Edwards, Superintendent of Streets 1992 Street Maintenance Program Tom Cech reviewed proposed 1992 Street Maintenance Program. He explained program was developed based on the premise that the Village would undertake a "pozz" restruction program this year. An optional program was presented in the event a "pozz" reconstruction program was not authorized. Capital Improvements Committee was against any type of pavement reconstruction program as not economically feasible. Committee directed staff to revise 1992 Street Maintenance Program by adding the streets considered for reconstruction to the originally proposed 1992 program plus Biesterfield Road from approximately David Lane to Home Avenue. Cost of revised program was estimated at about $1 ,000,000. Staff was asked to prepare and distribute the revised program to the Village Board by February 4 and include the revised program on the February 11 Village Board agenda for consideration. Cech, erector of Public Works SUBJECT: 1992 Street Maintenance Program (Revised per Capital Improvements Committee meeting of 1/27/92) Attached are eight ( 8) copies of the revised 1992 Street Maintenance Program for your review and distribution to the Village Board. Highlights of the f g program include: - Asphalt resurfacing of 11. 39 miles ( 213 , 628 s.y. ) of Village streets. This includes milling of old asphalt to eliminate the buildup at the crown and edges as necessary. Also, engineering fabric will be applied as necessary on some streets to minimize reflective cracking. - Asphalt material ( 6800 tons) to allow Public Works crews to remove and replace failed sections of pavement prior to resurfacing. - Removal and replacement of 8500 lineal feet of deteriorated curb and gutter. - Removal and replacement of 10,000 s. f . of deteriorated sections of residential and industrial sidewalk. - Removal and replacement of 10,000 s.f. of deteriorated sections of industrial carriage walk. The estimate of cost for this year' s program is $1,026,706 which is detailed on the attached form. Funding will be revised in the department's budget request and is recommended as follows: - Motor Fuel Tax Fund $ 809,356 (resurfacing contract and patching material) - Corporate Fund 209 ,250 (curb and sidewalk replacement and testing) Water & Sewer Fund 8, 100 (replacement of concrete driveways removed due to utility repair work this winter) Total: $1,026 ,706 Subject: 1992 Street Maintenance Program January 30, 1992 Page 2 of 2 Best prices are usually received when work is bid early in the year. Therefore, I would like to receive as soon as possible: 1. Approval of the 1992 Proposed Street Program as amended. 2. Appropriation of $809,356 of Motor Fuel Tax Funds for this program. 3. Appropriation of $209,250 of 1993 Corporate Funds for this program. 4. Authorization for staff to advertise and accept bids on work included in this package. Kindly place this matter on the Village Board agenda of February 11, 1992 for their consideration and approval.
