. at the Elk Grove Village Public Library. The purpose of the meeting was to review existing field conditions and proposed alternatives for floodproofing of the library. The Village Engineer distributed photographs depicting the high water level achieved at the library during the August 1987 flood. The engineer presented a proposal for floodproofing similar to that which was constructed at the Village Hall. Although the Village Engineer proposed the heightening of the existing berm along Salt Creek with earth and protecting the remaining sides with a concrete wall, Chairman Tosto recommended that a concrete wall be used around the entire perimeter. According to initial engineering work the maximum height of the proposed wall would be two (2) feet higher than the existing public sidewalk around the library. The engineer indicated that the one-way entrance drive would have to be closed to accommodate the wall but the one-way exit drive further south would be widened to accommodate two-way traffic. In addition all work done would be completed in a manner to allow the library to remain handicapped accessible. The Committee agreed that further information would be necessary for the proposal presented and directed the Village Engineer as follows: 1) Grade stakes should be set every fifty (50) feet along the proposed line of the concrete wall with top of stake elevation set at top of proposed wall. The Committee would then view the proposed wall height in relation to existing conditions. The engineer was advised to contact the Committee Pa ge 2 members the day preceding the placement of the stakes so that they could be viewed and removed in a timely manner. 2) Quantities should be established including lineal footage of wall, cubic yards of earth, sod, etc. 3) A preliminary cost estimate should be prepared. 4) The volume of water falling within the pro- tected area should be calculated to determine the adequacy of the existing pumping facilities. 5) Initial compensatory storage volumes should be calculated for the quantity of floodplain displaced by the floodproofing proposal. Zorana Dlugosz, citizen, stated her concerns that adequate compensatory storage be provided for any storm water displacement. Dwayne Wong from the Daily Herald requested the date for the next Committee meeting. Trustee Tosto directed the Village Engineer to advise him of an appropriate date after the necessary information was prepared. The engineer was to call the members individually to advise them when the grade stakes would be installed.
