Johnson, Village Trusree MEMBERS ABSENT: None STAFF PRESENT: A. Boffice, Director, Engineering & Community Development T. Cech, Director of Pub-'tic Works J. Stukel, Utilities Superintendent ELK GROVE BOULEVARD WIDENING The Committee discussed the extension of the proposed roadway widening on Elk Grove Boulevard from Victoria Lane to Tonne Road. Chairman Tosto indicated that the professionals who prepared the Traffic Corridor Study had recommended that the improvement extend all the way to Tonne Road, not stop at Victoria Lane. He indicated that if the project stops at Victoria Lane now, the Village will only have to do the remainder of the project (to Tonne Road) at a later date and at a higher cost. Examples being the extension of Biesterfield/Wise Road and the! I-290 interchange. Chairman Tosto recommended that the Village continue the widening project to Tonne Road now for all the same reasons that the widening was approved along the other areas of the boulevards. Trustee Petri voiced his concurrence with Chairman Tosto's recommendation to extend the widening to Tonne Road. He questioned the proposed width of the widening (4 feet) and the quantity of parkway remaining after widening (approximately 8 feet) . He also questioned the location/relocation of the Commonwealth Edison switchgear, Village fire hydrants and parkway trees. Director of Engineering & Community Development Boffice replied that an area could be found for the relocation of the CECO switchgear with minimal problems, fire hydrant relocation is a common occurrence during construction and easy to perform, and, the location of mature trees along the Boulevard are setback close to the sidewalk and would not conflict with the widening. A small quantity of small diameter trees which could conflict with the widening could easily be relocated due to their size. Page 2 Trustee Johnson disagreed with any extension of roadway widening east of Victoria Lane. He indicated his support for the original project (widening up to Victoria Lane) was based on providing a safe corridor for the local residential traffic in this area, and while reluctant to extend the widening from Rev. Morrison Boulevard to Victoria, recognized that the local traffic frequented the area. Trustee Johnson felt that proposed improvements to Landmeier Road and to the Arlington Heights/Biesterfield intersection would accommodate the through traffic. There was no need to accommodate through traffic on Elk Grove Boulevard. Trustee Johnson also felt that widening the remainder of the way to Tonne Road would increase traffic on the road and that had he known the Village would consider widening all the way to Tonne Road, he would have voted against the original project. With a concurrence of two Committee members, the majority report is to extend the pavement widening on Elk Grove Boulevard from Victoria Lane to Tonne Road. pcd c: President and Board of Trustees Village Manager, Assistant Village Manager, Administrative Assistant, Village Clerk, Village Attorney, All Department Heads Capital Improvements Committee Meeting November 18, 1993 7 :00 P .M. The committee unanimously agreed to recommend to the full Village Board: - A modified Site C location closer to I-290 be pursued by staff . Because the property north of our two acre site is undeveloped it was felt that a site closer to I-290 was feasible and potentially better. A spheroid style of water tower be selected. Staff be authorized to pursue land rights from owner or developer of undeveloped land just north of our two acre site on Rohlwing Road. - The water main reinforcement at Nerge and Rohwling Roads identified by the consultant be included as part of this project . ca c: President and Board of Trustees Village Manager Assistant Village Manager Administrative Assistant Administrative Intern Village Clerk Village Attorney All Department Heads
