Board Members Present Staff Present / Michael Tosto, Chairman Thomas J. Cech, Director Ronald Chernick, Committee Member of Public Work , Dennis Gallitano, Committee Member The meeting was called to order in the Elk Grove Municipal building by Trustee Tosto at 7:15 p.m. The purpose of meeting was to discuss the carriage walk situation in the industrial park and develop a policy for replacement. I. Carriage Walk Replacement The Committee discussed their observations of a visual tour of the industrial park on Saturday, May 10, 1986. They agreed that much sidewalk in the park was deteriorated, a potential liability to the Village existed, and a program was needed to correct the problem. Also, it was noted that much of the damage to the sidewalk was caused by the heavy truck traffic driving over the sidewalk. The Committee presented and discussed numerous alternatives and arrived at the following consensus: 1. Unanimously recommended that the driveway apron provisions of the ordinance be revised to require wider aprons to accomodate the large trucks. 2. Unanimously recommended development and strict enforcement of ordinance to prohibit vehicular traffic from parking and driving on the sidewalk. 3. Majority recommended that all deteriorated sidewalks be replaced as opposed to removing and not replacing some of the sections. The reasoning was that the sidewalk was originally required, it is being used by pedestrians, and we must maintain the continuity of the sidewalk system. 4. Majority recommended that property owners/tennants with obvious damage due to truck traffic be asked to help pay for the cost of the project. This would include properties which have truck damaged sidewalk adjacent to their driveways and caused by traffic entering and leaving their property and, also, -iinutes of the Capital Improvements Committee Meeting Monday, May 19, 1966 Page 2 properties across the street from damaged sidewalk where maneuvering of their trucks has caused the damage across the street. 5. unanimously recommended that certain sections of walk having high exposure to truck traffic be either set back from the curb or replaced thicker and stronger, whichever is more cost effective, to minimize future damage. The Committee agreed that this to should be further discussed at a Committee of the Whole Meeting in the near future. Meeting adjourned about 9:50 p.m. Respectfully submitted, W-Ie-�� Thomas J.
