Carriage Walk Replacement The Committee discussed upcoming plans to replace some of the worst industrial carriage walk this year, Approximately $200,000 has been budgeted for removal and replacement. Options considered were replacing carriage walk with set back walk; with new carriage walk; or simply removing the existing walk and replacing it with sod. The streets containing the carriage walk in the worst shape were prioritized. Those being: 1. Chase Avenue 2. Touhy Avenue - Busse to Higgins Road 3. Nicholas Boulevard - north of Landmeier Road 4. Arthur Avenue - Busse to Elmhurst Road 5. American Lane The Committee members decided to visually look at these locations on Saturday, May 10 at 8:00 am. Boffice, Village Engineer OTHERS PRESENT Daily Herald Newspaper Voice Newspaper The meeting was called to order in the Elk Grove Village Municipal Building by Trustee Tosto at 7:12 p.m. on Monday, May 5, 1986. The purpose of the meeting was to discuss the ingress/egress problem at the Arlington Heights Rood Burger King, minimum paving requirements for private parking lots and carriage walks in the industrial area. I. ARLINGTON HEIGHTS ROAD BURGER KING Trustee Tosto began the discussion by introducing previous correspondence which included the Engineering Deportment's driveway proposal prepared in October of 1985, Mr. Serfecz's response to the proposal and Village Engineer Boffice's back- ground memorandum. Trustee Gollitono indicated he agreed with the engineer's background memorandum reiterating thot Mr. Serfecz's control proposal serves no purpose in eliminating traffic backup on Arlington Heights Rood created by the drive- thru. Trustee Gallitano identified a problem with the location of the parking bumpers adjacent to the Burker King which ore located well within the exit lone of the shopping center. It was his recommendation to have those parking bumpers relocated to the south of the driveway in order to properly identify the exit driveway. The Committee then discussed whether or not the Village hod the legal authority to require Mr. Serfecz to re- locate those parking bumpers and to implement the Village's proposed driveway entrance recommendation. Mr. Boffice was instructed to contact Village Attorney, Knickerbocker to determine what authority the Village had to implement the recommendation. Page 1 The Committee unanimously recommended that the Village should require Mr. Serfecz to implement the drivewoy proposal and relocate the parking bumpers subject to Mr. Knickerbocker's comments. ll. MINIMUM PAVING STANDARDS The Committee referred to a memorandum prepared by Mr. Boffice relative to minimum recommended paving requirements for private parking lots. The memorandum indicated that a Structural No. of 2.5 would be adequate for office/commercial parking lots and Structural No. 3.0 should be used for industrial parking lots. Trustee Collitono, upon review of requirements imposed by adjacent communities, felt that the Village should implement a minimum Structural No. of 3.0 for all private parking lots. He felt that since the Village required o minimum Structural No. of 3.0 for residential streets that o similar requirement should be utilized for private parking lots. Discussion ensued over financial hardships caused by such a standard, and how this minimum requirement would be adequate in so for as Village streets cons- tructed to this minimum standard ore now failing. Subsequent to additional discussion, the Committee unanimously recommended that all private parking lots within the Village should be constructed to the following minimum.requirements. A. A minimum Structural No. of 1.5 sholl be required for parking stalls and access aisles immediately adjacent thereto; and, B. A minimum Structural No. of 3.0 sholl be required for all main driving lanes including that portion of the parking lot immediately adjacent to proposed structures. Mr. Boffice was directed to contact Attorney Knickerbocker to prepare the required ordinance. The Committee then reviewed a minimum driveway and parking lot maintenance proposal which was included in Mr. Boffice's memorandum. Although the maintenance standard appeared to adequately address existing parking lot pavement deterioration, the Committee felt that cont'd... Page 3 additional standards should be included relative to the maintenance of striping, signoge and parking bumpers. Mr. Boffice was directed to review the provisions of the proposed commercial maintenance code to deter- mine what provisions it required relative to parking lot maintenance, and to include brood regulations relative to pavement maintenance, striping, signage, etc., if they hove not already been covered. 111 CARRIAGE WALK REPLACEMENT The Committee discussed upcoming plans to replace some of the worst industrial carriage walk this year.
