Obrien, Daily Herald Reporter BANYAN DRIVE/ELK GROVE BOULEVARD ACCESS Chairman Tosto called the meeting to order at 6:30 P.M. and asked Director Boffice to summarize ,his memo of October 14, 1994 which discussed the alternative access options for homeowners at the Elk Grove Townhomes on Banyan Drive? and Elk Grove Boulevard. In reviewing the three options available to the Banyan Drive residents, the Committee unanimously agreed that the widening of the public sidewalk from Ridge Avenue to Banyan Drive was the most acceptable, least disruptive and most cost effective option. The other two options presented problems with fence relocations and would ultimately cut a driving path directly through yard areas which are used by the residents. The Committee then focused on access improvements for the Townhome residents with access onto Elk Grove Boulevard. Director Boffice's report suggested improvements which would provide access from the townhomes to Reverend Morrison Boulevard. The Committee noted that this area is also subject to inundation during heavy rainfall events and Director Boffice acknowledged that this area was approximately one foot lower than the lowest public sidewalk elevation. Page 2 The Committee believed that it was more appropriate to continue the public sidewalk widening along Elk Grove Boulevard from Banyan Drive to Reverend Morrison Boulevard for the following reasons: 1) It would provide the residents which front Elk Grove Boulevard with two possible exits; 2) During severe storms exiting towards Banyan and ultimately to Ridge would be at a higher elevation, and therefore dryer, than exiting to Reverend Morrison; and, 3) By widening the sidewalk from Ridge to Reverend Morrison it would double as a bicycle path which could eventually be connected to the bicycle path to be constructed along Salt Creek through the Greenways Plan. Subject to further field data collection regarding the location of existing trees and their impact on the recommended sidewalk widening, the unanimous recommendation of the Committee was to widen the public sidewalk along Elk Grove Boulevard from Ridge Avenue to Reverend Morrison Boulevard with concrete by four feet (for a total width of eight feet) and to depress the curb and gutter located at the intersections to complete the access. Director Boffice was asked to report back with information regarding existing tree locations and a revised estimate of cost.
